"The infrastructure of the transportation system plays an important and strategic part in the development of a country and serves to support economic progress by enabling the mobility of citizens and the distribution of goods from one region to another. However, communities have unequal access to the system and there are gaps in the regional infrastructure in Indonesia, leading to the requirement for a mapping of all 33 provincial capitals. In this study, we reviewed provisions for road, sea, air, and rail travel. The mapping result is expected to determine the pattern and the prioritization needed for future infrastructure development. A literature review was performed to establish assessment indicators for the mapping. The weighting of each indicator was based on a survey of stakeholders in transportation sectors, which was then analyzed using the Analytical Hierarchy Process. After weighting was completed, the infrastructure of each provincial capital was assessed to determine ratings from the highest to the lowest rank. Jakarta, Medan, Bandung, Surabaya, and Semarang obtained the highest rankings, while Manokwari, Serang, Mamuju, Ternate, and Palangkaraya were at the bottom. This result shows that provincial capitals in western Indonesia had better assessment results than those in the east. Therefore, improvements to the transportation infrastructure of the latter cities should be prioritized."

"This research examined the inequality that emerges as Indonesia's economy shifts from an agricultural to a non-agricultural sector at the subnational level. These research questions include: (1) How has the agricultural sector in the Indonesian provinces changed over the past two decades? (2) What was the widespread impact of several socioeconomic variables on the transformation of agriculture? (3) How has the agricultural sub-sector responded to the dynamics of these socioeconomic factors over the last decade? The scope of the analysis was the whole province of Indonesia, with time series between 2001-2018. The shift in agriculture at the provincial level was mapped using indicators of poverty and the sector's economic contribution to each province. The logistic regression method was used to see the impact of socioeconomic factors on the agricultural transformation. In contrast, the panel regression was applied to respond to the dynamics of the agricultural sub-sector in terms of socioeconomics in the last ten years. According to the findings of agricultural transformation mapping, there were no changes in the distribution of rural poverty or the agricultural contribution factors between the provinces. Several macroeconomic, social, and infrastructure development factors also significantly contributed to encouraging agricultural transformation and enhancing the added value of the agricultural sector as a whole. It was important to better efficiently utilize the economic potential, which was done by taking production efficiency into account. Furthermore, consumer behaviour and the level of worker productivity had to be considered in attempts to boost economic productivity."

"Discussions on post-coloniality are often situated either in the centre of the colonizer or colonial metropole or the centre of the former colonized. The local perspective, especially in Indonesia, seems overlooked in existing literature, whereas it could be regarded as the cultural archive of the colonial era to post-independence Indonesia. Edward Said (1994) has said that cultural archives are a storehouse of a particular knowledge and structures of attitude and a reference to and structure of feelings. Gloria Wekker (2016) elaborates on the cultural archive; it has influenced historical cultural configurations as well as current dominant, cherished self-representations and culture. This paper examines the role of two provincial museums in Indonesia: Mpu Tantular Museum Surabaya and the Sonobudoyo Museum Yogyakarta, as cultural archives for each region. Since their foundation in the colonial era by the Europeans and local elite figures, these museums have seen many political changes. This paper delves into the archives and exhibitions of the museums to assess how they deal with their exhibition narratives as a colonial legacy, and to what extent these provincial museums have been involved in decolonization discourse. It proposes another way of looking at the post-colonial situation in Indonesian museums, not at the centre but more on the periphery."

"Skripsi ini membahas tentang prosedur penetapan dan penangguhan Upah Minimum Provinsi di Indonesia, khususnya di Sumatera Selatan dan Daerah Khusus Ibukota Jakarta. Metode penelitian yang digunakan adalah metode deskriptif analisis, dengan menerapkan studi kepustakaan dan wawancara untuk mengidentifikasi masalah. Berbagai persoalan/permasalahan dalam prosedur dan pelaksanaan juga dapat diketahui dengan menganalisis Putusan Pengadilan Tata Usaha Negara Nomor 12/G/2013/PTUN-PLG dan 62/G/PTUN-JKT/2013. Berkenaan dengan masalah tersebut terdapat lembaga yang terkait dengan penetapan dan penangguhan Upah Minimum Provinsi yaitu Gubernur dan Dewan Pengupahan Provinsi.

