Abstrak :
The 2008 global financial and economic crisis led to a significant increase in unemployment rates in most developed economies, yet despite the rising supply of labor, a high share of employers claim that they cannot find the right talent and skills. Concerns that economic restructuring and changing skill needs associated with new technologies and workplace organization practices will not be met by an adequately skilled workforce, has placed the issue of skill mismatch the incongruence between skill supply and skill demand high up in the policy agenda. This volume contains eleven original research articles which deal with the linkages between education and skills and the causes and consequences of different types of skill mismatch. Topics include the way graduate jobs can be defined, the labor market decisions and outcomes of graduates, the determinants of the overeducation wage penalty, the determinants and consequences of underskilling, the wage return of skills, the impact of skill mismatch on aggregate productivity, and the role of work-related training and job complexity on skill development.

Mulai dan pertengahan tahun 1970-an sampai dengan pertengahan tahun 1990an terdapat kecenderungan menurunnya rasio upah antara tenaga kerja terampil dengan tenaga kerja tidak terampil di sektor manufaktur. Perkecualian dan kcendrugnan ini terjadi salama paruh kedua tahun 1980-an ketika rasio upah pada waktu itu meningkat.
Kajian ini menemukan bahwa kecendemngan jangka panjang menurunnya rasio upah antara tenaga kerja terampil dengan tenaga kerja tidak terampil tersebut didorong oleh terus meningkatnya penawaran relatif tenaga kerja terampil. yang dihasilkan dari terus berlanjutnya perluasan sektor pendidikan. Sebaliknya peningkatan rasio upah antara tenaga kerja terampil dengan tenaga kerja tidak terampil selama paruh kedua tahun 1980-an disebabkan oleh meningkatnya permintaan relatif terhadap tenaga kerja terampil secara besar dan cepat dalam periode tersebut. Peningkatan permintaan relalif terhadap tenaga kerja terampil ini timbul karena deregulasi perekonomian yang dilakukan pada saat itu menghasilkan perluasan secara cepat dan sektor-sektor modern dalam perekonomian Indonesia.

ABSTRACT
Hybrid tomato seed production after rice is a way of intensifying agriculture in rainfed areas in Northeast Thailand. Although this type of intensive high value contract farming has been developing for the last 30 years, there has been little research on it. This study describes the historical development of this system and identifies factors influencing increases and decreases in the number of production sites and farmers producing hybrid tomato seeds. Although production of hybrid tomato seeds was initially adopted by a large number of farmers in many villages in both rainfed and irrigated areas, in recent years it has been carried out only in a smaller number of villages, mostly in rainfed areas. The decision of growers to continue or discontinue production is influenced by both the benefit they gain from production and their relations with the seed companies. The local availability of highly skilled hired workers also affects the concentration of production in certain sites.

Global Value Chain, salah satu fenomena perdagangan internasional terbaru, sedang dialami oleh industri apparel Indonesia. Hal ini menimbulkan suatu pertanyaan apakah keterlibatan industri apparel Indonesia ke dalam global value chain akan mempengaruhi permintaan terhadap tenaga kerja terampil. Studi ini akan mencoba untuk meneliti dampak dari keterlibatan industri apparel Indonesia ke dalam global value chain, dengan menggunakan faktor yang berkaitan dengan perdagangan vertical specialization dan faktor yang tidak berkaitan dengan pedagangan kepemilikan asing sebagai proxy dari global value chain. Studi ini juga menggunakan jenis pekerjaan sebagai tolak ukur dari keterampilan/skill dari tenaga kerja. Hasil dari studi ini adalah keterlibatan industri ini ke dalam global value chain ternyata meningkatkan permintaan terhadap tenaga kerja terampil, namun hanya untuk faktor yang berkaitan dengan perdagangan, sedangkan faktor lainnya tidak berpengaruh.
......Global value chain, one of the newest trade phenomenon, is being experienced in Indonesias apparel industry. This makes a remarkable question whether it would affect the demand for skilled labor in Indonesia. This study is going to examine the impact of an involvement of Indonesias apparel industry in global value chain using trading related factor vertical specialization and non trading related factor foreign ownership as a proxy of global value chain and using an occupational level to categorize skill of labor. By using a panel data regression, the result is an involvement of the industry in global value chain increases demand for high skilled labor yet it is only for trading related factor. Non trading related factor does not affect the demand for skilled labor in Indonesias apparel industry.
