Abstrak :
Implementasi konsep material beton berkelanjutan yang sesuai dengan tiga pilar keberlanjutan sangat penting untuk meningkatkan konstruksi berkelanjutan Indonesia. Kemudian, kontraktor sebagai salah satu pemangku kepentingan konstruksi memiliki peran untuk menggunakan dan mengimplementasikan material beton. Dengan demikian, terlihat adanya interaksi antara implementasi konsep beton berkelanjutan dengan peran kontraktor. Penelitian ini mengkaji perspektif kontraktor, baik dari BUMN maupun swasta, mengenai hambatan, peluang, dan rekomendasi dalam menerapkan konsep beton berkelanjutan pada proyek konstruksi Indonesia. Hal ini dilakukan melalui tiga jenis investigasi yang terdiri dari validasi konten dan konstruk yang melibatkan para ahli di industri, survei pilot, dan kuesioner responden. Hasil penelitian menemukan bahwa kedua kelompok subjek memiliki pandangan yang sama mengenai sumber hambatan utama, yaitu aspek ekonomi. Aspek ini terkait dengan biaya dan keuntungan proyek konstruksi. Kemudian, kedua kelompok subjek juga memiliki pandangan yang sama mengenai peluang utama yang datang dari aspek ekonomi. Di sini, peluang terkait dengan pengurangan biaya material dan pemberian insentif finansial untuk proyek konstruksi yang menggunakan beton berkelanjutan. Terakhir, rekomendasi dalam mengatasi hambatan utama yang dipilih oleh kedua subjek adalah melakukan kegiatan pendidikan baik untuk klien dan pekerja untuk meningkatkan permintaan beton berkelanjutan, memfokukskan manfaat kegiatan pendidikan, dan berkolaborasi dengan para ahli saat melakukan program pelatihan. ...... Implementation of the sustainable concrete material concept is essential to increase Indonesia's sustainable construction following the three pillars of sustainability. In addition, the contractor, a part of the construction stakeholder, has the role to use and implement the concrete material. Thus, there is a visible interaction between sustainable concrete concept implementation and the contractors. This research examined contractors' perspectives, both from state-owned and private companies, on the barriers, opportunities, and recommendations in implementing the sustainable concrete concept in the Indonesian construction project. It was done through a three-part investigation consisting of content and construct validation that involved experts in the industries, pilot surveys, and questionnaire respondents. The research found that both subject groups share the same perspective regarding the source of the main barrier, namely the economic aspect. This aspect is associated with the cost and profit of construction projects. Then, both subject groups also share the same perspective regarding the main opportunities that come from the economic aspect. Here, the opportunity is related to reducing material costs and providing financial incentives for construction that utilize sustainable concrete. Lastly, the recommendation in tackling the main barrier chosen from the combination of both subject groups' perspectives is to conduct educational activities both for clients and workers to improve demand, focus on the benefits of the educational activity, and collaborate with experts when doing the training program.

