Abstrak :
Pendidikan merupakan hak asasi manusia yang berperan penting dalam memastikan setiap manusia mencapai potensinya secara maksimal serta mencapai hak-hak penting lainnya. Strategi yang akan dilaksanakan oleh BPPW Lampung pada bidang pendidikan adalah memprioritaskan penanganan sekolah dan madrasah pada kondisi bangunan yang rusak berat, berada di wilayah 3T (tertinggal, terdepan, dan terluar sesuai Peraturan Presiden Nomor 131/2015) dan memprioritaskan penanganan PTN/PTKIN yang termasuk dalam status Konstruksi Dalam Pengerjaan (KDP) serta bukan PTN BH dan PTN BLU sesuai dengan Peraturan Presiden No. 43 Tahun 2019 tentang Pembangunan, Rehabilitasi/Renovasi Pasar Rakyat, Prasarana Perguruan Tinggi, Perguruan Tinggi Keagamaan Islam dan Satuan Pendidikan Dasar dan Menengah. Pembangunan dan Rehabilitasi Sarana Pendidikan khususnya Prasarana Bidang Pendidikan Tinggi pada Institut Agama Islam Negeri (IAIN) Metro, Lampung. Waktu pelaksanaan pekerjaan Pembangunan Bangunan Gedung Negara disusun berdasarkan Pagu Anggaran Kegiatan yang telah dialokasikan berdasarkan Peraturan Presiden sehingga pelaksanaan pekerjaan dianggap belum efektif untuk mencapai hasil yang optimal. Maka diperlukan analisis manajemen waktu menggunakan Critical Path Method (CPM) pada tahapan perencanaan Pembangunan Gedung Akademik Center Kampus II IAIN Metro agar pengalokasian waktu yang tersedia untuk melaksanakan masing-masing pekerjaan dalam rangka menyelesaikan suatu proyek mencapai hasil optimal dengan mempertimbangkan keterbatasan-keterbatasan yang ada. Berdasarkan analisis manajemen waktu dengan bantuan aplikasi Microsoft Project, waktu pelaksanaan pekerjaan struktur pada proyek Perencanaan Pembangunan Gedung Akademik Center Kampus II IAIN Metro yaitu 110 hari kalender. Pekerjaan Beton merupakan pekerjaan dengan waktu pelaksanaan paling lama yaitu 98 hari kalender dengan persentase waktu pelaksanaan sub pekerjaan terhadap pekerjaannya sebesar 89,09%. ......Education is a human right that plays an important role in ensuring that every human being reaches his potential as well as achieves other important rights. One of the strategy that will be implemented by BPPW Lampung in the education sector is to prioritize the handling of schools and madrasas in damaged conditions, located in 3T areas (underdeveloped, frontier, and outermost according to Presidential Regulation Number 131/2015) and prioritize the handling of PTN/PTKIN which are included in the the status of Construction Under Work (KDP) and not PTN BH and PTN BLU in accordance with Presidential Regulation no. 43 of 2019 concerning Development, Rehabilitation/Renovation of People's Markets, Higher Education Infrastructure, Islamic Religious Colleges and Primary and Secondary Education Units. The Development and Rehabilitation of Educational Facilities, will be constructed as Infrastructure for Higher Education at the State Islamic Institute (IAIN) Metro, Lampung. The implementation time of the State Building Construction work is prepared based on the Activity Budget Ceiling that has been allocated based on the Presidential Regulation so that the implementation of the work is considered ineffective to achieve optimal results. So it is necessary to analyze time management using the Critical Path Method (CPM) at the planning stage of the Academic Center Building Campus II IAIN Metro so that the time allocation is available to carry out each work in order to complete an optimal result by considering existing limitations. Based on the analysis of time management with the help of the Microsoft Project application, the implementation time of structural work on the Academic Center Building Planning project of Campus II IAIN Metro is 110 calendar days. Concrete work is a job with the longest execution time, which is 98 calendar days with a percentage of work execution time of 89.09%.

Democratization and state building are fundamental political processes, yet scholars cannot agree on which process should be prioritized in order to put countries on a positive path of institutional development. Where much of the existing literature on the state-democracy nexus focuses on quantitative cross-national data, this volume offers a theoretically grounded regional analysis built around in-depth qualitative case studies. The chapters examine cases of successful democratic consolidation (South Korea, Taiwan), defective democracy (Philippines, Indonesia, East Timor), and autocratic reversal (Cambodia, Thailand). The book's evidence challenges the dominant 'state first, democracy later' argument, demonstrating instead that stateness is neither a sufficient nor a necessary condition for democratic consolidation. The authors not only show that democratization can become trapped in path-dependent processes, but also that the system-level organization of informal networks plays a key role in shaping the outcome of democratic transitions.

Mindanao, a large tract of fertile, unexplored land with abundant natural resources in the southern Philippines, attracted much attention from American capitalists and entrepreneurs as well as Filipino policymakers and settlers beginning in 1898. However, little is known about how it attracted Christian Filipino settlers in the early twentieth century. It remains unclear how the government-led national settlement project of 1939 evolved and was implemented following the Cotabato agricultural colony project. This paper, focusing on the vital role of Filipino technocrats, aims to explore their contribution to the planning of Mindanao’s settlement and the motives behind their drafting of related bills in the Philippine legislature. The technocrats, taking their inspiration from California’s State Settlement Land Act of 1917, drafted bills to promote a similar project—yet their plans had little chance of being enacted, as they were enormously expensive. The settlement plan materialized as the Quirino-Recto Colonization Act of 1934, in response to American concerns that the growing Japanese community in Mindanao threatened the Philippines’ national security. Depicted as a national security issue, the plan became increasingly divorced from its original aims of increasing food production and promoting population redistribution. Further, American intervention both altered Mindanao’s development plans and overlooked indigenous people’s rights.
