Abstrak :
Pertambangan batuan di Sungai Jali menjadi mata pencaharian masyarakat Desa Mlaran mulai tahun 1989. Melalui mata pencaharian ini, masyarakat desa memenuhi kebutuhan sehari-hari dengan menambang cara manual. Pada tahun 2015-2021 dimulai pertambangan batuan dengan menggunakan cara mekanik atau melibatkan alat berat untuk menambang material sirtu. Pertambangan tersebut menyebabkan kerusakan lingkungan menjadi semakin parah setelah di masa sebelumnya mengalami longsor pada beberapa titik lahan pertanian. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi partisipasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pertambangan batuan tahun 2015-2021 menjadi penyebab masyarakat Desa Mlaran beralih dari sektor pertambangan menuju pertanian. Selain itu ditemukan bahwa masyarakat desa yang beralih ke pertanian sebagian besar menggarap lahan pasir di sepanjang Sungai Jali yang melintasi Desa Mlaran. Sementara sebagian kecil masyarakat masih bertahan menambang batu dengan cara yang dimodifikasi dari sebelumnya menyesuaikan kondisi sungai dan akses jalan. ......Rock mining in the Jali River became the livelihood of the people of Mlaran Village starting in 1989. Through this livelihood, villagers meet their daily needs by mining manually. In 2015-2021, rock mining began using mechanical means or involving heavy equipment to mine stone sand materials. The mining caused environmental damage to worsen after experiencing landslides at several points of agricultural land in the past. This study used qualitative methods with data collection techniques through observation, participation, and in-depth interviews. The results showed that rock mining in 2015-2021 caused the people of Mlaran Village to switch from the mining sector to agriculture. In addition, it was found that villagers who switched to agriculture mostly worked on sandland along the Jali River that crosses Mlaran Village. While a small number of people still survive mining stones in a modified way from before adjusting the conditions of the river and road access.

Abstrak :
The purpose of this study is to analyze and study the process of rock mining permit including the effectiveness and benefit from policy implementation related to the abolition of the authority of re-gency/city government in the rock mining activity after the enactment of Law Number 23 of 2014 in Subang Regency. The method used in this study is a qualitative method by interviewing parties re-lated and literature review. The results of the study indicate that there are differences in the dura-tion of the permit for rock mining due to differences in the process of issuing rock mining permits before and after the authority of the management of rock mining by the province. The social impact of the transfer of authority over the management of rock mining does not affect the surrounding community. This is due to the coordination and written agreements between the entrepreneur and the community related to the social responsibility management of the entrepreneur to the commu-nity.
