ABSTRAK
Peningkatan peran dan manfaat teknologi informasi terhadap daya saing global mengakibatkan jumlah proyek teknologi informasi pada perusahaan meningkat. Hal tersebut mengakibatkan proses penentuan prioritas proyek menjadi hal yang penting. Sudah banyak peneliti yang mengusulkan berbagai metode penentuan prioritas. Namun belum ada penelitan yang membahas tingkat penerapannya. Melalui survey kepada praktisi, diketahui perbandingan metode empat metode penentuan priortas teknologi informasi. Selain itu, melalui penelitan ini, dapat diketahui metode mana yang dipilih dan tidak dipilih oleh praktisi, beserta dengan alasannya.

ABSTRACT
The roles and benefits of information technology on increasing global competitiveness make the number of information technology projects in companies increase. It makes projects prioritization become more important. Many researchers have proposed various methods of determining priorities, but there is no research that discusses the level of application. Through surveys of practitioners, the comparison of the four methods of information technology projects prioritisation is known. In addition, through this research, it can be seen which method is chosen and not chosen by practitioners, along with the reasons.

Tech winter menyebabkan sebanyak 97,000 pekerja di sektor teknologi terdampak pemutusan hubungan kerja pada tahun 2022. Fenomena ini menyebabkan lapangan kerja yang semakin terbatas dan kompetitif, sehingga para lulusan baru di bidang teknologi informasi sulit mendapatkan pekerjaan. Faktor utama yang menyebabkan lulusan baru kalah bersaing adalah kurangnya pengalaman kerja praktis selama masa studi. Salah satu solusi untuk mengatasi masalah ini terletak dalam gig economy. Saat ini sudah banyak platform yang menawarkan gig economy dalam bentuk pekerjaan lepas (freelance), tetapi belum ada yang secara khusus menargetkan mahasiswa sebagai pasar utamanya. Padahal, melalui gig economy mahasiswa dapat membangun portofolio yang baik sejak masih duduk di bangku perguruan tinggi dengan menerima proyek lepas bidang Teknologi Informasi (TI). Dalam penelitian ini, dirancang sebuah aplikasi web yang khusus menyediakan proyek lepas di bidang TI bagi mahasiswa dengan menerapkan metodologi Customer Development. Aplikasi web tersebut dapat digunakan oleh dua tipe pengguna, yaitu pengguna pekerja mahasiswa dan pengguna klien. Penelitian ini berhasil menghasilkan luaran berupa solusi yang telah mencapai problem-solution fit dengan menggunakan value proposition canvas yang sudah tervalidasi, MVP berbentuk high-fidelity prototype, serta mengusulkan sebuah funnel akuisisi pengguna dengan memanfaatkan model AIDA. Secara garis besar, value propositions yang harus dimiliki oleh aplikasi adalah sistem verifikasi mahasiswa, sistem assessment bagi mahasiswa, sistem pendaftaran yang terpusat, bimbingan mentor saat pengerjaan proyek, dan sistem insentif yang kompetitif. Beranjak ke funnel akuisisi pengguna, awareness ditandai dengan pengguna pertama kali mengenal aplikasi, interest ditandai dengan pengguna mengunjungi aplikasi, desire ditandai dengan pengguna membuat akun pada aplikasi, dan akhirnya action ditandai dengan pengguna melamar pada proyek yang tersedia pada aplikasi. Hasil penelitian ini menunjukkan bahwa terdapat potensi besar dalam pemanfaatan gig economy untuk membantu mahasiswa TI mendapatkan pengalaman kerja nyata. ......The tech winter led to the layoff of approximately 97,000 workers in the technology sector in 2022. This phenomenon has led to increasingly limited and competitive job opportunities, making it difficult for fresh graduates in the field of information technology to secure employment. The main factor contributing to fresh graduates' inability to compete is the lack of practical work experience during their studies. One solution to this issue lies in the gig economy. There are currently numerous platforms that offer gig economy opportunities in the form of freelance work, yet none specifically target students as their primary market. However, through the gig economy, students can build a strong portfolio from their university days by accepting freelance projects in the field of Information Technology (IT). In this research, a web application is designed specifically to provide freelance projects in the IT field for students, applying the Customer Development methodology. The web application will be facilitating two segment of users, the student workers and the clients. The research successfully produced outputs including a solution that has achieved a problem-solution fit using a validated value proposition canvas, a Minimum Viable Product (MVP) in the form of a high-fidelity prototype, and proposed a user acquisition funnel utilizing the AIDA model. To simplify, the value propositions for the application are student verification system, an assessment system for students, a centralized registration system, mentor guidance during project work, and a competitive incentive system. Moving on to the user acquisition funnel, awareness is characterized by users first getting to know the application, interest is characterized by users visiting the application, desire is characterized by users creating an account on the application, and finally action is characterized by users applying to projects available on the application. The findings of this research demonstrate a significant potential in leveraging the gig economy to assist IT students in gaining real work experience.

