Abstrak :
Salah satu masalah yang dihadapi bangsa Indonesia adalah jumlah penduduk miskin yang cukup besar, yaitu mencapai 36,1 juta jiwa pada tahun 2004. Penduduk miskin dan kelaparan sering merusak Iingkungan hidup sekitar mereka untuk mempertahankan hidup, mereka menebang potion di hutan, mencari pakan ternak di wilayah terlarang, memakai tanah marjinal; dan dalam jumlah yang terus bertambah mereka memenuhi pusat perkotaan. Untuk mengatasi masalah kemiskinan dan kerusakan Iingkungan perlu dilakukan pembinaan dan pemberdayaan terhadap penduduk miskin sehingga mereka dapat memperoleh penghasilan untuk mencukupi kebutuhan hidupnya. Pembinaan dan pemberdayaan perlu dilakukan terhadap penduduk miskin di pedesaan karena sebagian besar penduduk miskin berada di pedesaan. Sebagian besar penduduk miskin di pedesaan adalah petani gurem dengan kepemilikan iahan kurang dari 0,5 hektar per rumah tangga petani (RTP). Jumlah petani gurem pada tahun 1993 adalah sebanyak 10,8 juta dan meningkat menjadi 13,7 juta pada tahun 2003. Pembinaan dan pemberdayaan penduduk miskin di pedesaan perlu dilakukan melalui pengembangan sektor pertanian yang terbukti menyerap banyak tenaga kerja dan menghasilkan komoditas pangan. Di antara komoditas pertanian yang dapat berperan dalam diversifikasi pangan dan dapat dikembangkan untuk meningkatkan pendapatan petani adalah komoditas jagung. Pengembangan budidaya tanaman jagung memiliki prospek ekonomis, yaitu untuk memenuhi kebutuhan dalam negeri dan berpeluang untuk diekspor ke luar negeri. Namun, pengembangan budidaya tanaman jagung secara intensif dan secara monokultur di Iingkungan alam Indonesia yang memiliki ekosistem hutan hujan tropis akan berakibat pada terjadinya degradasi Iingkungan, terganggunya keseimbangan ekosistem dan tidak berkelanjutan. Untuk mengatasi dampak yang merugikan terhadap lingkungan tersebut, perlu dilakukan pembinaan dan pemberdayaan terhadap petani agar mereka dapat melaksanakan dan mengembangkan sistem pertanian terpadu dan berkelanjutan, yang dapat menjaga kesuburan sumberdaya lahan pertanian secara berkelanjutan, menjaga keseimbangan ekosistem, tidak menremari lingkungan dan dapat meningkatkan produktivitas serta memberikan keuntungan kepada petani. Sistem pertanian berkelanjutan akan dapat mengurangi penggunaan pupuk kimia dan peslisida kimia, sedangkan Iimbah pertanian yang dihasilkan dapat dimanfaatkan untuk pakan ternak ruminansia. Pembinaan dan pemberdayaan petani dalam pengembangan sistem pertanian berkelanjutan dapat dilaksanakan melalui kemitraan agribisnis. Tujuan penelitian adalah untuk mendapatkan model sistem pertanian yang ramah lingkungan dan berkelanjutan. Selain itu juga untuk mendapatkan model kemitraan agribisnis yang dapat membina petani dalam pengembangan pertanian berkelanjutan. Metode penelitian yang digunakan adalah metode survei dengan penjelasan deskriptif-eksploratori untuk memperoleh gambaran petani dalam hubungannya dengan pengembangan pertanian berkelanjutan. Sumber data primer diperoleh dari petani responden (33 petani) Desa Mojo, Kec. Andong, Kab. Boyolali serial lembaga Pembina petani, yaitu: PT. Dharma Niaga (Kemitraan Usaha Bersama) dan CV. Dus International Trading (Program Pembangunan Kemandirian Ekonomi Rakyat Melalui Pertanian Organik Terpadu). Berdasarkan hasil penelitian diajukan perlunya pengembangan sistem pertanian polikultur yang sesuai dengan dengan tipologi lingkungan Indonesia berbentuk hutan hujan tropis, berbeaya rendah dan sedikit masukan sumberdaya dari luar ekosistem pertanian. Selain itu, perk] dikembangkan kemitraan agribisnis yang tidak hanya dapat meningkatkan penghasilan petani tetapi juga dapat meningkatkan kemampuan petani dalam perbaikan kualitas ekosistem pertanian.