This thesis describes about the determination and postponement procedure of provincial minimum wage in Indonesia, especially in South Sumatera and Special Capital Region of Jakarta. The research method used is descriptive analysis method, by applying literature research and interviews to identify problems. Some problems in procedure and implementation also can be known by analyzing the State Administrative Court Ruling Number 12/G/2013/PTUN-PLG and 62/G/PTUN-JKT/2013. Relating to that, there are the institution dealing with determination and postponement procedure which are Governor and Provincial Remuneration Council."

"Penelitian ini bertujuan untuk mengetahui bagaimana efektifitas civil society dalam melaksanakan kontrol politik dan dampak dari aksi civil society tersebut bagi proses konsolidasi demokrasi. Penelitian merupakan studi kasus dalam aksi protes civil society pada penetapan APBD 2000 - 2002 di Dewan Perwakilan Rakyat Daerah Sumatera Barat. Secara khusus penelitian ini terfokus pada sejunilah pokok permasalahan, yaitu, bagaimana pertumbuhan civil society dan sejauh mana maraknya aksi pengawasan yang dilakukan telah dapat dikategorikan sebagai bentuk tumbuhnya civil society yang kuat; bagaimana efektifitas politik dari aksi protes tersebut; dan dampak dari aksi protes tersebut bagi konsolidasi demokrasidi tingkat lokal.
Dalam melakukan formulasi penelitian serta analisis data, penelitian ini didukung oleh teori demokrasi dan civil society. Teori demokrasi diarahkan untuk melihat sejauhmana perubahan politik yang sedang terjadi telah mengarah pada konsolidasi demokrasi dan berdampak pada perkembangan civil society. Sedangkan teori civil society berguna untuk melihat bagaimana perkembangan civil society itu sendiri. Penelitian mengunakan metode kualitatif dengan pendekatan studi kasus_ Data penelitian dikumpulkan melalui tiga strategi, yaitu studi kepustakaan, wawancara dan observasi secara langsung. Analisa data dilakukan secara kuaiitatif, yang mencatat alur peristiwa secara kronologis, menilai sebab akibat dan memperoleh penjelasan yang lebih dalam dan bermanfaat
Kesimpulan dari penelitian ini adalah pertumbuhan civil society sangat tergantung pada sistem politik sebuah negara. Pada pemerintahan Orde Baru pertumbuhan civil society banyak mendapat gangguan. Namun ketika anus reformasi berhasil membuka katup politik pertumbuhan civil society menunjukan peningkatan. Sebagai kekuatan yang berada di luar negara dan menjadi penyeimbang bagi negara, civil society di Sumatera Barat telah menunjukan efektifitas gerakan dan berdampak pada prose konsolidasi demokrasi kususnya di tingkat lokal. Malta tidak terlalu berlebihan jika penguatan dan pemberdayaan civil society dapat menjadi altematif bagi konsolidasi demokrasi,khususnya bagi negara-negara yang sedang melakukan transisi ke demokrasi.

Civil Society Participation on Controlling Assembly at Provincial Level. Case Study : Protest Action on Determining APBD 2000-2002 to Assembly at Provincial Level of West Sumatra
Research proposes to recognize how civil society to effective on politic controlling and its impact to democracy consolidation process. This research is a case study on protest action of civil society in determining APBD 2000-2002 in Assembly at provincial level of West Sumatra_ Specially, the research focuses on several matters; that are, how is the developing of civil society process; how strong the controlling action that has been done, categorized as basis developing of strong civil society; how the politic affectivity of the protest; and the impact of the protest to local democracy consolidation.
In performing research formulation and data analysis, it's supported by democracy and civil society theory. Democracy theory was aimed to observe how far the politic changing that lately happening, proposed towards democracy consolidation and impacted to the developing of civil society. Whereas civil society theory was proposed to observe how the developing of civil society itself. The research applied qualitative method by case study approaching. The data were collected through three strategy, that are; library study, interview and directly observations. Data Analysis carried out by qualitative, that recorded chronologically phenomenon, analyzed the effect and impact and acquired deep explanation and useful.
The conclusion of the research is the developing of civil society entirely depend upon political system of a state. On new order, the developing of civil society experienced many obstacles. However, when reformation successed to take off the politic valve, the developing of civil society showed many positive improvement. As one of strengths beyond the state and to be counterpart of the state, civil society in West Sumatra has shows its movement affectivity and impact to democracy consolidation process, particularly at local level. Therefore, it didn't remained if reinforcement and empowerment the civil society as an alternative solution to consolidation democracy, particularly, to states that carried out transition process towards democracy."

