Abstrak :
Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) gagal mengesahkan Rancangan Undang Undang Penghapusan Kekerasan Seksual (RUU PKS) pada 2019, yang merupakan RUU usulan DPR pada 2016 dalam RUU Program Legislasi Nasional (Prolegnas) Prioritas 2014-2019. Pembahasan RUU ini cukup lama sejak dirumuskan pada 2014, dan hingga 2019 pembahasan hanya sampai pada tingkat pertama karena menuai pro-kontra di masyarakat. Studi ini fokus menganalisis kegagalan DPR dalam mengesahkan RUU PKS ini dengan menggunaka metode kualitatif berupa wawancara mendalam dan kajian literatur. Hasil penelitian menunjukan bahwa kekerasan seksual terhadap perempuan pada dasarnya merupakan isu krusial yang memerlukan solusi melalui sebuah regulasi. RUU PKS dianggap dapat melindungi hak-hak perempuan dari kekerasan. Tetapi pada sisi lainnya, RUU PKS dinilai bertentangan dengan moral maupun ajaran agama bahkan sampai dianggap melegalkan seks bebas ataupun LGBT (Lesbian, Gay, Biseksual dan Transgender). Masih melekatnya budaya patriarki, kurangnya komitmen maupun pemahaman representasi politik para anggota legislatif dalam membela hak-hak perempuan, juga masih adanya seksisme institusional di lembaga legislatif Indonesia, menjadi temuan dari penelitian terkait penyebab gagalnya pengesahan RUU PKS pada tahun 2019. ......The People's Representative Council of the Republic of Indonesia (DPR RI) failed to pass the Bill on the Elimination of Sexual Violence (RUU PKS) in 2019, which was the draft proposed by the DPR in 2016 in the 2014-2019 Priority National Legislation Program (Prolegnas) Bill. The discussion of this bill has taken a long time since it was formulated in 2014, and until 2019 discussions only reached the first level because of the pros and cons in society. This study focuses on analyzing the failure of the DPR in passing the PKS Bill by using qualitative methods in the form of in-depth interviews and literature review. The results showed that sexual violence against women is basically a crucial issue that requires a solution through a regulation. The PKS Bill is considered to be able to protect women's rights from violence. But on the other hand, the PKS Bill is considered to be contrary to moral and religious teachings and is even considered legalizing free sex or LGBT (Lesbian, Gay, Bisexual and Transgender). The inherent patriarchal culture, lack of commitment and understanding of the political representation of legislators in defending women's rights, as well as institutional sexism in the Indonesian legislature, are findings from research related to the failure to ratify the PKS Bill in 2019.

Skripsi ini membahas tindakan ketanggapan anggota dewan perwakilan rakyat (congressman) yang mewakili Kota Tacloban (Distrik 1 Provinsi Leyte) pada pasca-bencana Taifun Haiyan (2013-2015). Dengan menggunakan Teori Representasi Politik dari Hanna Pitkin yang menjelaskan tentang empat pola representasi yaitu representasi formal, representasi deskriptif, representasi simbolik, dan representasi substantif serta Konsep Politik Distributif, skripsi ini mengidentifikasi implikasi pola representasi terhadap tindakan ketanggapan Martin Romualdez kepada konstituennya. Penelitian ini merupakan penelitian kualitatif dan menggunakan strategi studi kasus. Temuan skripsi ini adalah tindakan ketanggapan Martin Romualdez ini meliputi (1) pelayanan terhadap konstituen, (2) responsifitas kebijakan dan (3) alokasi bantuan bencana alam. Skripsi ini menegaskan bahwa pola representasi politik Martin Romualdez berimplikasi terhadap tindakan ketanggapan dirinya dan menghasilkan penguatan fungsi representasi pada kasus pasca-bencana Taifun Haiyan.

This thesis examines the responsiveness action of Martin Romualdez as Tacloban City, First District of Leyte's Representative on post Typhoon Haiyan (2013-2015). By using Hanna Pitkin's Theory of Political Representation which pointed out four patterns of representation: formal representation, descriptive representation, symbolic representation and substantive representation and the Concept of Political Distributive, this paper identifies the implications of pattern representation to the responsiveness Martin Romualdez to his constituents. This research used qualitative approach and used the case study strategy. This responsiveness actions includes (1) service to constituents, (2) the responsiveness of policy and (3) the allocation of disaster relief. This thesis confirms that the pattern of Martin Romualdez representation has implications for his responsiveness action and resulting the strengthening of political representation functions in the case of post-Typhoon Haiyan.

Penelitian ini melihat bagaimana aktivitas representasi kelas pekerja yang dilakukan oleh Nyumarno sebagai anggota DPRD Kab. Bekasi periode 2014-2019. Hal ini sangat berkaitan dengan terpilihnya Nyumarno sebagai salah satu wakil rakyat yang berlatarbelakang sebagai buruh. Terpilihnya Nyumarno ini menjadi kali pertama dalam sejarah perwakilan di Indonesia, seorang buruh menduduki kursi wakil rakyat. Dalam penelitian ini, aktivitas representasi kelas pekerja oleh Nyumarno diidentifikasi menggunakan konsep representasi yang dikemukakan oleh Hannah Pitkin. Konsep representasi ini selanjutnya digunakan untuk menjelaskan cara wakil rakyat mendapatkan legitimasi di lembaga legislatif hingga aktivitas representasi yang dilakukan kepada konstituen utamanya. Temuan dalam penelitian ini memperlihatkan bagaimana Nyumarno secara substantif menjadi representasi dari kelas pekerja, baik di ruang parlemen maupun di ruang publik. Penelitian ini berkesimpulan bahwa aktivitas representasi kelas pekerja oleh Nyumarno secara substantif meningkatkan kualitas representasi kelas pekerja dari sebelum Nyumarno terpilih menjadi wakil rakyat. ......This study looks at how the working class representation activities carried out by Nyumarno as a member of the DPRD Kab. Bekasi 2014-2019 period. This is very related to the election of Nyumarno as one of the representatives of the people who has a background as laborers. The election of Nyumarno was the first time in the history of representatives in Indonesia, a worker occupied the seat of peoples representatives. In this study, the representation activity of the working class by Nyumarno was identified using the concept of representation proposed by Hannah Pitkin. This concept of representation used to explain the way peoples representatives get legitimacy in the legislature until representation activities are carried out to its main constituents. The findings in this study show how Nyumarno was substantively a representation of the working class, both in the parliamentary space and in the public sphere. This study concluded that the representation activity of the working class by Nyumarno substantively improved the quality of representation of the working class from before Nyumarno was elected as the peoples representative.
