"ABSTRAK
Jaringan interkoneksi yang ada saat ini menggunakan jaringan bundling sehingga untuk dapat memasuki bisnis telekomunikasi perusahaan baru harus memiliki modal yang kuat karena harus membangun suatu sistem sendiri secara utuh. Untuk menetapkan konfigurasi jaringan interkoneksi yang menjamin kompetisi dimasa datang, diperlukan pengkajian secara menyeluruh dari berbagai kepentingan. Tesis ini mengkaji berbagai kepentingan seperti perusahaan yang sudah ada, perusahaan baru, perkembangan teknologi, kebutuhan layanan baru, dan negara sehingga diperoleh model jaringan interkoneksi yang menjamin kompetisi baik diantara industri telekomunikasi yang sudah ada maupun dengan yang baru didirikan, sehingga terwujud bisnis telekomunikasi yang efektif dan efisien. Kegiatan yang dilakukan dalam penyusunan tesis ini adalah mengumpulkan data-data interkoneksi yang ada di Indonesia, dan luar negeri. Dari data-data tersebut dianalisa dengan memperhatikan kecenderungan bisnis dan teknologi telekomunikasi. Pemecahan masalah menggunakan metode analisis deskriptif dari kecenderungan-kecenderungan teknologi, jasa baru dan bisnis telekomunikasi serta studi komparatif dari jaringan interkoneksi di luar negeri. Model jaringan interkoneksi yang dapat dihasilkan adalah jaringan interkoneksi yang setiap elemen jaringannya dapat berinterkoneksi dan disediakan oleh lebih dari empat penyedia infrastruktur sehingga tidak memungkinkan sebuah operator mempengaruhi harga produk. Dalam implementasinya perlu diatur kembali penomoran yang memungkinkan kompetisi pada pelayanan internasional, jarak jauh dan lokal yaitu dengan pemberian kode untuk setiap penyelenggara.

ABSTRACT
Interconnection network in Indonesia is bundling network, new carriers must build their system to enter the market and need much capital to provide it. In network configuration set up which guarantee competition in the future, some interest must be studied. This tesis study some interest of incumbent operators, new carriers, new services, new technology and state to get the network configuration which guarantee competition in order to achieve effective and efficient telecommunication business. The activities in tesis composing are collecting Indonesian interconnection data and some other countries, analysis the data and pay attention of business and telecommunication technology trend. The solution be solved with descriptive analysis method of the technology trend, new services and telecommunication business and comparative study of the interconnection network in some other countries. Interconnection network can be achieved is interconnection network which any network element can be interconnected and provided more than four operators in order to make one operator impossible to affect the price of the product. In its implementation needed renumbering according to competition on international, long distance and laical services, that gives specific code to every operator.

"Layanan dan fitur yang dimiliki WCDMA dapat membuka peluang bisnis baru bagi operator. Jasa layanan yang secara terus-menerus dikembangkan sesuai tuntutan kebutuhan pasar, akan memperkuat eksistensi dan keberlanjutan suatu perusahaan. Kebutuhan pasar (masyarakat umum) akan komunikasi selular tidak hanya sebagai komunikasi suara dan data, tapi juga sebagai komunikasi multimedia dengan tingkat mobilitas yang tinggi, kecepatan tranfer data yang tinggi, dan bandwidth yang lebar. Tapi, rencana bisnis tersebut membutuhkan biaya investasi seperti biaya lisensi dan penyediaan perangkat jaringan WCDMA dirasa cukup mahal oleh operator di Indonesia, padahal perkembangan jumlah pelanggan WCDMA di dunia terus meningkat pesat.
Tujuan penelitian ini untuk menganalisis layak atau tidak layak bisnis komunikasi selular generasi ketiga berbasis WCDMA diterapkan di Indonesia (Studi Kasus PT. Indosat, Tbk). Aspek studi kelayakan bisnis ditekankan pada aspek pasar, aspek teknologi, aspek finansial, aspek ekonomi dan sosial, aspek lingkungan industri, dan aspek regulasi.
Hasil penelitian menyimpulkan bahwa: (1) Bisnis komunikasi selular generasi ketiga berbasis WCDMA layak diterapkan di Indonesia, apabila PT. Indosat, Tbk memiliki izin lisensi untuk mengoperasikan layanan generasi ketiga dari Pemerintah dalam hal ini Direktorat Jendral Pos dan Telekomunikasi Republik Indonesia; (2) Berdasarkan analisis aspek sosial, bisnis komunikasi selular generasi ketiga berbasis WCDMA layak diterapkan di Indonesia dalam hal ini PT. lndosat, Tbk dapat melakukan edukasi kepada pelanggan dalam berkomunikasi selular khususnya komunikasi data; (3) WCDMA merupakan teknologi yang relatif baru di Indonesia, sehingga dalam penelitian ini PT. Indosat, Tbk memproyeksikan jumlah pelanggan WCDMA secara moderat.
Berdasarkan hasil analisis aspek pasar, teknologi, lingkungan industri, dan finansial menurut proyeksi jumlah pelanggan secara moderat diperoleh NPV sebesar 349,785,829.86 USD, IRR sebesar 39%, Profitability index sebesar 7.34, dan Payback Period selama 6 tahun 6 bulan. Ini menunjukkan bisnis komunikasi selular generasi ketiga berbasis WCDMA layak diterapkan di Indonesia.

