Abstrak :
Penelitian ini bertujuan untuk mengetahui potensi penerimaan retribusi parkir di wilayah Kota Administrasi Jakarta Selatan pada tahun 2010. Tujuan penelitian adalah : 1) menghitung besarnya potensi Retribusi Parkir di wilayah Jakarta Selatan Tahun 2010; 2) menganalisis kendala dan permasalahan dalam praktek pemungutan retribusi parkir di Jakarta Selatan; 3) menganalisis efektifitas pemungutan retribusi parkir yang dilakukan UPT Perparkiran Dishub Provinsi DKI Jakarta. Lokasi penelitian dilakukan di wilayah Kota Administrasi Jakarta Selatan. Data yang digunakan meliputi data primer dan sekunder. Metode pengambilan sampel menggunakan tehnik Cluster menurut karakteristik lingkungan setempat, untuk unit pengamatan terkecil sampel satuan ruang parkir menggunakan tehnik accidental sampling, dengan jumlah sampel sebanyak 189 SRP terdiri dari 133 SRP parkir on street dan 56 SRP off street. Hasil penelitian menyimpulkan bahwa potensi penerimaan retribusi parkir di wilayah Kota Administrasi Jakarta Selatan adalah sebesar Rp 8.997.669.020,- sedangkan perhitungan potensi berdasarkan Pergub 110 Tahun 2010 sebesar Rp 5.130.951.000,-. Efetktifitas pemungutan retribusi parkir masih ?kurang efektif?. Permasalahan yang dihadapi ; tidak tersedianya sarana pendukung, pengelolaan SDM yang masih rendah, lemahnya pengawasan dan terbatasnya lahan parkir. Rekomendasi yang diajukan untuk meningkatkan pendapatan retribusi parkir adalah ; perlunya penyediaan sarana dan prasarana yang memadai, menaikan tarif retribusi parkir yang sesuai dengan kondisi saat ini, mencari solusi alternatif untuk mengurangi parkir tepi jalan. ......This study aims to determine the potential acceptance of parking charges in the area of South Jakarta Municipality in 2010. Research objectives are: 1) calculate the amount of potential parking levies in South Jakarta in 2010; 2) analyze the constraints and problems in the practice of collecting parking fees at the South Jakarta, 3) analyze the effectiveness of collecting parking fees that do UPT Perparkiran Dishub DKI Jakarta. Location of research conducted in the area of South Jakarta Municipality. The data used include primary and secondary data. The sampling method using cluster techniques according to the characteristics of the local environment, for the smallest sample unit observation unit parking spaces using accidental sampling technique, with samples 189 SRP, consist of 133 SRP on street parking and 56 SRP off street parking. The study concluded that the potential revenue levy parking in the area of South Jakarta Municipality amounted to Rp 8,997,669,020, - while the calculation based on SK Gubernur No 110 in 2010 potensial amounting to Rp 5,130,951,000, -. Effectiveness collecting parking fees are still "less effective". Problems faced; unavailability of means of support, management of human resources is still low, weak supervision and limited parking. Recommendations are proposed to increase parking fees revenue is; the provision of adequate facilities and infrastructure, raise the parking rate levy in accordance with current conditions, seek alternative solutions to reduce roadside parking.

