Abstrak :
Pengisian Jabatan Pimpinan Tinggi (JPT) secara terbuka melalui open bidding tidak lepas dari berbagai permasalahan karena dalam pelaksanaannya yang tidak efektif dan efisien. Permasalahan tersebut dapat diatasi dengan menerapkan sistem merit melalui manajemen talenta sesuai dengan Undang-Undang No. 5 Tahun 2014 dan Peraturan Pemerintah No. 11 tahun 2017. Kementerian PUPR merupakan salah satu kementerian yang menerapkan manajemen talenta, salah satu proses pentingnya adalah identifikasi talenta untuk menghasilkan calon suksesor pimpinan tinggi. Hal tersebut dilakukan mengingat kondisi Kementerian PUPR yang akan mengalami kekurangan pegawai untuk posisi pimpinan tinggi di tahun 2020 mendatang. Penelitian ini bertujuan untuk menganalisis pelaksanaan identifikasi talenta pimpinan tinggi serta masalah-masalah dalam pelaksanaan identifikasi talenta pimpinan tinggi di Kementerian PUPR. Adapun pendekatan penelitian yang digunakan dalam penelitian ini adalah pendekatan post-positivist dengan metode wawancara mendalam dan studi dokumen. Hasil dari penelitian ini menunjukkan bahwa dalam mengidentifikasi talenta pimpinan tinggi di Kementerian PUPR sudah sesuai dengan dimensi analytical skill, learning agility, drive, dan emergent leadership yang dikemukakan oleh Dries dan Pepermans. Proses identifikasi talenta yang dilakukan tidak hanya mampu untuk melihat kecocokan kompetensi dan potensi pegawai pada suatu posisi tertentu, namun mampu untuk melihat kecocokannya dengan posisi-posisi lain, sehingga dalam jalur karier yang dimiliki oleh pegawai di Kementerian PUPR lebih beragam. Adapun kendala yang dihadapi dalam pelaksanaan identifikasi talenta pimpinan tinggi yaitu regulasi dan penyesuaian jadwal untuk penilaian kompetensi pegawai. ......Filling out the Senior Executive Service (SES) through open bidding is inseparable from various problems because of its ineffective and inefficient implementation. The Ministry for Public Works and Public Housing is one of the ministries that applies the process of identifying talent to get SES successors. This is based on the condition of The Ministry for Public Works and Public Housing that run into shortages of employees for high leadership positions in 2020. This study aims to analyze the implementation of talent identification and problems in the implementation of that at the Ministry for Public Works and Public Housing. This research uses post-positivist approach by using in-depth interviews and document. The results of this study indicate that in identifying talent of SES, it is in accordance with the dimensions of analytical skills, learning agility, drive, and emergent leadership by Dries and Pepermans. The process of identifying talents carried out is not only able to see the suitability of competencies and potential employees in a particular position, but its able to see their compatibility with other positions, so the career paths possessed by employees more diverse. In practice, there are constraints faced by the regulations and schedule adjustments for employee competency assessment.

ABSTRACT
The low quality of the Senior Executive Service Officials (SES) of the State Civil Apparatus (Aparatur Sipil Negara/ASN) was due its selection process which was highly political and lack in objectivity, fairness, and transparency. The low quality and competence impeded government activities and made them unable to compete with the private sector. The implementation of the merit system in the selection process of ASN Senior Executive Service (SES) which emphasizes the qualification, competency, performance, as well as fairness and openness, was needed to produce professional Pratama SES. The purpose of this study was to identify and analyze the implementation of the merit system in the selection of SES in the Central Java Provincial Government. The research problem of this study was how the merit system was implemented in the selection process for the SES in the Central Java Provincial Government. The theory utilized in the study was the merit system, on the dimensions of competency, qualification, work performance, and fairness. A qualitative approach was used in this study to describe and analyze the results. The primary data was collected from interviews with the sources, while the secondary data was collected using literature reviews of relevant books, journals, documents, and regulations. The location of the study is the Regional Staffing Unit (Badan Kepegawaian Daerah/BKD) of Central Java Provincial Government. Data analysis was conducted by pattern determination, data reduction, data presentation, and verification/conclusion. The study showed that the merit system in the recruitment process of the Central Java Provincial Government's Pratama SES was not implemented fully. Some Pratama SES selected using the system were still unable to perform their duties optimally, especially in responding, analyzing, or taking decisions/policy related to their duties. The dimension of the merit system has not yet been fully grasped and carried out, such as qualifications, competencies, and performance assessment.