A problem faced by Indonesia is the fairly large number of poor people, with totaled 36.1 million in 2004. The poor and hungry often destroy the environment where they live just to survive; they cut down trees in forests, they look for cattle feed in restricted areas, they use marginal lands, and in increasing number they crowd city centers. In order to deal with problems of poverty and damaged environment, upgrading and empowering disadvantaged people should be initiated to help them make money to meet their own needs. The upgrade and empowerment programs should be aimed at poor people in villages because the fact shows that most of those living below poverty line are rural areas. Many of them are small farmers with land ownership of less than 0.5 hectare per household. The number of small farmers increased from 10.8 million in 1993 to 13.7 million in 2003. Upgrading and empowering poor villagers should be done by promoting the agriculture sector which has shown to have employed many workers and provided food products. One of the agricultural commodities that are significant in food diversification and can be developed to increase farmers income is maize. Cultivating maize has economic potential because the crops can supply domestic demands and foreign export. However, intensive and monoculture maize plantation in Indonesia with its tropical rain forest ecosystem could lead to environmental degradation and ecosystem imbalance, and would not be sustainable. In order to eliminate the damaging effects to the environment, it is necessary to upgrade and empower farmers to enable them to carry out and develop an integrated and sustainable agricultural system capable of keeping farmlands sustainably fertile, the ecosystem in balance and the environment dean and intact, as well as improving productivity and giving benefits to farmers. A sustainable agricultural system can minimize the use of chemical fertilizers and pesticides, and the produced wastes can be used as forage for ruminants. Farmers upgrading and empowering programs for developing a sustainable agricultural system is possible through an agribusiness partnership. The reseach aimed to gather a model of the sustainable and environmental friendly agriculture system. The reseach to gather too a model of the agriculture partnership will be can to empowering farmers in the promotion of sustainable agriculture. The reseach methode is survey methode with the exploratory-description to gather the farmers Image in promotion of sustainable agriculture. The primer resource from farmers in Desa Mojo, Kecamatan Andong, Kabupaten Boyolali and the empowering farmers institute (PT. Dharma Niaga and CV. Dus International Trading). Based on the reseach above, it's suggested the promotion of policuiture agriculture system that in agreement with the environmental tipology of Indonesia is tropical rain forest, in low cost and low external input sustainable agriculture. It's. suggested too the promotion of the agribusiness partnership that just not can giving benefits to farmers but can also empowering farmers to increasing quality of the agriculture ecosystem.

Indonesia merupakan negara agraris yang mengandalkan sektor pertanian sebagai pendorong pembangunan ekonomi, namun demikian sesuai data BPS 49% penduduk miskin Indonesia tinggal di pedesaan dan menggantungkan hidupnya dari sektor pertanian. Pembangunan di sektor pertanian yang berkelanjutan (Sustainable Agriculture) merupakan fokus penting untuk dapat mengatasi permasalahan kemiskinan yang ditujukan untuk meningkatkan kesejahteraan, dan salah satu strategi yang dapat diupayakan adalah melalui Kemitraan Pemerintah - Swasta (Public Private Partnership/PPP). PT.Hikmahfarm merupakan salah satu perusahaan pertanian yang menjalankan konsep PPP dengan membangun kemitraan dengan kelompok petani mitra, sektor pemerintah dan sektor non-pemerintah dalam membangun ekosistem produksi hasil tani yang berkelanjutan. Penelitian ini bertujuan untuk memberikan gambaran pelaksanaan kemitraan di PT.Hikmahfarm sebagai salah satu strategi untuk menuju pembangunan sektor pertanian yang berkelanjutan (Sustainable Agriculture). Penelitian ini menggunakan metode kualitatif melalui studi dokumentasi, observasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa kemitraan PT.Hikmahfarm dapat mendorong sustainable agriculture melalui pemenuhan kebutuhan pangan yang berkelanjutan, terciptanya organisasi petani yang berkelanjutan, serta mendorong peningkatan kesejahteraan sosial ekonomi. PT.Hikmahfarm dalam kemitraan berperan signifikan sebagai service provider dan perantara bagi kelompok petani mitra dalam mengatasi permasalahan yang dihadapi petani melalui penyedia lahan bagi petani, penyedia permodalan melalui penyediaan sarana dan prasarana pertanian, peningkatan kemampuan petani melalui berbagai kegiatan capacity building, serta adanya kepastian pemasaran bagi produk hasil tani. ......As an agricultural country, Indonesia depends on its economic development through the agricultural sector. However, based on Indonesia Central Bureau of Statistics data, 49% of the poor Indonesian population lived in rural areas and worked in the agricultural sector. Sustainable development in the agricultural sector is an important focus to overcome poverty and improve social welfare; one strategy to achieve sustainable agriculture is through Public-Private Partnership (PPP). PT. Hikmahfarm is one of the agriculture businesses that implement the concept of PPP by building partnerships with farmers in rural areas, the government sector, and the non-government sector in building an ecosystem for sustainable agricultural production. This study aims to describe the partnership in PT.Hikmahfarm as one strategy to reach Sustainable Agriculture for poverty alleviation, using qualitative methods through documentation study, observation, and indepth interview. The result of this study identified that partnership in PT. Hikmahfarm can encourage Sustainable Agriculture through sustainable food needs, sustainable farmers' organizations, and the improvement of socio-economic welfare. PT.Hikmahfarm, in this partnership, plays a significant role as a service provider and intermediaries to overcome the problem of small farmers through providing cultivating land for farmers, provision of agricultural facilities and infrastructures, increasing small farmer capacity, and market certainty for agricultural products.