Abstrak :
Di Kota Bekasi, realisasi pendapatan retribusi parkir cukup rendah setiap tahunnya, sejak 2011 hingga 2016, target yang ditetapkan tidak pernah tercapai. Berbagai upaya optimalisasi telah dilakukan oleh Pemerintah Kota Bekasi, salah satunya dilakukannya ujicoba metode smart parking meter, namun ternyata belum dapat diterapkan sehingga belum memberikan dampak yang signifikan terhadap penerimaan retribusi parkir. Melalui pemeriksaan yang dilakukan oleh Inspektorat Kota Bekasi, ditemukan adanya dugaan kecurangan fraud yang mengakibatkan kebocoran retribusi parkir dalam pengelolaannya. Tujuan dari penelitian ini adalah untuk mengetahui penyebab terjadinya off-book fraud pada sistem pengelolaan retribusi parkir di Kota Bekasi dan sistem apa yang dapat diterapkan untuk memitigasi off-book fraud pengelolaan retribusi parkir di Kota Bekasi. Penelitian ini dilakukan dengan menggunakan pendekatan atau paradigma post-positivism. Berbagai data dikumpulkan melalui studi dokumentasi, wawancara mendalam indepth interview, dan diskusi kelompok terfokus focus group discussion/FGD . Lokus dari penelitian ini adalah Pemerintah Kota Bekasi sebagai unit analisis. Hasil dari penelitian ini menunjukan bahwa penyebab terjadinya off-book fraud tersebut terkait dengan peraturan, penetapan titik parkir, penetapan target, model pengelolaan, penetapan badan usaha dalam rangka kerja sama pemungutan model kerjasama dan dasar hukumnya, petugas pemungut, administrasi pemungutan dan penyetoran, pengelolaan karcis, pengawasan, dan intervensi eksternal. Sedangkan, berdasarkan analisis yang dilakukan, mitigasi off-book fraud harus sekaligus memperbaiki aspek kebijakan dan sistem agar dapat diperoleh solusi yang komprehensif dan berkelanjutan sustainable. ......Poor performance of realization in Parking Retribution occurred in Bekasi City since 2011 to 2016. It can be shown by not achived target revenue on Parking Retribution each year. Various effort to optimalize the revenue has been conducted by government, one of them is implementing smart parking meter system. Yet, this system can not be able to provide significant impact on Parking Retribution revenue. In the meantime, investigation conducted by Inspectorate of Bekasi City found allegation of fraud that result leakage in Parking Retribution management. The aim of this research is to find out the cause of off book fraud and the type of system implementing to mitigate Parking Retribution off book fraud in its management. Post positivism approach is applied in this research. The data used is collected through documentation study, indepth interview, and focus group discussion FGD which Government of Bekasi City is set as research location or unit analysis. The result shows that regulation, determination of parking point and target, management model, establishment of business entity in order to collaborate in collecting model and legal base of collaboration, collecting officers, deposit and collection of administration, ticket management, supervision, and external intervention are related to the cause of off book fraud occurance. In addition, according to analysis yielded, off book fraud mitigation should improve the aspect of policy and system so that comprehensive and sustainable solution can be achieved.

Abstrak :
Penelitian ini membahas implementasi kebijakan parkir park and ride di Provinsi DKI Jakarta. Kebijakan parkir park and ride memiliki tujuan untuk dapat mengatasi kemacetan di DKI Jakarta dan sebagai penerimaan daerah berupa retribusi parkir, parkir ini merupakan off street parking yaitu bentuk parkir yang berada di luar badan milik jalan. Tujuan penelitian ini adalah menggambarkan bagaimana implementasi kebijakan parkir park and ride di DKI Jakarta dengan menggunakan teori manajemen pendapatan daerah, James McMaster. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan post-positivist dengan metode pengumpulan data secara studi lapangan dan studi literatur. Hasil penelitian ini menyatakan bahwa implementasi kebijakan parkir park and ride di DKI Jakarta belum sesuai dengan teori menajemen pendapatan daerah James McMaster. Dari dimensi Adequacy and Elasticity, sudah dapat terpenuhi, selanjutnya dari dimensi equity tidak terpenuhi karena tidak meratanya fasilitas dan tarif yang digunakan dilapangan, selanjutnya dimensi Administrative Feasibility sudah terpenuhi dengan struktur dan pengelolaan administrasi yang baik, dan yang terakhir adalah Political Acceptability sudah terpenuhi karena sudah jelasnya dasar hukum, law enforcement yang sesuai dengan porsinya, dan dukungan masyarakat didalam pelaksanaan kebijakan park and ride. ......This study discusses the implementation of park and ride parking policy in DKI Jakarta. Park and ride parking policy has mission of being able to overcome traffic congestion in Jakarta and a reception area in the form of parking charges, park and ride is off street parking that form of parking which is outside the body of way. The purpose of this study is to describe how the implementation of park and ride parking policy in DKI Jakarta using the theory of local revenue management, James McMaster. The approach used in this study are post-positivist approach with using method of data collection field studies and literature. The results of this study stated that the implementation of the policy of the park and ride in Jakarta is not in accordance with the theory of local revenue management James McMaster. From the dimensions Adequacy and Elasticity, had to be fulfilled, the next dimension of equity is not satisfied because the unequal distribution of facilities and tariffs that are used in park and ride, the next dimension of Administrative Feasibility has been fulfilled with the structure and management of good administration, and the last is Political acceptability has been met because it was clear legal basis, in accordance with the law enforcement portion, and community support in the implementation of policies of park and ride.

