"Indonesia merupakan negara kepulauan terbesar di dunia. Peranan transportasi laut dan penyeberangan sangat dominan dalam memperlancar arus barang dan manusia. Akan tetapi, sejak dulu pemerintah Indonesia tetap menghadapi masalah transportasi yang sama, yaitu kemacetan kendaraan di area pelabuhan, terutama pada kondisi peak.
Penelitian ini mencoba untuk mengidentifikasi perilaku sistem penyeberangan di pelabuhan Merak dengan merancang sebuah simulasi diskrit mengenai model antrian pelabuhan Merak saat ini pada berbagai skenario kondisi.
Dari simulasi tersebut diketahui bahwa rata-rata waktu tunggu truk pada kondisi libur panjang mencapai 551 menit dan rata-rata waktu tunggu kendaraan pribadi pada kondisi lebaran mencapai 615 menit. Kemudian, dilakukanlah eksperimen-eksperimen terhadap model untuk menemukan solusi yang dapat meminimasir waktu tunggu penumpang tersebut.
Hasil penelitian ini menyimpulkan bahwa dengan menambah satu buah dermaga, mengurangi headway kapal menjadi 12 menit, dan mengoperasikan 29 unit kapal roro, dapat mengurangi rata-rata waktu tunggu truk pada kondisi libur panjang menjadi 99 menit dan rata-rata waktu tunggu kendaraan pribadi pada kondisi lebaran menjadi 116 menit. Sehingga pembangunan Jembatan Selat Sunda (JSS) tidak perlu dilakukan.

Indonesia is the biggest archipelago country in the world. The role of sea transportation and ferries are really dominant in transporting goods and peoples around the country. But somehow, for decades, our government is still facing the same transportation problem, congestion, especially on peak season.
This research tries to identify the behavior of the ferry system at Port of Merak by designing a discrete-event simulation about the current queue model on several different scenarios.
Based on the simulation output, the average-time-in-system for trucks that go to the port on holiday is 551 minutes and the average-time-insystem for private vehicles that go to the port on Lebaran is 615 minutes. Then, several experiments are conducted on the simulation model in order to find a solution that could minimize those average-time-in-systems.
This research concludes that by building one more berth, decreasing the ship's headway to 12 minutes, and functioning 29 ships, it can reduce the truck's average-time-in-system to 99 minutes and the private vehicle's average-time-insystem to 116 minutes. So the Jembatan Selat Sunda (JSS) mega project is not necessary.
