Abstrak :
Pada tahun 1967 terbit sebuah peraturan pengatalogan yang dikenal dengan Anglo American Cataloging Rules (AACR). AACR telah mengalami beberapa kali revisi. Revisi terakhir terbit pada tahun 2005 dikenal dengan sebutan AACR2R 2002 revision 2005 update. Pada tahun 2005 Joint Steering Committee (JSC) membuat gagasan untuk merevisi kembali AACR2 dengan pendekatan yang baru dengan nama Resource Description and Access (RDA). Pada tahun 2010 RDA mulai diterbitkan dengan judul “RDA : resource description and access”. Pada tahun 2013 RDA sudah mulai diimplementasikan oleh perpustakaan di AS (U.S. Library of Congress), Inggris (The British Library), Jerman (Deutsche Nationalbibliothek (DNB), Australia (National Library of Australia). Tulisan ini membahas mengenai sejarah pengatalogan, struktur AACR2, struktur RDA dan perbandingan pengatalogan berdasarkan AACR2 dan RDA dengan format MARC21 serta contoh pengatalogan bahan perpustakaan berdasarkan RDA dan format MARC21

Penelitian ini bertujuan untuk memahami upaya tim penyusun pedoman Resource Description and Access (RDA) sebagai agen dalam membangun pemahaman mengenai RDA dan merekonstruksinya menjadi struktur baru pengatalogan di Indonesia menggantikan AACR2. Selain itu untuk melihat bagaimana PERPUSNAS melaksanakan tugas sebagai pembuat kebijakan dan pembina dalam pelaksanaan RDA di Indonesia. Penelitian ini adalah penelitian kualitatif dengan metode studikasus. Analisis yang digunakan pada penelitian ini menggunakan paradigm teori strukturasi Giddens, dengan melakukan wawancara dan observasi dalam pengumpulan data. Hasil penelitian menunjukan bahwa masih banyaka spek yang perlu ditingkatkan dan dibenahi dalam penerapan RDA, yaitu: Pemahaman agen terhadap RDA, masalah kemampuan bahasa asing sehingga agen kesulitan dalam menangkap transformasi baru yang ditawarkan RDA. Kemudian agen tidak melihat pentingnya organisasi pencetus RDA sebagai sumber informasi untuk memahami RDA. Terdapat kekhawatiran para informan terhadap keberlangsungan kebijakan dan pelaksanaan RDA di Indonesia karena masih ada perbedaan persepsi mengenai penerapan RDA diantara para pejabat PERPUSNAS disejumlah eselon. Agar penerapan RDA berlangsung secara lancer maka dibutuhkan agen yang memiliki kesadaran praktis sehingga RDA menjadi praktik social dalam kegiatan pengatalogan di perpustakaan seluruh Indonesia.
......This study aims to understand the efforts of the drafting team of Resource Descriptionand Access (RDA) as an agent in building an understanding of RDA and reconstruct it into anew structure of cataloging in Indonesia to replace AACR2. In addition to looking at how PERPUSNAS performs its duties as a policy maker and coach in the implementation of the RDA inIndonesia. This research is qualitative research with case study method. The analysis used in this study used the paradigm of Giddens's tructural theory by conducting interviews and observations in data collection. The results show that there are still many aspects that need to be improved and addressed in the implementation of the RDA, namely: Understanding of agents against the RDA the problem of foreign language skills so that agents difficulty in capturing the new transformation offered by RDA. Then the agency did not see the importance of the RDA originator organization as a source of information to understand the RDA. There are informant concerns about the sustainability of RDA policy and implementation in Indonesia, as there are still differences in perceptions of RDA implementation among PERPUSNAS officials in a number of echelons. In order for the RDA to take place smoothly, it is necessary to have an agency that has practical awareness so that RDA becomes a social practice in cataloging activities in libraries throughout Indonesia.

Online reviews have a profound impact on the customer or newbie who want to purchase or consume the product via web 2.0 e-commerce. Online reviews contain features which form half of the analysis in opinion mining. Most of the today’s systems work on the summarization taking the average of the obtained features and their sentiments leading to structured review information. Often the context surrounding the feature is undermined which helps in clearly classifying the sentiment of the review. Web 3.0 based machine interpretable Resource Description Framework (RDF) also structures these unstructured reviews in the form of features and sentiments obtained from traditional preprocessing and extraction techniques with the context data also provided for future ontology based analysis taking support of Wordnet 2.1 lexical database for word sense disambiguation and Sentiwordnet 3.0 scores used for sentiment word extraction. Many popular RDF vocabularies are helpful in the creation of such machine process-able data. In the work to follow, this instance RDF forms the basis for creating/upgrading the (available) OWL Ontology that can be used as structured data model with rich semantics towards supervised machine learning generating sentiment categories and are validated for precise sentiments. These are sent back to the interface as corresponding {feature, sentiment} pair so that reviews are filtered clearly and helps in satisfying the feature set of the customer.