Upaya nasional menuju pembangunan berkelanjutan memengaruhi pemerintah daerah dalam membuat arah kebijakannya, khususnya kebijakan penganggaran. Namun, meski dianggap penting bagi, anggaran fungsi lingkungan hidup sering termarjinalisasi dalam penentuan anggaran negara. Studi ini mencoba untuk menganalisa pengalokasian dan pemanfaatan ‘anggaran hijau’ tersebut pada masa Rencana Pembangunan Jangka Mengah Provinsi DKI Jakarta (2013-2017). Metodologi yang digunakan adalah analisa konten pada dokumen APBD Provinsi DKI Jakarta dan melakukan wawancara untuk menggali potensi hambatan dan penggerak yang berimbas pada celah antara alokasi dan realisasi anggaran. Dari hasil Analisa didapatkan alokasi ‘anggaran hijau’ rata-rata sebesar 6,1% dari keseluruhan postur anggaran provinsi, yang secara signifikan lebih tinggi dari anggaran yang sama pada tingkat nasional sebesar 0,8 – 1%. Namun, realisasi rata-rata realisasi anggaran adalah rendah pada 47,1% dari anggaran yang dialokasikan. Selanjutnya, dari Analisa klasifikasi COFOG didapatkan bahwa fungsi Perlindungan Keanekaragaman Hayati dan Lahan mendapatkan porsi terbesar dalam anggaran fungsi lingkungan hidup. Hasil wawancara memperlihatkan bahwa aspek Kolaborasi adalah yang utama dalam mendukung tercapainya kebijakan urusan lingkungan, sementara aspek Kapasitas Staf Pemerintah, Kepedulian Publik, dan Keselarasan Kebijakan dianggap sebagai hambatan yang utama dalam mewujudkan kebijakan yang berpihak terhadap lingkungan sehingga perlu mendapatkan perhatian dari pemerintah daerah.


The national struggle for sustainable development influenced the sub-national governments level in composing their policy directions especially public budget policy. Nonetheless, although the environmental protection function is important, it tends to be marginalized in the national budgetary debates. This study, therefore, attempts to analyse the ‘green budget’ allocation and utilization within the Regional Medium-term Development Plan 2013 – 2017 of Jakarta Province. The methodology draws on descriptive analysis of derived data from annual provincial budget documents, and in-depth interview analysis explored potential barriers and drivers give rise to gaps in budget between the allocation and realization stage. Results show that the allocated ‘green budget’ posture of Jakarta Province was 6.1% in the five years average, significantly higher when compared to the national level at 0.8 – 1 percent. However, the realization was low with average actual spending at 47.1% of the total allocated budget. In addition, based on COFOG, the biggest function/purpose supported by the environmental affairs budget was biodiversity and land protection which are responsible for green open space provision in Jakarta Province. The interviews point to the collaboration aspect among the profound drivers to support environmental affairs policy. Meanwhile, the aspects of staff capacity, public awareness, and policy alignment are believed to be significant barriers that the government is recommended to take into consideration.

