Diskursus tentang institusi Wali Nanggroe di Aceh mulai mencuat pasca perdamaian GAM dan pemerintah Indonesia. Gelar Wali Nanggroe yang sebelumnya melekat pada sosok kharismatik Hasan Tiro berpindah menjadi sebuah institusi adat. Beberapa penelitian sebelumnya melihat bahwa Wali Nanggroe merupakan produk kultural yang diperoleh Hasan Tiro secara turun temurun. Namun studi ini mengungkapkan gejala rutinisasi kharisma dari institusi Wali Nanggroe yang merupakan produk politik pasca perdamaian. Pertanyaan utama dalam studi ini adalah tentang peran Wali Nanggroe setelah terbentuk sebagai institusi, dan reaksi berbagai kalangan masyarakat terhadap kehadiran institusi tersebut. Proses pengambilan data dilakukan dengan metode wawancara, observasi, dan dokumenter, sedangkan informan dipilih dengan metode purposive sampling. Hasil penelitian menunjukkan bahwa rutinisasi kharisma dari institusi Wali Nanggroe dilakukan melalui langkah-langkah politik, yaitu dengan adanya kekuatan konstitusi sebagai dasar bagi pembentukan institusi tersebut. Namun kemudian muncul persoalan bahwa individu yang menggantikan Hasan Tiro dianggap tidak memiliki kharisma, sehingga mengurangi kekuatan legitimasi dari institusi Wali Nanggroe. Hal itu kemudian menimbulkan reaksi dari berbagai kalangan masyarakat, dan ikut mempengaruhi kelompok basis sosial, bukan hanya kelompok pendukung, namun juga pengikut setia Hasan Tiro.

ABSTRACT
Discourse about institution of Wali Nanggroe in Aceh beginning after reconciliation between GAM and the Indonesian government. Wali Nanggroe in previously attached to the charismatic figure of Hasan Tiro, moved into a traditional institution. In several previous studies, Wali Nanggroe is a cultural product that obtained to Hasan Tiro hereditary. But this study noted that institution of Wali Nanggroe is a politic product of post-peace. Here, institution of Wali Nanggroe is routinization of charisma Hasan Tiro. So, the main question in his study is about the role of Wali Nanggroe after being formed as an institution, and then to describe the reaction of various circles of society to the presence of the institution. Then, the process of data collection conducted by interview, observation, and documentaries, while the informant chosen by purposive sampling method. The results showed that the routinization of charisma of institutions Wali Nanggroe done through political measures, namely the existence of the power of the constitution as the basis for the establishment of the institution. But then came the problem that the individual who replaces Hasan Tiro is considered not to have charisma, thus reducing the strength of the legitimacy of institutions Wali Nanggroe. It was then elicit a reaction from various circles of society, and the influence of social group basis, not just a support group, but also loyal followers of Hasan Tiro.

Polisi memiliki peranan untuk selalu menindak berbagai macam jenis pelanggaran hukum yang terjadi. Namun, terkadang polisi membutuhkan analisa dan respon cepat apakah pelanggaran itu harus ditindaklanjuti atau tidak, sehingga memberikan kewenangan bagi polisi untuk bertindak di luar hukum, maka dari itu terdapat sebuah diskresi polisi. Tugas Karya Akhir ini membahas mengenai diskresi polisi dalam membiarkan terjadinya suatu pelanggaran lalu lintas yang diberikan kepada konvoi Harley Davidson Club Indonesia di Yogyakarta. Penulisan ini berusaha menggambarkan bahwa diskresi polisi yang diterapkan tersebut telah mengabaikan beberapa aspek diskresi, dan diskresi tersebut merupakan bentuk keberpihakan polisi kepada kelompok ekonomi kuat, yang pada akhirnya menciptakan konflik di masyarakat. Penulisan ini menggunakan teori konflik dalam menjelaskan hubungan antara polisi dan Harley Davidson Club Indonesia sehingga dapat mempengaruhi diskresi polisi yang menjadi bias kelas dan tidak mewakili kepentingan masyarakat luas sehingga muncul sebuah reaksi masyarakat. Ada pula konsep Pemolisian Demokratis dalam mengkritik polisi dalam menerapkan diskresi, karena diskresi tersebut seharusnya tetap menjaga supremasi hukum, dan melayani kepentingan masyarakat luas.

ABSTRACT
The police has a role to always crack down on various types of offense. However, sometimes the police needs analysis and rapid response whether the offense should be followed up or not, so as to provide the authority for the police to act outside the law, and therefore there is a police discretion. This thesis discusses the police discretion in allowing the traffic offense of convoy of Harley Davidson Club Indonesia in Yogyakarta. It is trying to portray how police discretion has overlooked some aspect of discretion, and it is a form of police partiality to the powerful economic groups, which in turn creates a conflict in society. This thesis uses conflict theory as the analytical tool in explaining the relationship between the police and the Harley Davidson Club Indonesia that potentially affects the police discretion to be class bias and does not represent the public interest, and it stimulates a public reaction. There is also the concept of Democratic Policing in criticizing the police in applying discretion, because discretion is supposed to maintain the rule of law, and serve the public interest.
