"Reducing subnational imbalances of development progress is unquestionable policy for heterogeneous Indonesia. This paper examines the impact of policy that assigns a lagging-region status namely status daerah tertinggal (DT) on poverty rate and poverty gap among districts in Indonesia in the two period of SBY presidency. The panel data fixed effect combined with propensity score matching is used to tackle the selection bias due to the nature of the policy, unobserved heterogeneity and omitted variable bias. The results show that the lagging-region status that was aimed to mainstream central and district?s budget toward lagging regions statistically significant reduces poverty rate and poverty gap in the period. The DT status, on average is associated with 0.75 percentage point of reduction in the poverty rate and 7% reduction in the poverty gap index.
Abstrak
Menurunkan ketimpangan antar-daerah adalah sebuah agenda kebijakan yang niscaya untuk Indonesia yang majemuk dalam kemajuan ekonomi. Artikel ini berusaha mengukur dampak dari sebuah kebijakan penetapan daerah tertinggal terhadap dua ukuran kemiskinan, yaitu tingkat kemiskinan dan kedalaman kemiskinan pada dua periode masa jabatan Presiden SBY. Metode yang dipergunakan adalah panel data fixed-effect dikombinasikan dengan propensity score matching untuk mengatasi permasalah endogen pada variabel utama yaitu bias dalam seleksi terhadap kebijakan, keragaman daerah yang tidak dapat diukur, dan potensi bias karena ketiadaan variabel-variabel yang berpengaruh terhadap dua ukuran kemiskinan. Hasil pendugaan regresi tersebut menunjukkan bahwa penetapan daerah tertinggal yang ditujukan untuk mengarusutamakan dana pembangunan secara statistik signifikan dan menyebabkan penurunan tingkat kemiskinan dan kedalaman kemiskinan di masa tersebut. Daerah tertinggal secara rata-rata memiliki tingkat kemiskinan lebih rendah sebesar 0.75 (persentase) dan memiliki indeks kedalaman kemiskinan 7% lebih rendah."

"Corruption is a major problem faced by the Indonesian people, including those occurring in the Regional Government. To adequately address the issue of corruption, the understanding of the causes of corruption needs to be given attention so that efforts to prevent and eradicate corruption can
be adjusted to the root of the problem. From the search results to
the various literature, it can be seen that in essence, corruption is
caused by some factors that either contribute directly or indirectly. Also, factors causing corruption can also be distinguished between factors related to individual characteristics as well as structural influences. This study wants to know whether ignorance or lack of understanding of regulation can be constructed as the cause of corruption by the Head of Region in Indonesia. "Penelitian ini mengkaji proses pembentukan daerah otonom baru di Indonesia yang dilakukan tanpa adanya desain besar penataan daerah yang terstruktur. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian doktrinal, yang menitikberatkan pada analisis normatif terhadap peraturan perundang-undangan yang mengatur pembentukan daerah otonom baru. Pembentukan daerah otonom baru di Indonesia sering kali didasarkan pada pertimbangan politis dan kepentingan jangka pendek, tanpa memperhatikan prinsip-prinsip tata kelola pemerintahan yang baik dan tanpa adanya panduan strategis yang komprehensif. Hal ini berimplikasi pada kurang optimalnya pelayanan publik, kesenjangan pembangunan antardaerah, serta potensi konflik kewenangan antara Pemerintah Pusat dan daerah. Analisis dilakukan terhadap berbagai peraturan perundang-undangan terkait, seperti Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dan peraturan-peraturan turunannya. Selain itu, penelitian ini juga mengkaji praktik-praktik pembentukan daerah otonom baru di wilayah Papua dan pembentukan Ibu Kota Nusantara. Hasil penelitian menunjukkan perlunya penyusunan desain besar penataan daerah otonom yang komprehensif dan berbasis data, dengan melibatkan partisipasi berbagai pemangku kepentingan. Penelitian ini merekomendasikan agar Pemerintah Pusat mengintegrasikan prinsip-prinsip desentralisasi dan kekhususan wilayah dalam penyusunan desain besar penataan daerah otonom di Indonesia.

