Abstrak :
Proyek pengadaan jalan telah menjadi prioritas pemerintah sejak beberapa dasawarsa. Tetapi pelaksanaan proyek jalan masih menghadapi kendala yaitu tidak/kurang terpenuhinya batasan biaya, mutu, dan waktu. Penyelesaian proyek yang melampaui rencana waktu maupun rendahnya kualitas jalan yang ditandai oleh antara lain tidak tercapainya umur rencana, merupakan keadaan yang cukup sering terjadi. Kondisi ini lebih diperparah lagi dengan semakin berkurangnya kemampuan pemerintah seiring dengan krisis ekonomi yang berkepanjangan. DaIam konteks manajemen proyek, sesungguhnya terdapat beberapa faktor kritis yang sangat berperan dalam pencapaian proyek yang sukses. Faktor-faktor ini disebut Critical Success Factor (CSF) . Penelitian ini bertujuan mencari apa raja yang dapat dikategorikan sebagai CSF pada pelaksanaan proyek jalan di Indonesia. Pengetahuan akan CSF akan bermanfaat (I) dalam keterbatasan sumber daya, manajemen proyek mengetahui harus memberikan priontas pada faktor apa, dan (2) dapat melakukan evaluasi dan peramalan kinerja proyek serta mengetahui tindakan koreksi yang harus diambil. Sebagai responden adalah Konsultan Pengawas yang merupakan salah satu stakeholder. Analisa dilakukan dengan metode Analytical Hierarchy Process (AHP) yang memungkinkan semua jenis variabel baik terukur (tangible) maupun tak-terukur (intangible) dipakai dalam penelitian. Dari hasil analisa dapat disimpulkan bahwa CSF untuk pencapaian kriteria biaya sangat tergantung pada faktor-faktor internal Owner, pengaturan kontrak, dan faktor eksternal. Sementara kriteria mutu dan waktu sangat tergantung pada faktor pelaku, perencanaan, dan pengendalian. Dalam pencapaian proyek yang sukses, responden menilai bahwa bobot mutu adalah dua kali lebih penting dibandingkan bobot biaya dan waktu. Selanjutnya penelitian ini membuktikan bahwa pencapaian sukses suatu proyek adalah sangat tergantung dari banyak pihak sebagai pelaku proyek.
Considering the strategic function of roads on regional development and economic growth, for several decades the government has given priority to the road development projects. Nevertheless, the implementation of road projects is still facing some constraints in terms of cost, quality, and time. Time extension is often required to complete a project, not to mention the low road quality which is shown by the actual life span of the road that is often much shorter than design life time. This condition is degenerated by lack capacity of the government due to the prolonged crisis in the country. Within the context of project management, there are several critical factors which play significant role in successful projects. These factors are called Critical Success Factors (CSF). The research is aimed at finding which factors can be categorized as CSF in implementation of road projects in Indonesia. Understanding of CSF is beneficial on (a) in limited resources, project management knows what factors must be prioritized (b) project evaluation and forecast of performance can be made and understanding of what corrective action should be taken. Supervision Consultant, as one of the stakeholders, is taken as respondents for the research. An Analytical Hierarchy Process (AHP) method is adopted in analysis which enabling to use tangible as well as intangible variables. The analysis results concluded that CSF to reach cost criteria depends on internal factors of Owner, contractual arrangements, as well as external factors. Quality and time criteria depend highly on the factors of project participants, planning, and controlling. The respondents, Supervision Consultant, concluded that in obtaining a successful project a weight on quality has should be doubled as compared of cost and time. Furthermore, the research has revealed that a successful project heavily depends on various project participants.

Construction delays have become endemic in Libya. It is imperative to create awareness of the extent to which such delays can adversely affect project delivery, especially with regard to road construction projects. It is clear that the Libyan road construction industry also faces the issue of not being able to complete projects within the allocated time. This paper identifies the effects of road construction delays, evaluates these through a questionnaire, and assesses them using an empirical method. A detailed review of related literature produced the secondary data, while the primary data was obtained via a structured questionnaire which targeted the road construction projects owners, consultants and contractors. A 71% response rate was achieved; 256 out of the 360 questionnaires sent out were returned. Descriptive statistics were used to analyze the data received from the questionnaires. The findings of the study reveal that the major outcomes of road construction project schedule overruns in Tripoli, Libya include cost overruns, time extensions, disputes, loss of profit, breaches of contract, poor quality of work and company’s bad reputation. The study makes a contribution to the knowledge of the subject of the outcomes of road construction project schedule overruns in Tripoli. Computation of the means and standard deviations, together with a structural equation model, have been used for the data analysis and inference. It is found that delays in road construction projects widely lead to cost overrun, time overrun, litigation and disputes. The findings of the study also provide significant insights into the construction industry, which will help it formulate strategies in order to avoid delays and their consequences. The most important effects identified were time overrun, cost overrun and obstruction of economic and country development. The recommendations and limitations are discussed in the concluding part of the study.

Salah satu tantangan yang kita hadapi saat ini dalam mengejar pembangunan berkelanjutan, yang diwujudkan oleh kemajuan menuju pencapaian Tujuan Pembangunan Berkelanjutan, adalah kemampuan untuk memahami keterkaitan antara sarana pembangunan. Melihat seberapa besar peran infrastruktur dalam konteks ini, penting bagi kita untuk dapat menilai dampak infrastruktur terhadap kemajuan pembangunan berkelanjutan. Pada saat penulisan, belum ada kerangka penilaian untuk mengevaluasi infrastruktur secara individu terhadap target pembangunan berkelanjutan. Penelitian ini bertujuan untuk mengisi kesenjangan tersebut dengan mengusulkan kerangka kerja untuk menilai dampak jalan tol terhadap Tujuan Pembangunan Berkelanjutan, yang mempertimbangkan seluruh siklus hidupnya, sebagai salah satu jenis infrastruktur transportasi yang merupakan salah satu prioritas infrastruktur utama dalam pencapaian Tujuan Pembangunan Berkelanjutkan. Melalui tinjauan pustaka yang ekstensif dan wawancara mendalam, kerangka penilaian dampak diusulkan dan diimplementasikan dalam sebuah studi kasus. Kerangka tersebut terdiri dari 26 indikator yang mewakili 4 pilar keberlanjutan: lingkungan, ekonomi, sosial, dan kelembagaan. Indikator tersebut mencerminkan 12 tujuan dan 22 target SDG. Dari studi kasus proyek Simpang Susun Tol Sentul Selatan, terungkap bahwa proyek tersebut mendukung 9 tujuan, tetapi proyek tersebut kurang memiliki sinergi dalam kelestarian lingkungan. ......One of the current challenges we face in the pursuit of sustainable development, embodied by the progress towards achieving the United Nation’s Sustainable Development Goals (SDG), is being able to understand the linkage between means of development. Seeing how influential infrastructure is in this context, it is important that we are able to assess its impact towards that progress. At the time of writing, there has yet to be an assessment framework to evaluate individual infrastructure against sustainable development targets. This research aims to fill that gap by proposing a framework to assess the impact of toll roads towards the Sustainable Development Goals across its lifecycle, as a type of transportation infrastructure, which is among the top infrastructure priorities in achieving the SGDs. Through an extensive literature review and in-depth interviews, an impact assessment framework is proposed and implemented in a case study. The framework consists of 26 indicators, representing the 4 pillars of sustainability: environmental, economic, social, and institutional. The indicators reflect 12 goals and 22 SDG targets. From the case study of the South Sentul Toll Road Interchange project, it revealed that the project supports 9 of the goals, but primarily lacking synergy in environmental sustainability.
