"This paper reports the local-innovation perspective for the Indonesian mobile cellular market. Under the local perspective, the innovation opportunity appears when it suit characteristics of the country and the behavior nature of its people such concept is built into realization by making an applications of mobile-herbal (m-herbal) services applications. The service is designed by following the proposed framework, starting from scanning the market demand, defining specific applications, defining the actors, exploration of tacit knowledge of the actors, engineering development, implantation innovation and concurrent innovative development. We used the results of previous market survey emphasizing a need of health-related service for Indonesian market. Herbal remedy was chosen as the focal point of health-related service development since it is well-known indigenous method of treatment by using Indonesian natural ingredients. The service is developed to run on the Android-based smartphone, connects to the database called Indonesian HerbalDB. It consists two main features, i.e. query of herbal remedies and self evaluation assessment. Users of the services may search the names of Indonesian traditional plantation, its local names, and the kind of disease which can be cured. Through the features of self evaluation assessment, users are encouraged to give their personal perception of the herbal remedies, and being the recommendation to other users afterward. Finally, our proposed framework signifies the importance of communications channel among the actors in the mobile cellular facilitating mutual interaction between the multiple actors involved in the mobile herbal development."

"Literature studies
indicate that information technology (IT) clusters encourage innovation and
increase firm-level productivity by providing external economies and facilitating
joint action for its members. The purpose of this study is to identify the
external economy and joint action factors that affect firm innovation and
productivity in the IT cluster. A research model was developed based on earlier
models of joint action and external economies. The model consists of three external
economy related factors, i.e., access to skills, finance, and infrastructure, as
well as three joint action related factors, i.e., vertical, horizontal, and
research and development (R&D) cooperation as the independent variables,
firm innovation as the intervening variable, the firm?s absorptive capacity as
the moderating variable, and firm productivity as the dependent variable. Data
collection was conducted through a survey with respondents from 32 IT firms
located in three clusters in Bandung and one cluster in Cimahi (West Java ?
Indonesia). The partial least square (PLS) approach was used for hypotheses
testing. The results indicate that horizontal cooperation, access to
infrastructure, and access to skill have a positive impact on productivity,
while horizontal cooperation and R&D cooperation have a positive impact on
innovation. Finally, firm innovation is proven to positively influence firm
productivity."

"Abstract. This article analyses the observation of science & technology (Iptek) and innovation policies in activities of science and technological research, development, and implementation. Science & technology and innovation policies become an important study subject since in some countries this field gives positive effect to competitiveness of a nation. Qualitative approach was selected in studying science & technology and innovation policy in Indonesia since its appropriation with the objective of portraying national policy in science & technology and innovation. Method employed was content analysis qualitative with framing analysis, which in this study refers to concept of science & technological research, development, and implementation. The results of this study shows that national policy of Indonesia during 2000-2011 period were less supportive to development, research, diffusion, and implementation of technology in regions, proven by evidence that there was only few policies supporting the system implementation of science & technological research, development, and implementation in Indonesia.
Abstrak. Artikel ini menguraikan tinjauan kebijakan ilmu pengetahuan & teknologi (iptek) dan inovasi dalam kegiatan penelitian, pengembangan, dan penerapan iptek. Kebijakan iptek dan inovasi menjadi penting untuk dikaji karena dibeberapa negara bidang ini memberikan pengaruh terhadap daya saing suatu negara. Pendekatan kualitatif dipilih untuk mengkaji kebijakan iptek dan inovasi di Indonesia karena sesuai dengan tujuan untuk memberikan gambaran mengenai potret kebijakan nasional bidang iptek dan inovasi. Metode yang dipergunakan adalah analisis isi “content analysis” yang bersifat kualitatif dengan pembingkaian “framing analysis” yang dalam studi ini kerangkanya merujuk pada konsep penelitian, pengembangan, dan penerapan iptek. Berdasarkan hasil studi ini terungkap bahwa kebijakan nasional Indonesia selama periode 2000–2011 kurang berpihak pada pengembangan, riset, difusi, dan penerapan teknologi di daerah, terbukti dengan keberadaan kebijakan terkait pelaksanaan sistem penelitian, pengembangan, dan penerapan iptek di Indonesia yang masih sangat minim."

"Sebagai negara adidaya, Cina telah mencapai banyak kemajuan di bidang teknologi tinggi; termasuk peningkatan dalam jumlah SDM yang berkualitas, penelitian dan pengembangan (R&D), hingga publikasi ilmiah dan hak paten. Semua peningkatan ini membawa Cina sebagai salah satu negara superior dalam sains dan teknologi. Studi ini memberikan ilustrasi bahwa peran pemerintah sangat signifikan sebagai penentu dibalik kesuksesan Cina, sebagaimana dimulai pada masa pemerintahan sebelumnya. Sejak akhir 1970-an, pemerintah telah mengeluarkan sejumlah besar kebijakan yang dirancang untuk mereformasi sistem teknologi, dengan memberikan dukungan penuh dalam bentuk investasi bagi pengembangan R&D dan mendorong peningkatan jumlah sarjana, ilmuwan dan insinyur, di samping melibatkan pihak swasta dalam bentuk investasi modal ventura. Keberhasilan Cina saat ini tidak terlepas dari strategi politik dan ekonomi jangka panjang oleh pemerintah Cina khususnya dalam pengembangan teknologi. Strategi ini dicanangkan kali pertaman saat Cina dipimpin oleh Deng Xiaoping yang kemudian membuka diri ke dunia luar pada akhir tahun 1970-an. Keberhasilan pemerintah Cina sebagai aktor utama di balik modernisasi teknologi merupakan inti dalam tulisan yang dijelaskan dengan menggunakan teori ‘developmental state’ Chalmers Johnson

As a superpower, China has shown many achievements in terms of high technology; such as increasing the number of research and development (R&D), number of qualified human resources, and producing scientific publications and patents. All these improvements show that China is noted as one among quite a few advanced-technological countries in the world. This achievement was obviously due to a role of the Chinese government in the past. Since the late 1970s, the government has issued a large number of policies designed to reform their technological systems, giving overwhelming endorsement to R&D, fully funding a number of scientists and engineers, and encouraging venture capital investment. The success story of China today especially in technology development cannot be separated from the way of the Chinese Government did in the past, especially in terms of long-terms political and economic strategy. That strategy was launched for the first time under President Deng Xiaoping, who started to open up China for all around the world in the late 1970s. The Chinese government undeniably as a main actor behind the modernization process of technology in the country, which is explained by using Chalmers Johnson's theory of 'developmental state'."