Modern industrial agriculture is not sustainable because of its heavy reliance on petroleum, a non-renewable source of the energy used in farming, and because of pollution caused by petroleum products such as fertilizers and pesticides. A systems analysis of farming suggests that agriculture will be more sustainable when services of nature, such as nutrient recycling by soil micro-organisms and natural controls of insects, replace the services now provided by energy from petroleum. Examples are drawn from the Southeastern USA, but lessons learned can be applied worldwide.

Such designs are inherently complex and dynamic, and go beyond the individual farm to include landscapes, communities, and biogeographic regions by emphasizing their unique agricultural and ecological values, and their biological, societal, and cultural components and processes.

Populasi Indonesia terus mengalami peningkatan yang berdampak terhadap peningkatan kebutuhan pangan. Namun, upaya peningkatan ketersediaan pangan hanya berkonsentrasi pada bagaimana menghasilkan produksi pertanian tanpa diimbangi dengan inisiatif untuk mengurangi food loss and waste (FLW). Selain itu, FLW berdampak terhadap sosial, ekonomi, dan lingkungan. Sebagai respon terhadap pentingnya FLW untuk menurunkan kerawanan pangan akibat perubahan iklim, peneliti ingin mengkaji timbulan FLW cabai rawit sebagai komoditas unggulan di sepanjang rantai pasok dan dampaknya terhadap emisi karbon yang dihasilkan dari input produksi maupun penanganan FLW. Metode yang digunakan dalam penelitian ini adalah Sistem Dinamis, yang memungkinkan simulasi berbagai strategi untuk menurunkan FLW dengan intervensi sustainable agriculture dan circular economy. Penelitian ini melibatkan pengumpulan data dari berbagai tahapan rantai pasok cabai rawit, termasuk produksi, distribusi, dan penanganan sampah. Data-data ini kemudian digunakan untuk membangun model Sistem Dinamis yang menggambarkan hubungan antara variabel-variabel yang mempengaruhi FLW dan emisi karbon. Hasil simulasi strategi menunjukkan bahwa penerapan Good Agricultural Practices (GAP) dan Good Handling Practices (GHP) sebagai langkah reduce atau preventif menjadi strategi yang paling signifikan. Strategi ini mampu menurunkan FLW dan emisi karbon sebesar 88%. Selain itu, strategi ini juga menghasilkan profit yang lebih besar bagi petani, collector, dan retail dibandingkan dengan alternatif strategi lain yang merupakan langkah reuse dengan menjadikan FLW sebagai byproduct. Penelitian ini memiliki implikasi penting dalam pengelolaan FLW cabai rawit, di mana penerapan GAP dan GHP dapat menjadi alternatif strategi yang efektif dalam menurunkan FLW dan emisi karbon sekaligus meningkatkan keuntungan bagi pelaku bisnis dalam rantai pasok. Rekomendasi untuk penelitian lanjutan adalah melibatkan lebih banyak aktor dalam rantai pasok dan mempertimbangkan faktor-faktor eksternal seperti regulasi dan kebijakan yang dapat mempengaruhi implementasi strategi ini, termasuk adopsi teknologi dan awareness setiap aktor yang terlibat lebih luas terhadap FLW. ......The population of Indonesia continues to increase, resulting in an increased demand for food. However, efforts to improve food availability have focused solely on agricultural production without sufficient initiatives to reduce food loss and waste (FLW). Additionally, FLW has social, economic, and environmental impacts. In response to the importance of FLW in reducing food insecurity due to climate change, researchers aim to examine the generation of FLW in chili peppers, a prominent commodity, along the supply chain and its impact on carbon emissions resulting from production inputs and FLW management. The System Dynamics method is employed to simulate various strategies for reducing FLW with interventions related to sustainable agriculture and circular economy. This study involves data collection from various stages of the bird's eye chili supply chain, including production, distribution, and waste handling. These data are then utilized to build a System Dynamics model that depicts the relationships between variables influencing FLW and carbon emissions. The simulation results demonstrate that the implementation of Good Agricultural Practices (GAP) and Good Handling Practices (GHP) as preventive measures is the most significant strategy. This strategy reduces FLW and carbon emissions by 88%. Furthermore, it yields higher profits for farmers, collectors, and retailers compared to the alternative strategy of reusing FLW as a byproduct. The findings of this research have important implications for managing FLW in the bird's eye chili supply chain, where the implementation of GAP and GHP can serve as effective alternative strategies for reducing FLW and carbon emissions while enhancing the profitability of businesses along the supply chain. Recommendations for further research include involving more stakeholders in the supply chain and considering external factors such as regulations and policies that may impact the implementation of these strategies, including the adoption of technology and broader awareness among all involved stakeholders regarding FLW.

