"ABSTRACTThe implementation of non cash transactions in local governments is the governments step in the struggle for the public interest. This study discusses how to implement non cash transactions in local government in an effort to realize good governance. With qualitative case studies obtained, the data in this study were collected by in depth interviews. The results of this study prove that accountability, approval and administrative order have been successfully completed in the implementation of non cash transactions. However, the efficiency of the use of the budget has not been able to optimize. Besides that, at the level of strategy, the system and structure are already running well. Factors of ability, human resources and leadership style that need to be considered in order to be successful in supporting good governance management strategies."

"ABSTRAKStudi ini bertujuan untuk mengetahui pengaruh belanja pendidikan pemerintah terhadap output pendidikan yang dikaitkan dengan tata kelola pemerintahan di setiap provinsi dan kab/kota. Studi ini menggunakan data panel dengan metode analisis fixed effect. Data yang digunakan mencakup 32 provinsi dengan periode tahun 2005sampai 2016.Variabel dependen yang digunakan adalah Angka Partisipasi Murni (net enrollment rate) dan Angka Putus Sekolah pada jenjang pendidikan Sekolah Dasar (SD) dan Menengah Pertama (SMP) atau pada usia 7-15 tahun. Kontribusi dari studi ini yaitu seberapa besar pengaruh belanja pendidikan pemerintah dan tata  kelola pemerintahan mempengaruhi output pendidikan di Indonesia.

Hasil dari studi ini menunjukkan bahwa belanja pendidikan pemerintah dan tata kelola pemerintahan dapat menurunkan angkaputus sekolah baik pada jenjang SD maupun SMP.Sedangkan belanja pendidikan pemerintah tidak berpengaruh terhadap enrollment rate SD dan SMP, begitupun dengan tata kelola pemerintah hanya berpengaruh terhadap enrollment rate SMP.

This study aims to determine the effect of government education spending on educational output which is associated with governance in each province and district.This study uses panel data with fixed effect analysis method. The data used cover 32 provinces with the period from 2005 to 2016. The dependent variable used is the net enrollment rate and the drop out rate in primary and junior secondary education (7-15 year). The contribution of this study is how much influence the government education spending and governance affect the output of education in Indonesia.

The results of this study indicate that government education spending and governance can reduce dropout rates both in elementary and junior secondary levels. While government education expenditures do not affect the enrollment rate of elementary and junior high schools, as well as the governance only affect the enrollment rate of SMP.

"Di luar kenyataan bahwa kesehatan menjadi salah satu aspek esensial dalam pembangunan manusia, capaian kesehatan yang diraih oleh Pemerintah Indonesia dalam permasalahan wasting, stunting, dan underweight sebagai indikator malnutrisi masih cukup jauh di bawah standar yang ditetapkan oleh World Health Organization (WHO, 1995). Studi ini bertujuan untuk menguji secara empiris pengaruh belanja kesehatan pemerintah daerah dan tata kelola pemerintahan (good governance) terhadap prevalensi malnutrisi balita, serta menguji peran good governance sebagai variabel moderator dalam menentukan efektivitas belanja kesehatan pemerintah daerah. Studi ini menggunakan data panel dari setiap pemerintah kabupaten/kota di Indonesia pada tahun 2013 dan 2018 dengan metode Ordinary Least Square (OLS). Hasil studi menunjukkan bahwa belanja kesehatan pemerintah daerah dan good governance berpengaruh signifikan dalam menurunkan angka stunting, underweight, dan wasting. Penelitian ini juga menemukan bahwa daerah dengan tingkat good governance yang rendah dapat menurunkan angka malnutrisi balita dengan hanya menambah anggaran belanja kesehatan. Namun, semakin rendah tingkat good governance dari suatu daerah juga akan menyebabkan semakin tidak efektifnya belanja anggaran yang dilakukan oleh daerah itu. Dengan demikian, anggaran yang tinggi tersebut tidak berdampak pada penurunan underweight dan wasting, serta tidak mampu menurunkan kasus stunting. Studi ini memberikan rekomendasi kebijakan bagi pemerintah daerah di akhir bagian.

Despite the fact that health is one of the essential aspects of human development, the health outcome achieved by the Government of Indonesia in terms of wasting, stunting, and underweight as indicators of undernutrition remain well below the World Health Organization standards (WHO, 1995). This study aims to investigate empirically the effect of local government health spending and good governance on the prevalence of under-five malnutrition, as well as the role of good governance as a moderating variable in determining the effectiveness of local government health spending. This study uses the Ordinary Least Square (OLS) method to analyze panel data from each district/city government in Indonesia in 2013 and 2018. The results show that local government health spending and good governance have a significant effect in reducing stunting, underweight, and wasting prevalence. This study also found that regions with poor governance can reduce the number of underfive malnutrition cases by simply increasing the health budget. However, the lower the region's degree of good governance will lead to the ineffectiveness of budget expenditure made by the region, so that the high budget has no influence on reducing underweight and wasting, and it is incapable of reducing stunting cases. At the end of the segment, this study provides policy recommendations for local governments and stakeholders. "