Perusahaan penyedia teknologi telekomunikasi XYZ memiliki sistem informasi yang dibangun secara in-house, outsource, dan subscription untuk menjalankan aktivitas bisnis sehari-hari. Digital Project Management (DPM) merupakan salah satu sistem informasi yang dikembangkan secara in-house. DPM terbagi atas 3 sub-modul, salah satunya adalah Bill of Quantity and Material (BAM). BAM merupakan sistem supply chain management yang mencakup perencanaan sumber daya hingga logistik. Unit BAM mengharapkan bisnisnya untuk terus berkembang, memperluas pangsa pasar, dan menjaga kepercayaan pemangku kepentingan yang dimilikinya saat ini. Namun dalam mencapai harapan tersebut, unit BAM menghadapi kendala tidak dapat mencapai target waktu pengembangan yang telah ditetapkan. Salah satu penyebab dari kendala ini adalah tidak adanya kolaborasi antar tim pengembang dan tim operasional dalam BAM. Dalam menjawab permasalahan tersebut, dilakukan penelitian untuk menyusun rekomendasi yang dapat membantu menjawab permasalahan yang dihadapi oleh BAM dengan mengadopsi konsep DevOps. Penelitian ini berjenis applied research serta metode analisis data yang digunakan adalah explanatory sequential mixed-methods. Berdasarkan hasil penelitian, dari 28 konsep adopsi DevOps, 21 konsep dapat diaplikasikan di unit BAM. Rekomendasi untuk menjawab permasalahan yang dihadapi oleh unit BAM disusun berdasarkan konsep-konsep tersebut. Rekomendasi ini terdiri atas lima kategori, yaitu perubahan pola pikir (mindset change), perubahan proses pengembangan (development process change), peningkatan proses berbagi (sharing enhancement), perubahan keorganisasian (organizational change), serta pembuatan DevOps pipeline. Rancangan DevOps pipeline ini telah melewati proses validasi oleh project manager dan Global ICT DevOps Engineer. ......Telecommunication technology provider company XYZ has an information system which was built by in-house, outsourced, or subscription to carry out daily business activities. Digital Project Management (DPM) system is one of the information systems developed in-house. DPM is divided into 3 sub-modules, one of which is the Bill of Quantity and Material (BAM). BAM is a supply chain management system that includes resource planning up to logistics. BAM unit expects its business to grow, expand market share, and maintain the trust of current stakeholders. But in achieving these expectations, BAM unit faces problem of not being able to achieve the development time targets that had been set. One of the causes of this problem is the absence of collaboration between developer teams and operation team in BAM unit. In answering these problems, research was conducted to develop recommendations that can help answer the problems faced by BAM unit by adopting the concept of DevOps. This research is characterized as applied research and the data analysis method is explanatory sequential mixed-methods. Based on the results of the study, from 28 concepts of DevOps adoption, BAM unit can apply 21 concepts. Recommendation to answer the problems faced by BAM unit were built based on these concepts. The recommendation is categorized into 5 categories, which are mindset change, development process change, sharing enhancement, organizational change, and creating a DevOps pipeline. The DevOps pipeline design has passed the validation process by the project manager and the Global ICT DevOps Engineer.

Peningkatan tren teknologi saat ini meningkatkan adanya kebutuhan akan upaya-upaya untuk meminimalisir kegagalan proyek teknologi informasi (TI). Proyek TI kini termasuk dalam salah satu proyek dengan risiko yang tinggi sebagai akibat dari semakin meningkatnya kompleksitas serta kebutuhan bisnis. Maka dari itu, untuk memitigasi risiko yang ada, organisasi atau perusahaan membutuhkan tim yang memadai untuk menghadapi serangkaian risiko tersebut agar terhindar dari proyek yang bermasalah maupun gagal. Penelitian ini diinisiasi untuk dapat memberikan solusi bagi masalah tersebut dengan mengetahui komposisi nilai budaya tim yang paling mungkin memitigasi risiko teknis pada proyek TI, dengan mengukur pada tingkatan individual. Berdasarkan teori dari para ahli dan praktisi nilai budaya dan TI, diyakini bahwa tim yang memiliki proporsi pada komposisi nilai budaya tertentu akan mampu meningkatkan kinerja tim proyek TI melalui proses mitigasi risiko proyek sebagai mediator dan risiko persyaratan dan kompleksitas dari risiko teknis menjadi moderator. Penelitian ini menggunakan studi lapangan dengan survei 212 pekerja dari berbagai negara dan perusahaan TI. Hasil penelitian mengungkapkan tiga hasil utama, yaitu; proses mitigasi risiko proyek TI mampu memengaruhi kinerja proyek tim TI (1), risiko persyaratan dan kompleksitas memoderasi hubungan proses mitigasi risiko proyek TI dan kinerja tim proyek TI (2) dan proses mitigasi risiko proyek TI memediasi pengaruh komposisi nilai budaya tim terhadap kinerja tim proyek TI dalam kondisi yang berbeda-beda (3). ......The increasing trend of technology nowadays increases the necessity of efforts to minimize the discouraged failure of IT project. IT projects are now included in one of the higher risk projects as a result of the increasing business complexity and requirements. Therefore, to mitigate existing risks, an organization or company needs an adequate team to deal with those risks. This research was initiated to provide a solution to this problem by determine the composition of team culture values that are most likely to mitigate technical risks in IT projects, by measuring it at an individual level. Build upon the theory discovered by IT experts and practitioners, it is believed that a team that has a proportion in the composition of certain cultural values will be able to increase team project performance by risk mitigation process as mediator, and technical risk such as requirements and complexity risk as moderator. This research involved 212 respondents by field study conducted on various countries and IT companies. The research revealed three main results: project risk mitigation process influenced IT project team performance (1), requirements and complexity risks moderate the relationship between of risk mitigation process and IT project team performance (2) and project risk mitigation process mediated the influence of team cultural value composition and IT project team performance.

