"Penelitian ini bertujuan menganalisis pengaruh faktor perubahan aksesibilitas dan kondisi fisik gedung Pasar Glodok terhadap pemanfaatan tempat usaha (kios, counter, dan los) dalam konteks tingkat aktif atau tidaknya tempat usaha tersebut ditinjau dari tahun 2005 hingga November 2007. Penelitian ini merupakan penelitian kuantitatif dengan teknik statistik inferensial melalui analisis regresi berganda untuk melakukan uji pengaruh dari masing-masing variabel.
Teknik pengumpulan data dari penelitian ini menggunakan kuesioner dengan indikator sebanyak 10 indikator dari 2 variabel bebas, dan pengolahan data hasil penelitian menggunakan SPSS (Statistical Package for Social Science) versi 12.0. Responden pada penelitian ini adalah pemilik atau penyewa tempat usaha di Pasar Glodok sebanyak 90 orang dengan metode sampel acak (random sample). Dari analisis pengolahan data dengan menggunakan statistik, disimpulkan bahwa kuesioner yang digunakan cukup valid meskipun koefisien korelasinya tidak terlalu kuat serta reliabel dengan nilai Cronbach?s Alpha > 0.6 yaitu 0.688.
Hasil Uji F menunjukkan bahwa antara variabel perubahan aksesibilitas dan kondisi fisik gedung berpengaruh secara simultan dan cukup signifikan terhadap pemanfaatan tempat usaha di Pasar Glodok, sedangkan dari hasil Uji menunjukkan bahwa indikator variabel bebas yaitu transportasi umum/publik busway (x4) dan sistem pengaturan lalu lintas (KPP) (x5) berpengaruh secara individual dan signifikan terhadap variabel terikat yaitu pemanfaatan tempat usaha yang berarti bahwa Hipotesis Ha1 diterima dan H01 ditolak. Sedangkan indikator variabel kondisi fisik gedung semuanya tidak berpengaruh secara signifikan terhadap pemanfaatan tempat usaha secara individual yang berarti hipotesis H02 diterima dan Ha2 ditolak. Variabel bebas hanya dapat menjelaskan sekitar 28,2 % pengaruhnya terhadap variabel terikat, sedangkan 71,80 % dijelaskan oleh variabel yang lain. Dari hasil penelitian menyarankan untuk dilakukan penelitian lebih lanjut mengenai besarnya kerugian ekonomi sebagai akibat pemanfaatan tempat usaha yang tidak optimal digunakan (idle) oleh pemilik di Pasar Glodok.

The goal of this research is to analyze the effect of change factor of accessibility and building performance of Pasar Glodok to the utilization of retail stores dealing with their function during the year of 2005 until November 2007. This research is based on the kuantitative research using inferential statistic through double regression analysis to test the influence of each variable.
The technique of data collection used in this research is the questionnaire consists of 10 indicators of 2 independent variables. Statistical Package for Social Science (SPSS) version 12.0 is used to process the data of this research. The 90 respondents of the research are the owners or the tenants of retail stores at Pasar Glodok using random sampling method. Based on the analysis of statistical data, I conclude that the questionnaire is valid although the coefficient of correlation is not reliable and strong enough with the Cronbach?s Alpha value > 0.6 or 0.688.
The result of F test show that there is a significant and simultaneous influence between the variable of the change of accessibility and building performance to the utilization of retail stores at Pasar Glodok. Meanwhile, the result of t test shows that two indicators of the independent variable : public transportation/busway (x4) and the system of traffic management (KPP) (x5) individually have significant influence to the dependent variable, the utilization of retail stores. It means that the hypothesis Ha1 is accepted and H01 is rejected. All indicators of the variable of building performance do not have significant influence to the utilization of retail stores individually meaning that the hypothesis H02 is accepted and Ha2 is rejected. The Independent variable only describes 28,20% of its influence to the dependent variable, while 71,80% is described by other variables. I suggest a further research about the number of economic loss as the effect of the unoptimum utilization of retail stores by the owners at Pasar Glodok."