Pelaksanaan pemungutan retribusi parkir di Kota Bandung belum dilakukan secara optimal sehingga target penerimaannya belum terpenuhi. Penelitian ini bertujuan untuk menganalisis faktor-faktor penghambat pelaksanaan pemungutan retribusi parkir serta strategi optimalisasi penerimaan retribusi parkir di Kota Bandung. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data studi kepustakaan dan wawancara mendalam. Hasil penelitian menunjukkan bahwa faktor penghambat dalam mengoptimalkan penerimaan retribusi parkir adalah sistem administrasi yang masih lemah, belum adanya sanksi yang ditetapkan, parkir liar, rendahnya pemahaman masyarakat, serta kendala dalam sistem pengawasannya. Strategi untuk mengoptimalkan penerimaan retribusi parkir adalah dengan penyusunan beberapa strategi perencanaan yang akan dilakukan kedepan. ......The collections of parking charges in Bandung haven rsquo t done optimally so, it hasn rsquo t achieved the revenue target set. Based on that problem, this study aims to analyze factors inhibiting the collections system and strategy of optimizing parking charges in Bandung. The research applies qualitative approach and uses literature study and in depth interviews as data collection technique. The results showed that inhibiting factors in optimizing parking charges are the weak administration system, absence of sanctions, illegal parking, low understanding of the citizens, and constraints in supervision system. The strategy is by preparing several planning that will be done in the future.

Pertumbuhan ekonomi di Kota Bekasi selalu meningkat setiap tahunnya, namun peningkatan pertumbuhan ekonomi tersebut tidak selaras dengan meningkatnya retribusi parkir yang dikelola oleh Pemerintah Daerah, hal ini terlihat dari hasil realisasi retribusi parkir yang tidak mencapai target pendapatan retribusi parkir yang dikarenakan kebocoran pada implementasinya, atas dasar tersebut skripsi ini akan membahas mengenai analisis implementasi pemungutan retribusi parkir di Kota Bekasi serta berusaha untuk menemukan korelasi antara ketidaktercapaian target dengan implementasi dari retribusi parkir yang ada. Penelitian dilakukan dengan pendekatan post-positivist, jenis penelitian deskriptif, dan teknik pengumpulan data dengan studi pustaka dan wawancara mendalam. Hasil penelitian menunjukkan masih belum berjalannya dengan baik implementasi retribusi parkir di Kota Bekasi karena masih terdapat beberapa hambatan dalam pelaksanaannya, oleh sebab itu perlu adanya peningkatan pengawasan, koordinasi antar pihak, serta sosialisasi kepada wajib retribusi untuk mengantisipasi hambatan yang ada. ...... Economic growth in Kota Bekasi always increases every year, but the increase of economic growth is not in line with the increase of parking charges managed by Local Government, it can be seen from the result of parking charges realization that does not reach the target of parking charges revenue because of leakage in its implementation, this thesis will discuss about the analysis of the implementation of collection of parking fees in the City of Bekasi as well as trying to find a correlation between the lack of target achievement with the implementation of the user charges of existing parking. The research was conducted with post-positivist approach, descriptive research type, and data collection technique with literature study and in-depth interview. The result of the research shows that the implementation of parking charges in Bekasi city is still not meet the expected result because there are still some obstacles in the implementation, therefore there should be increased supervision, coordination between parties, and socialization to the mandatory user charges to anticipate the existing obstacles.