ABSTRAK Dalam rangka meningkatkan pendapatan dan menjalankan strategi perusahaan dalam hal memimpin pertumbuhan bisnis broadband baru, tim bisnis secara terus menerus melakukan inovasi fitur-fitur paket broadband sesuai dengan kebutuhan pelanggan kemudian melakukan request perubahan kepada tim IT. Salah satu request perubahan tersebut adalah request terkait proyek teknologi informasi sistem ordering paket broadband. Tidak seluruh proyek teknologi informasi sistem ordering paket broadband mengalami keberhasilan. Permasalahan pada proyek tersebut antara lain adalah proyek yang melebihi target waktu dan proyek yang memiliki kualitas yang kurang diharapkan. Agar proyek teknologi informasi sistem ordering paket broadband mengalami peningkatan keberhasilan sehingga dapat membantu mencapai strategi perusahaan, maka analisis pemeringkatan faktor penentu keberhasilan proyek teknologi informasi sistem ordering paket broadband di PT Telkomsel perlu dilakukan. Penelitian ini dilakukan untuk mendapatkan peringkat faktor penentu keberhasilan proyek teknologi informasi sistem ordering paket broadband di PT Telkomsel. Selain itu penelitian ini juga dilakukan untuk mendapatkan rekomendasi solusi terhadap permasalahan faktor-faktor penentu keberhasilan proyek. Tinjauan pustaka dilakukan untuk mengidentifikasi faktor-faktor penentu keberhasilan proyek teknologi informasi di organisasi telekomunikasi. Hasil identifikasi dari tinjauan pustaka tersebut kemudian divalidasi oleh pakar manajemen proyek dan narasumber pemangku kepentingan proyek yang diteliti. Faktor-faktor penentu keberhasilan tersebut kemudian dilakukan pemeringkatan melalui kuesioner pairwise comparison yang diolah dengan metode Analytic Hierarchy Process (AHP). Hasil dari penelitian ini menunjukkan bahwa keterlibatan pengguna dan komunikasi yang efektif adalah faktor penentu keberhasilan yang paling penting diikuti kemampuan dan motivasi tim, manajemen dan metodologi proyek, kemampuan dan kepemimpinan manajer proyek, requirement management, tujuan proyek yang jelas, dan dukungan manajemen puncak dan budaya organisasi

In order to increase revenue and run the companys strategy in terms of leading the growth of the new broadband business, the business team continuously innovates broadband package features according to customer needs and then requests a change to the IT team. One of the change requests is a request related to the information technology project for broadband package ordering system. Not all information technology projects for broadband package ordering systems have been successful. Problems with the project include projects that exceed the target time and projects that have less expected quality. In order for the information technology project for broadband packet ordering system at PT Telkomsel to be more successfull so that it can help achieve the companys strategy, an analysis of the ranking of critical success factors of the information technology project for broadband packet ordering system at PT Telkomsel needs to be done. This research was conducted to obtain a rank of critical success factors of information technology project for broadband packet ordering system at PT Telkomsel. In addition, this research was also conducted to obtain recommendations for solutions to the problems of critical success factors of information technology project for broadband packet ordering system at PT Telkomsel. The literature review was conducted to identify the critical success factors of information technology project in telecommunications organizations. The results of the identification from the literature review were then validated by project management experts and stakeholder of the project studied. The critical success factors then ranked through a pairwise comparison questionnaire which was processed using the Analytic Hierarchy Process (AHP) method. The results of this study indicate that user involvement and effective communication are the most important critical success factors followed by team capability and motivation project management and methodology project managers capabilities and leadership, requirements management clear project goals , and top management support and organizational culture