"ABSTRAK
Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi
kemiskinan pekerja dibayar di perkotaan dengan menggunakan data Susenas
2013. Berdasarkan analisis deskriptif dan regresi logistik biner diketahui bahwa
umur, jenis kelamin, status migrasi, status perkawinan, pendidikan, lapangan
usaha, status dalam pekerjaan, proporsi ART berumur > 15 tahun, proporsi ART
berumur > 64 tahun, dan proporsi ART lain bekerja dan berpenghasilan memiliki
pengaruh yang signifikan terhadap risiko pekerja dibayar di perkotaan berstatus
miskin. Faktor terkuat yang memengaruhi kemiskinan pekerja dibayar dengan
kriteria garis kemiskinan dalam penelitian ini adalah pendidikan, proporsi ART
lain bekerja dan berpenghasilan, dan proporsi ART berumur < 15 tahun. Dengan
kriteria Upah Minimum Provinsi, faktor terkuat yang menyebabkan pekerja
dibayar hidup di bawah standar adalah proporsi ART lain bekerja dan
berpenghasilan, pendidikan, dan status migrasi

ABSTRACT
This research aims at analyzing factors influence poverty status at paid workers
in urban area using 2013 Susenas. Descriptive analysis and result of binary
logistic regression indicate note that age, gender, migration status, marital status,
education, field of business, status in employment, the proportion of under 15 year
old household member, the proportion of above 64 year old household member,
and proportion of other household member?s work have significant effects on the
risk of paid workers in urban to be poors. The strongest factors affecting poverty
status of paid workers by poverty line criteria in this study are education, the
proportion of other hosehold member?s work, and the proportion of 15 year old
household member. Based on provincial minimum wage criteria, the strongest
factors that cause paid workers paid live below the standard are the proportion in
other hosehold member?s work, education, and the status of the migration;"

"Banjir menjadi diskursus politik utama di Provinsi DKI Jakarta pasca desentralisasi diterapkan dan juga peristiwa banjir besar pada tahun 2002. Penelitian ini hadir dengan melihat pola dari upaya mengkonstruksikan framing dalam kebijakan banjir di Provinsi DKI Jakarta. Analisis pola tersebut dilihat dengan menggunakan teori siklus hidrososial, pendekatan framing dan juga pendekatan paradigma manajemen banjir. Penelitian ini berlokasi di wilayah kerja Pemerintahan Provinsi DKI Jakarta serta memiliki manfaat untuk melihat konsistensi pola kebijakan banjir beserta dampaknya. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan menggunakan studi analisis kebijakan selama 17 tahun dari tahun 2002-2019. Untuk mengkonstruksikan framing, peneliti menggunakan teknik menamakan kategori kebijakan (naming), mengurutkan kategori berdasarkan pendekatan yang digunakan (Categorization and numbering), coding untuk mengklasifikasi kebijakan, dan kemudian coding tersebut dikonstruksikan melalui simplifikasi framing dengan dasar konsep yang digunakan dalam penelitian ini. Penelitian ini memiliki temuan bahwa Pemerintah Provinsi DKI Jakarta membangun framing tertentu agar dapat mempertahankan akses akan pengendalian banjir melalui kebijakan yang dihasilkan. Relasi kuasa yang dihasilkan sistem sosial politik berdampak pada upaya dominasi framing pada kebijakan banjir. Framing tersebut berdampak pada konsistensi wacana penanggulangan banjir yang didominasi oleh paradigma manajemen banjir secara teknis.

Floods became the main political discourse in the DKI Jakarta Province after decentralization was implemented and the flood disaster which happened at 2002. This research was aims to giving the pattern of efforts to construct framing in flood policies in DKI Jakarta Province. The analysis was seen using the hydro-social cycle theory, framing approach and also the flood management paradigm. This research was located in the area of the DKI Jakarta Provincial Government and has the benefit to discover the policy impact through the pattern of flood policy. The method used in this study is qualitative by using policy analysis for 17 years from 2002-2019. To construct framing, researcher use a technique called the policy category (naming), sorting categories based on the assessment used (categorization and numbering), coding to classify policies, and then coding is constructed through simplification of framing based on the theory and approach which used in this research. This research found that the Provincial Government of DKI Jakarta is constructing the framing in order to be able to maintain their access towards the flood management policies. The social and political system are influencing their efforts to dominate the framing towards influencing flood related policies. The framing which used by the DKI Jakarta Provincial Government boost the consistency of flood related discourse which favoring the technical flood paradigm towards Jakarta’s flood related policies."
