This study aims to describe the economic potential of islands in Sumenep District. This study uses a qualitative descriptive approach, carried out by collecting data through observation, in-depth interviews, and data tracking. Sumenep District has the largest number of islands in East Java, 287 islands, spread across nine subdistricts. These islands have considerable economic potential, from oil and gas to fisheries, epinephelinae, cromileptes altivelis, and lobster. This area has a great need for the existence of a transportation network as a means of economic mobility of the community, which also affects the price of basic necessities far higher than the area of Sumenep Regency on the mainland, Madura Island and Java Island.

Penelitian ini bertujuan untuk menganalisis alasan pemerintah Amerika Serikat bersedia merenegosiasi South Pacific Tuna Treaty (SPTT). SPTT merupakan perjanjian akses perikanan antara AS dan negara-negara Kepulauan Pasifik yang dibentuk pada tahun 1987. Pada Januari 2016 SPTT hampir hancur karena AS memutuskan untuk keluar dari perjanjian, tetapi berhasil diselamatkan ketika AS bersedia untuk menegosiasikan ulang perjanjian tersebut dengan negara-negara Kepulauan Pasifik. Pada Juni 2016, keduanya sepakat untuk merestrukturisasi SPTT dengan mengamandemen beberapa persyaratan perjanjian. Penelitian ini menganalisis mengapa AS bersedia untuk renegosiasi SPTT dengan pihak Kepulauan Pasifik. Untuk menjawab pertanyaan tersebut, teori two-level game digunakan dalam penelitian ini. Tujuannya untuk mengeksplorasi interaksi yang terjadi antara level domestik dan internasional pada renegosiasi SPTT. Hasil analisis  menunjukkan bahwa Departemen Luar Negeri AS memiliki wewenang untuk renegosiasi SPTT dan lembaga tersebut mendapat dukungan dari mayoritas kelompok domestik AS yang memiliki kepentingan sejalan dengannya. Negosiator juga melakukan beberapa strategi dalam rangka memperbesar dukungan dari kelompok-kelompok domestik sehingga SPTT dapat direnegosiasi. Berdasarkan analisis mengenai motivasi AS renegosiasi SPTT, hal itu mengindikasikan bahwa SPTT bukan hanya sekedar melayani kepentingan ekonomi AS, tetapi juga kepentingan strategis AS di kawasan Pasifik Selatan.
......This research aims to explain the reason of the United States government renegotiate the South Pacific Tuna Treaty (SPTT). The SPTT was formed in 1987 is a fisheries access agreement between the US and Pacific Island States. In January 2016 the SPTT was almost destroyed because the US decided to withdraw from the treaty, however, the treaty was saved when the US was willing to renegotiate with the Pacific Island States. In June 2016, both parties agreed to restructure the SPTT by amending several agreement terms. This thesis analysis why the US is willing to renegotiate SPPT with the Pacific Islands. To answer that question, two-level game theory is used in this research. The use of two-level games theory is to find out the interactions between the domestic and international levels in the SPTT renegotiation. The findings of this research showed that the US Department of State has the authority to renegotiate the SPTT and the agency has the support from the majority of US domestic groups who have similar interest. Negotiators also perform some strategies in order to increase support from domestic groups so that the SPTT could be renegotiated. Based on an analysis of the US motivation to renegotiate the SPTT, it indicates that the SPTT is not just serving US economic interests, but also US strategic interests in the South Pacific region.
