Pendekatan yang digunakan oleh peneliti adalah pendekatan kualitatif dengan menggunakan teknik pengumpulan data melalui studi lapangan dan studi kepustakaan. Simpulan yang didapatkan oleh peneliti adalah berdasarkan konsep taxable supplies dan taxable person, diskon premi asuransi pad a perusahaan leasing bukan merupakan objek Pajak Pertambahan Nilai (PPN) dan tidak terhutang Pajak Pertambahan Nilai (PPN).

The focus of this research is to know the treatment of VAT upon insurance premium to the leasing company based on taxable supplies and taxable person concept. The approach used by researcher is qualitative approach using data collecting through field study and literature study. The conclusion obtained by researcher is based on the concept of taxable supplies and taxable person, the insurance premium discount to the leasing company is not VAT object and VAT payable."

"RUSPAU antariksa sebagai salah satu rumah sakit ABRI/TNI AU dalam era globalisasi ini dituntut untuk menjadi rumah sakit yang kompetitif dengan kemampuan untuk meningkatkan mutu pelayanan kesehatan yang efektif efisien, profesional, dan modern. Peningkatan mutu perlu untuk mengantisipasi tuntutan pengguna jasa yang makin berkembang. Peningkatan mutu pelayanan rumah sakit tidak terlepas dari pengelolaan perbekalan logistik kesehatan. Salah satu aspek adalah ketersediaan obat-obatan dan alat kesehatan habis pakai yang kemampuannya selama 3 periode tahun anggaran 1992/1993, 1994/1995 dan 1995/1996 mencapai 80%. Kondisi ini berkaitan erat dengan sistem pengadaan logistik obat-obatan dan alat Kesehatan habis pakai, yang merupakan permasalahan dalam meningkatkan mutu pelayanan. Dengan menggunakan analisis deskriptif pada penelitian kualitatif, maka ingin diamati mengapa pengadaan lokal juga belum mampu mengoptimalkan kebutuhan operasional obat-obatan. Data yang digunakan adalah dari laporan pelaksanaan program kerja RUSPAU tahun anggaran 1992/1993, 1994/1995, dan 1995/1996, diskusi kelompok terarah, dan wawancara mendalam, yang hanya mencakup pada analisis fungsi manajemen pengadaan lokal obat-obatan dan alat kesehatan terpakai habis dengan variabel yang fleksibel. Meskipun cara-cara ini sudah dilaksanakan, namun menimbulkan masalah, yang ingin diteliti penyebabnya, sehingga diharapkan dapat menghasilkan berbagai pemecahan masalah. Dari hasil evaluasi dan perubahan ketersediaan obatobatan alat kesehatan habis pakai selama 3 periode 1992/1993, 1994/1995 dan 1995/1996, yang didukung dengan hasil wawancara dan FGD serta pengamatan di lapangan, diharapkan sampai pada Titik kesimpulan untuk pemecahan masalah yang dapat disarankan untuk mendukung optimalisasi dan, peningkatan efisiensi pada proses pengadaan lakat obat-obatan dan alat kesehatan terpakai habis di RUSPAU "antariksa" pada masa mendatang.

Analysis Of The Local Procurement of Medical Logistic Over 3 Year-Periods 1992/1993 ? 1995/1996 in RUSPAU "Antariksa"RUSPAU air force's central hospital is one of several armed force's hospitals should has to be competitive in this changing-world era. For being efficiency and effectiveness on every resources used, modernization on equipments and life-styles, and professionalism are among the demanding aspects, that lead to improvement of medical service. The appropriate procurement the medical logistic should be emphasized as one factor in supporting drug requirement. Over years the drug need and supply never met appropriately and was estimated 80% on operational achievement. On observing the datas in 3 year-periods 1992/1993, 1994/1995, and 1995/1996, particularly on drug requirement, close relationship could be assuming with medical logistic procurement system and quality of medical service. On this qualitative research, which is descriptive analyses, the process of medical logistic procurement is the main focus. Presumably, some of the applicable suggestions could be attempted to implement in RUSPAU "antariksa" more efficiently. As a matter of fact, the proposal have been made by evaluating data-gathering from annual report documents (199211993, 199411995, and 199511996), focus group discussion, and depth interviews with concerned authorities. It appears that some alternative-efforts should be made by solving problems in the process on structure, method and management functions in medical-supplies procurement, to contribute in improving better medical services to meet consumers demands and satisfaction as well. Due to limited time-providing and opportunity, the main focus of research has being made to management function, only in local procurement of drugs and disposable medical equipments."