ABSTRAK Kelapa sawit adalah komoditas yang saat ini berkembang paling pesat di wilayah Kabupaten Bangka Barat Provinsi Kepulauan Bangka Belitung. Banyaknya aktivitas budidaya komoditas ini dalam skala besar yang dilakukan oleh pihak swasta telah berdampak pada perubahan tutupan lahan serta berpengaruh pada kondisi sosial ekonomi masyarakat sekitar perkebunan. Tujuan umum dari penelitian ini adalah menyusun rencana upaya pemanfaatan lahan pertanian yang berkelanjutan di wilayah Bangka Barat untuk masa mendatang terkait dengan dampak negatif aktivitas kelapa sawit swasta pada kondisi lingkungan dan kondisi sosial ekonomi masyarakat. Metode penelitian secara umum menggunakan metode observasi lapangan, studi dokumen dan metode survei dengan teknik estimasi dan overlay. Penelitian menggunakan data sekunder berupa data dan peta penggunaan lahan historis selama periode 1990-2011, peta HGU sawit swasta dan peta-peta dasar RTRW. Data primer dalam penelitan didapatkan dari hasil wawancara dan digunakan untuk menggambarkan kondisi sosial ekonomi masyarakat sebagai dampak adanya aktivitas kelapa sawit swasta. Hasil penelitian menunjukan bahwa konversi tutupan lahan menjadi lahan kelapa sawit swasta selama periode 1990-2011 di Kabupaten Bangka Barat dominan terjadi pada kelas perkebunan atau kebun seluas 15.492,2 ha, disusul kelas pertanian lahan kering campur semak dan kebun campur 7.978,6 ha dan kelas semak belukar seluas 6.513,4 ha. Dari sisi sosial ekonomi, aktivitas kelapa sawit swasta diketahui telah berpengaruh pada skala kepemilikan lahan oleh masyarakat, perubahan perilaku pola hidup masyarakat petani karet, dan hilangnya sistem kebun desa. Rencana pemanfaatan lahan sebagai hasil dan tujuan akhir penelitian dibuat dengan mempertimbangkan dampak aktivitas kelapa sawit swasta pada perubahan tutupan lahan serta kondisi sosial ekonomi masyarakat, di antaranya adalah melakukan aspek pertimbangan komoditas alternatif, penentuan luas dan lokasi masing-masing kombinasi dari komoditas alternatif dan mengikutsertakan beberapa nilai-nilai luhur sosial yang harus tetap terpelihara dalam aktivitas pertanian dan perkebunan di masa mendatang.
ABSTRACT Palm oil is a commodity which currently grew with the most rapid rate at the region of West Bangka Regency, Bangka Belitung Islands Province. The many activities of cultivation of this commodity on a large scale by the private sector have an impact on land cover changes and on socio-economic conditions of communities around the plantation. The general objective of this research is to develop a plan of sustainable agricultural land use in West Bangka Regency for the foreseeable future related to the negative impact of private palm oil activities on environmental and socio-economic conditions of society. Research methods in general using field observation method, document study and survey methods by estimation and overlay techniques. The study uses secondary data which are historical land use maps for the period 1990-2011, private oil concession maps and basic map of Spatial Planning. Primary data in the study obtained from the interviews which are used to describe the socio-economic conditions of society as a result of the presence of private oil palm activity. The results showed that conversion of land cover into oil palm private land during 1990-2011 in the West Bangka Regency occured dominantly on plantation or garden class 15.492,2 ha, followed by dryland farming class mixed shrub and mixed plantations 7.978,6 ha and class shrub 6.513,4 ha. In terms of socio-economic, private palm oil activities is known to have an effect on the scale of land ownership by the community, changes in lifestyle behaviors on rubber farming community, and the loss of rural farm system. Land use plans as a result and ultimate goal of this research made by considering the impact of private palm oil activity on land cover change and socio-economic conditions of society, in between was doing consideration aspect of alternative commodities, determining the extent and location of each combination of alternative commodities and include several noble social values that should be maintained in agricultural and plantation activities in the future.