WCDMA services and features can open a new business opportunities for operators. Consistently developed services according to customer demand will strengthen the company position in the market. Customer needs not only voice and data communication but also high mobility multimedia communication, high-speed data transfer and wide bandwidth. Unfortunately such business plan will need considerable amount of investment. WCDMA operators regard license and hardware availability in Indonesia as very expensive, although the number of subscription is increasing rapidly.
The objective of this research is to analyze the feasibility of establishing WCDMA based third generation cellular communication in Indonesia. (Case study of PT Indosat, Tbk). The characteristics of the feasibility study will be concentrated on market, technological, financial, economical and soda!, industrial environment and regulatory.
The study shows that (1) WCDMA based third generation cellular business is applicable in Indonesia, if PT Indosat, Tbk can get the license from the government in this case from Directorate General of Post and Telecommunication Republic of Indonesia; (2) According to the social aspect analysis, WCDMA based third generation cellular business is applicable in Indonesia, if PT Indosat, Tbk should educate the society concerning cellular communication, especially on data communication, and (3) WCDMA technology is relatively new in Indonesia so during the research PT Indosat, 7bk's view the number of customer moderately.
According to market, technology, and industrial environment and financial aspect analysis according to the moderate projection, the NPV is 349,785,629.86 USD; the IRR is 39%, profitability index of 7.34 and payback period of 6 years 6 month. That shows WCDMA based third generation cellular business is applicable in Indonesia."

"In line with the increasing need for higher performance for optical and photonic telecommunications equipment at the lowest possible cost, the need for supporting equipment is also increasing. One of these components is an optical power splitter. This component is needed in network systems to distribute light to other components, especially multi-channel optical power separators to support larger network systems. One of the materials developed as a photonic device material from group III-nitride is gallium nitride (GaN). Besides having a large direct bandgap (3.4eV), GaN also has good resistance to temperature changes. Thus, GaN-based power splitters are an interesting research topic to obtain more improvements, innovations and inventions for future demands. In this research, an optical power splitter design is proposed based on the 1 × 8 multimode interference (MMI) structure. The design has been carried out theoretically using 3D FD-OptiBPM on GaN material. Structural modeling using 300 nm AlN and 200 nm AlGaN as a buffer layer on a sapphire substrate material. Numerical experiments were carried out at the optical telecommunications wavelength at = 1.55 m with the effective refractive index of the coating used =2.279±0.001 and =2.316±0.001. The results showed that the optimum width and thickness of the rectangular input channel and taper-shaped output channel was 4 m, and only supported single mode propagation. From the experimental simulation results, it is shown that the MMI-based optical power separator with a total length of 2010 m and a width of 85 m is the best result. It is also shown that the output power is split almost uniformly into eight output channels with a relative output power of 0.96 on the output channel, 0.28 dB of excess loss and 0.28 dB of power imbalance. 13 dB.