Membangun infrastruktur yang berkualitas, dapat diandalkan, berkelanjutan dan tahan lama adalah salah satu agenda dalam program Sustainable Development Goals. Pembangunan Jalan tol secara masif di Indonesia merupakan upaya pemerintah dalam rangka mendukung program tersebut. Namun studi yang dilakukan terhadap program pembangunan jalan di Indonesia memperkirakan bahwa program pembangunan kontruksi jalan di Indonesia pada periode 2009-2019 akan menghasilkan emisi Gas Rumah Kaca (GRK) sebesar 29.941.737 ton. Penerapan beton berkelanjutan menjadi upaya untuk mendukung proyek konstruksi dengan tetap mengutamakan kepedulian terhadap isu lingkungan. Penelitian ini akan melakukan pembelajaran untuk mengetahui kondisi eksisting penggunaan beton pada proyek pembangunan jalan tol dan faktor yang mempengaruhi penerapan beton berkelanjutan, yang selanjutnya akan dirumuskan strategi yang dapat digunakan untuk meningkatkan penerapan sturuktur beton berkelanjutan. Hasil pada penelitian ini menunjukkan penerapan beton berkelanjutan pada proyek pembangunan jalan tol di Indonesia belum maksimal, faktor pola pikir ekonomis dari pemangku kepentingan dan faktor Standar Operasioanl (SOP) Lembaga menjadi faktor dominan yang mempengaruhi penerapan beton berkelanjutan pada proyek pembangunan jalan tol di Indonesia. Pengembangan metode kerja, pembuatan aturan dan pedoman mengenai penerapan beton berkelanjutan pada proyek pembangunan jalan tol di Indonesia menjadi strategi yang dipilih sebagai upaya peningkatan penerapan beton berkelanjutan. ......Building excellent, established, sustainable, and resilient infrastructures is one of agenda in Sustainable Development Goals program. Massif toll road construction in Indonesia is a form of government effort to support this program. Nevertheless, a study about toll toad construction in Indonesia estimates that toll road construction in Indonesia between 2009-2019 produce 29.941.737 tons of greenhouse gasses emission. Implementation of sustainable concrete is a way to support construction projects while keep on emphasize to environmental issues. This study will analyse existing condition of concrete use in toll road construction project and factors determining implementation of sustainable concrete to further formulate a strategy on upgrading implementation of sustainable concrete. Results of this study indicate that implementattion of sustainable concrete in toll road construction projects in Indonesia is not optimal, Economic mindset factor of the stakeholders and Institutional Standard Operating Procedure (SOP) factors becomes dominant factors determining implementation of sustainable concrete in toll road construction project in Indonesia. Improvement of work methods, guideline and regulation about implementation sustainable concrete in toll road construction projects in Indonesia are strategy to optimize implementation of sustainable concrete.

Di Indonesia, penggunaan material beton yang berkelanjutan sangat penting untuk pembangunan infrastruktur dari segi ekonomi, sosial, dan lingkungan. Konstruksi beton berkelanjutan adalah konstruksi yang dibangun dengan dampak paling kecil sepanjang siklus hidupnya. Setiap pemangku kepentingan, dalam makalah ini termasuk konsultan dan pemasok material yang memimpin keterlibatan dalam penerapan bangunan berkelanjutan, bertanggung jawab untuk memastikan prinsip berkelanjutan. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengetahui tingkat kesadaran dan pemahaman konsultan dan pemasok material mengenai penggunaan material beton berkelanjutan pada proyek infrastruktur di Indonesia. Pengetahuan konsultan dan pemasok material tentang penerapan material beton berkelanjutan akan meningkatkan minat mereka dan berdampak langsung pada tingkat kesadaran mereka. Metode penelitian yang digunakan akan menggunakan pilot survey dengan pertanyaan mengenai pemahaman dan pentingnya indikator material beton berkelanjutan, serta validasi ahli terhadap variabel penelitian dan survei kuesioner mengenai tingkat pemahaman dan kesadaran terhadap indikator material beton berkelanjutan. Hasilnya menunjukkan konsultan dan pemasok material di Indonesia sudah memiliki pengetahuan dan kesadaran terhadap material beton berkelanjutan meskipun belum memenuhi seluruh kriteria tiga pilar keberlanjutan. ......In Indonesia, the use of sustainable concrete materials is critical for infrastructure development in terms of economic, social, and environmental factors. A sustainable concrete construction is one that is built to have the least amount of impact during its whole life cycle. Each stakeholder, for this paper including the consultants and material supplier who leads the involvement in the implementation of sustainable building, takes responsibility for ensuring the sustainable principle. As a result, the goal of this study is to determine the level of awareness and understanding of consultants and material suppliers regarding the use of sustainable concrete materials in infrastructure projects in Indonesia. The knowledge of consultants and material suppliers about the application of sustainable concrete materials will boost their interest and have a direct impact on their awareness level. The study method used will be using a pilot survey with questions about understanding and importance of sustainable concrete material indicators, as well as expert validation on the research variable and questionnaire survey regarding level of understanding and awareness of sustainable concrete material indicators. The outcome demonstrates consultant and material supplier in Indonesia already have knowledge and awareness towards sustainable concrete material even though haven’t met all the criteria for the three sustainability pillars.