Dalam era globalisasi ekonomi saat ini, pelaku ekonomi swasta memiliki peranan
cukup penting dalam menjalankan proses perkembangan perekonomian suatu
negara. Tidak mengherankan bila proses perkembangan perekonomian lebih banyak
diserahkan kepada swasta untuk mengelola dan menjalankannya, sehingga peran aktif
dan inisiatif para pelaku usaha swasta sangat dibutuhkan dalam era globalisasi
ekonomi saat ini. Salah satu akibat dari globalisasi perdagangan adalah dengan
meningkatnya Toko retail di Indonesia sejak 1980-an. Toko Retail mulai bermunculan
dengan bentuk yang lebih modern atau yang disebut dengan pasar ritel modern.
Pemerintah melalui Menteri Perdagangan Republik Indonesia telah mengamanahkan
Undang – Undang Nomor 7 Tahun 2014 tentang Perdagangan, Peraturan presiden
Nomor 112 Tentang Penataan dan Pembinaan Pasar Tradisional, Pusat Perbelanjaan
dan Toko Modern, Peraturan Menteri Perdagangan Nomor No. 70/MDAG/
PER/12/2013 Tentang Pedoman Penataan dan Pembinaan pasar Tradisional,
Pusat Perbelanjaan dan Toko Modern dan 6. Peraturan menteri perdagangan Republik
Indonesia Nomor 56/M-DAG/PER/9/2014 Tentang Perubahan Atas Peraturan Menteri
Perdagangan Nomor No. 70/M-DAG/PER/12/2013 Tentang Pedoman Penataan dan
Pembinaan pasar Tradisional, Pusat Perbelanjaan dan Toko Modern. Peraturan
perundang – undangan tersebut bertujuan untuk meningkatkan penggunaan produk
dalam negeri khususnya pada toko retail modern. Namun pada kenyataanya,
Permendag 56/2014 yang baru diterbitkan ini mengalami berbagai kritikan terutama
dari pelaku industry. 2. Indonesia sebagai Negara anggota World Trade
Organization (WTO) dan telah meratifikasinya dengan Undang – Undang Nomor 7
Tahun 1994 Tentang Tentang Pengesahan Agreement Establishing The World Trade
Organization (Persetujuan Pembentukan Organisasi Perdagangan Dunia). Pemerintah
Indonesia di dalam merumuskan Pasal 22 UU Perdagangan, Permendag 70/2013 dan
Permendag 56/2014 ini juga melihat dari prinsip – prinsip Perdagangan WTO.

ABSTRACT
In the current era of economic globalization, the private economic actors have an
important role in carrying out the process of economic development of a country. Not
surprisingly, the process of economic development more left to the private sector to
manage and run, so that the active role and initiative of private entrepreneurs is needed
in the current era of economic globalization. One consequence of the increasing
globalization of trade is with retail shops in Indonesia since the 1980s. Retail stores
began popping up with a more modern form, or the so-called modern retail market. The
Government through the Ministry of Trade of the Republic of Indonesia has mandated
Act - Act No. 7 of 2014 on Trade, president Regulation No. 112 On Planning and
Development of Traditional Markets, Shopping Centers and Modern Stores, Trade
Minister Regulation No. No. 70 / M-DAG / PER / 12/2013 on Guidelines for
Management and Development of Traditional markets, Shopping Centers and Modern
Stores and 6. The Regulation of Trade Minister of the Republic of Indonesia Number
56 / M-DAG / PER / 9/2014 on Amendment to the Regulation of the Minister of Trade
No. No. 70 / M-DAG / PER / 12/2013 on Guidelines for Management and Development
of Traditional markets, Shopping Centers and Modern Stores. Laws - laws aim to
increase the use of domestic goods, especially in modern retail stores. But in fact, the
recently published Regulation 56/2014 is subjected to various criticisms, especially
from industrialists. Indonesia as a State member of the World Trade Organization
(WTO) and has been ratified by Law - Act No. 7 of 1994 About On Ratification of the
Agreement Establishing the World Trade Organization (the Agreement Establishing
the World Trade Organization). Indonesian government in formulating Article 22 of
the Law of Commerce, Regulation 70/2013 and Regulation 56/2014 also see from the
