"Skripsi ini membahas mengenai potensi persaingan usaha tidak sehat melalui analisis yuridis terhadap pengaturan kerja sama penggunaan spektrum frekuensi radio sebagai fasilitas produksi dalam penyelenggaraan layanan jaringan bergerak seluler. Berdasarkan ketentuan yang baru diatur melalui Pasal 71 Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja saat ini di Indonesia telah diatur bahwa pemegang lisensi spektrum frekuensi radio dapat mengadakan kerja sama penggunaan spektrum frekuensi radio untuk penerapan teknologi baru secara sukarela. Melalui penelitian ini, Penulis menemukan bahwa apabila terdapat pelaku usaha pemegang lisensi spektrum yang diajak untuk bekerja sama menolak melakukan kerja sama penggunaan spektrum frekuensi radio dengan operator seluler lainnya yang membutuhkan alokasi spektrum tersebut untuk menjalankan proses produksi layanan selulernya serta penolakan tersebut dilakukan tanpa justifikasi legal, ekonomi, teknis dan alasan lainnya yang dapat diterima, maka dapat berpotensi menghambat operator seluler lain untuk melakukan ekspansi layanan seluler yaitu menerapkan teknologi baru pada layanan seluler yang mana membutuhkan spektrum frekuensi radio tersebut sebagai fasilitas produksi pada pasar jasa telekomunikasi seluler serta meningkatkan hambatan masuk bagi pelaku usaha yang mana berpotensi menciptakan persaingan usaha tidak sehat.

This thesis discusses the potential for fair business competition through a juridical analysis on the regulation of spectrum sharing as a facility for production mobile network services. Based on the newly regulated through Article 71 of Law Number 11 of 2020 on Job Creation, currently in Indonesia it has been regulated that radio frequency license holders, may voluntarily cooperate the use of radio spectrum through spectrum sharing arrangement for the application of new technology. Through this research, the Author finds that if there are business actors holding license to radio spectrum usage, refuse without legal, economic, technical justifications or other acceptable reasons to cooperate in sharing radio spectrum with other mobile network operators who require the spectrum allocation to carry out the production process of their mobile network services, could potentially hinder other mobile network operators from expanding their cellular services, namely applying new technology to mobile network services which require the use of radio spectrum as a facility for production in the mobile network services market as well as increasing the barriers to entry for business actors which has the potential to create unfair business competition. "

"This SpringerBrief discusses the applications of spare representation in wireless communications, with a particular focus on the most recent developed compressive sensing (CS) enabled approaches. With the help of sparsity property, sub-Nyquist sampling can be achieved in wideband cognitive radio networks by adopting compressive sensing, which is illustrated in this brief, and it starts with a comprehensive overview of compressive sensing principles. Subsequently, the authors present a complete framework for data-driven compressive spectrum sensing in cognitive radio networks, which guarantees robustness, low-complexity, and security.
Particularly, robust compressive spectrum sensing, low-complexity compressive spectrum sensing, and secure compressive sensing based malicious user detection are proposed to address the various issues in wideband cognitive radio networks. Correspondingly, the real-world signals and data collected by experiments carried out during TV white space pilot trial enables data-driven compressive spectrum sensing. The collected data are analysed and used to verify our designs and provide significant insights on the potential of applying compressive sensing to wideband spectrum sensing.