This study examines the process of establishing new autonomous regions in Indonesia, which is often conducted without a comprehensive and structured regional design. The research employs a doctrinal methodology, focusing on normative analysis of the legislation governing the creation of new autonomous regions. The formation of new autonomous regions in Indonesia is frequently driven by political considerations and short-term interests, without adhering to principles of good governance and lacking a comprehensive strategic framework. This has implications for suboptimal public service delivery, development disparities between regions, and potential conflicts of authority between the central and regional governments. The analysis includes various relevant regulations, such as Law Number 23 of 2014 on Regional Government and its derivative regulations. Additionally, the study examines the practices of establishing new autonomous regions in Papua and the formation of the Nusantara Capital City. The findings indicate the need for a comprehensive and data-driven grand design for regional structuring, involving the participation of various stakeholders. This research recommends that the central government integrate principles of decentralization and regional specificity into the formulation of a comprehensive grand design for regional structuring in Indonesia."

"Latar belakang: Meningkatnya angka pemakaian kontrasepsi tidak diikuti tingginya angka kelangsungannya. Angka putus pakai, kegagalan, dan penggantian alat/cara kontrasepsi di Indonesia meningkat. SDKI 2012 melaporkan putus pakai lebih tinggi pada pil (41%) dan suntik (25%) dibandingkan IUD (6%) dan susuk (8%). Kegagalan dan penggantian alat/cara kontrasepsi juga lebih tinggi pada pil (masing-masing 20% dan 11%). Di Indonesia, putus pakai, kegagalan, dan penggantian alat/cara kontrasepsi bervariasi antar wilayah karena adanya perbedaan aksesibilitas, ketersediaan, dan penerimaan berbagai metode kontrasepsi. Penelitian ini bertujuan mengidentifikasi pola dan perbedaan perilaku putus pakai, kegagalan, dan penggantian alat/cara kontrasepsi menurut wilayah di Indonesia dan faktor-faktor yang memengaruhinya.
Metode: Penelitian ini menggunakan data SDKI 2012 dengan jenis penelitian semi deskriptif analitik dan pendekatan cross sectional. Informasi tentang putus pakai, kegagalan, dan penggantian alat/cara kontrasepsi diperoleh dari data kalender SDKI 2012.
Hasil: Putus pakai kontrasepsi ditemukan lebih tinggi di wilayah Bali & Nusa Tenggara, Maluku & Papua dibandingkan Sulawesi. Kegagalan kontrasepsi ditemukan lebih tinggi di wilayah Sulawesi, Sumatera dan Jawa dibandingkan Kalimantan. Sedangkan penggantian alat/cara kontrasepsi lebih tinggi Sulawesi, Jawa, dan Kalimantan dibandingkan Bali & Nusa Tenggara.
Simpulan: Adanya pola dan perbedaan putus pakai, kegagalan, dan penggantian alat/cara kontrasepsi antar wilayah di Indonesia, maka perlu upaya meningkatkan kualitas pelayanan KB dan kesehatan reprodukstif dalam hal konseling KB, meningkatkan kemampuan petugas KB, memperluas akses dan memastikan ketersedian berbagai metode kontrasepsi khususnya IUD dan susuk KB.

Background: Increasing contraceptive prevalence rate are not followed by a high rate of survival. The contraceptive drop out, failure, and swtiching in Indonesia increased. IDHS 2012 reported drop out rate for the method of pil (41%) and injection (25%) are more higher than IUD (6%) and implant (8%). The contraceptive failure and switching was also higher for the method of pil (20% and 11%, respectively). In Indonesia, contraceptive drop out, failure, and switching show the patterns and differences across regions due to differences in the accessibility, availibilty, and accpetance of contraceptive methods. The presents study examines the patterns and differences contraceptive drop out, failure, and switching by region in Indonesia and the factors that affect it.
Methods: Data used from Indonesia Demographic Health Survey 2012. This study uses a semi descriptive analitic with cross sectional approach. Information about contraceptive drop out, failure, and switching obtained from calender data IDHS 2012.
Results: The contraceptive drop out are higher for married women living in Bali & Nusa Tenggara, Maluku & Papua than in Sulawesi. Contraceptive failure are higher for married women living in Sulawesi, Sumatera, and Java than in Kalimantan. Contraceptive switching are higher for married women living in Sulawesi, Java, and Kalimantan than in Bali & Nusa Tenggara.
Conclusion: Findings point that the presence of patterns and differences contraceptive drop out, failure, and switching by regions in Indonesia. Therefore, it necessary to improving quality of family planning and reproductive health care services across regions, improving skill providers, expanding access and ensure availibility of contraceptive methods espcesially for IUD and implant.