[Penelitian ini membahas tentang implementasi kebijakan atas kenaikan tarif retribusi parkir di Kota Batam. Tujuan penelitian ini adalah untuk menganalisis implemetasi kebijakan atas kenaikan tarif retribusi parkir di Kota Batam, menganalisis kendala yang timbul dari kebijakan atas kenaikan tarif retribusi parkir di Kota Batam dan untuk menganalisis upaya apa saja yang dapat dilakukan oleh Pemerintah Kota Batam dalam mengatasi kendala- kendala yang timbul atas kebijakan kenaikan tarif retribusi di Kota Batam. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode pengumpulan data secara pustaka dan wawancara. Hasil penelitian ini menyatakan bahwa kebijakan kenaikan tarif retribusi parkir dilatarbelakangi oleh dorongan untuk menaikkan Pendapatan Asli Daerah (PAD) Kota Batam dan meminimalisir kebocoran pererimaan dari pendapatan retribusi parkir. Permasalahan yang timbul dari kebijakan atas kenaikan tarif retribusi di Kota Batam ini adalah adanya adanya tanggapan negatif dari masyarakat tentang kenaikan tarif karena kurangnya sosialisasi, adanya parkir ilegal, juru parkir yang tidak jujur, adanya hambatan dari preman dan penguasa lahan parkir dan parkir berlangganan yang tidak berjalan optimal. Hasil dari penelitian ini implementasi kebijakan belum berjalan dengan optimal sesuai yang diharapkan dikarenakan banyak kendala yang timbul di lapangan. Upaya untuk mengatasi kendala adalah dengan melakukan sosialisasi, peningkatan pengawasan, penertiban parkir liar, penataan sistem parkir dan mengoptimalkan parkir berlangganan. ......This study discusses the implementation of the policy in increasing of parking rates in Batam. The approach used in this study is a qualitative approach to data collection methods in literature and unstructured interviews with qualitative data analysis techniques. The results of this study stated that the rate increase policy of parking fees motivated by the urge to raise Pendapatan Asli daerah (PAD) of Batam and minimize revenues leakage of parking fees. The issues that came from rate increase policy of parking fees in Batam is the existence of negative feedback from the community about the rate increase because the lack of socialization, the existence of illegal parking, corrupt parking attendants, the civillians, irresponsible landowners and nonoptimal parking subscribe. The results of this study of policy implementation has not run optimally as expected due to many issues that arise in the field. Efforts to overcome the issues is the socialization, increased supervision, control of illegal parking, arrangement of the parking system and optimization of parking subscribe.;This study discusses the implementation of the policy in increasing of parking rates in Batam. Penelitian ini membahas tentang formulasi kebijakan kenaikan tarif retribusi parkir di tepi jalan umum di Kota Madiun. Formulasi kebijakan tersebut terjadi disebabkan oleh perkembangan ekonomi Kota Madiun dan dinamika yang terjadi di masyarakat Kota Madiun. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode pengumpulan data secara studi kepustakaan (library research) dan wawancara tidak terstruktur dengan teknik analisis data secara kualitatif. Hasil penelitian ini menyatakan bahwa kebijakan kenaikan tarif retribusi parkir di tepi jalan umum dilatarbelakangi oleh dorongan untuk meningkatkan Pendapatan Asli Daerah (PAD), meningkatkan fasilitas dan pelayanan parkir di tepi jalan umum kepada masyarakat, dan mengurangi kepadatan lalu lintas Kota Madiun. Permasalahan yang timbul dari kebijakan kenaikan tarif retribusi parkir di tepi jalan umum di Kota Madiun antara lain adalah adanya protes dari masyarakat tentang kenaikan tarif dikarenakan sebagian besar Juru Parkir tidak memberikan karcis resmi, masih terdapat lokasi parkir di tepi jalan umum yang ilegal, dan kurangnya pelayanan serta sarana dan prasarana parkir di tepi jalan umum yang diberikan oleh Pemerintah Kota Madiun ......This study discusses the formulation of policy on the rate increase off-street parking charges in Madiun City. That’s policy formulation occur caused by development of the economic and a dinamycs that happen by people in Madiun City. The approach used in this study is a qualitative approach to data collection methods in the literature study and interviews are not structured in a qualitative data analysis techniques. The results of this study stated that the policy rate increase off-street parking charges motivated by the urge to raise revenue (PAD) in Madiun City, to improve the facilities and off-street parking public service for society, and to reduce the traffic line density in Madiun City. Problems arising from the policy rate increace parking charge in Madiun include protests from the public about the rate increase was due to a most of Parker not give the official parking tiket, there are persistence of the illegal off-street parking zone, and a lack of services and facilities provided by the Madiun City Government.
