Abstrak :
Tesis ini membahas efektifitas dalam proses pengadaan peralatan penunjang pendidikan yang dilakukan oleh Unit Pengadaan Politeknik NDD. Penelitian ini adalah penelitian kualitatif dengan rancangan deskriptif dan bertujuan untuk mengetahui efektifitas proses pengadaan peralatan penunjang pendidikan, mengidentifikasi kendala dalam mengimplementasikan peraturan terkait dan mengetahui upaya telah dilakukan untuk mengatasinya. Penelitian menunjukkan bahwa masih terdapat beberapa prosedur yang berkaitan dengan pengguna barang yang dilaksanakan oleh Unit Pengadaan tidak sesuai dengan SOP nya. Penelitian ini menyarankan perlu melibatkan staf yang kompeten dalam menentukan jenis peralatan yang dibutuhkan dan memberikan pelatihan mengenai pengadaan barang/ jasa kepada para pegawai administrasi sebagai pelaksana pengadaan dan kepada manajemen dan dosen sebagai pengguna barang/jasa.

This thesis explores the effectiveness of educational supporting equipment procurement process conducted by the Procurement Unit of Polytechnic NDD. This study is a descriptive qualitative research design and aims to find out the effectiveness of education support equipment procurement process, identify the constraints in implementing the relevant regulations and know the effort has been made to overcome them. Research shows that there are some procedures related to the users of goods that have not been implemented by the Procurement Unit so that its performance is still considered not conform to the SOP. This research suggests need to involve staffs who are competent in determining the type of equipment needed and provide training on procurement of goods/ services to administration staffs as the executor of the procurement and to the management and lecturers as a user of the goods/ services.

Abstrak :
Sektor Badan Usaha Milik Negara merupakan bagian integral dari kegiatan sosial ekonomi suatu negara. Masalah utama yang dihadapi BUMN saat ini terletak pada tata kelola dan profesionalisme karena kinerja BUMN dituntut oleh semua pemangku kepentingan. PT APUS merupakan salah satu BUMN, pada tahun 2019, terdapat kasus suap atas proses pengadaan barang yang terungkap dari proses Operasi Tangkap Tangan oleh Komisi Pemberantasan Korupsi. Penelitian ini bertujuan untuk memberikan gambaran dan analisis atas kasus suap ini. Permasalahan ini terjadi karena adanya kasus penyalahgunaan wewenang yang berupa penyerahan uang untuk direktur keuangan PT APUS terkait dengan proyek yang dikerjakan oleh PT INTAN. Penelitian ini menggunakan metode kualitatif untuk memberikan analisis atas kasus suap berdasarkan prinsip-prinsip GCG dengan menggunakan kerangka GCG dari KNKG. Hasil penelitian menunjukkan bahwa PT APUS belum menjalankan seluruh prinsip GCG dengan baik dan efektif. Hal tersebut disebabkan oleh lemahnya sistem pengendalian internal atas organ perusahaan serta tidak berjalannya whistle blowing system. ......The State-Owned Enterprises sector is an integral part of a country's socio-economic activities. The main problem faced by SOEs today lies in governance and professionalism because the performance of SOEs is demanded by all stakeholders. PT APUS is one of the SOEs, in 2019, there was a bribery case for the procurement process which was revealed from the Hand Catching Operation process by the Corruption Eradication Commission. This study aims to provide an overview and analysis of this bribery case. This problem occurred because of a case of abuse of authority in the form of handing over money to the finance director of PT APUS related to a project carried out by the company.PT INTAN. This study uses qualitative methods to provide analysis of bribery cases based on GCG principles using the GCG framework from KNKG. The results show that PT APUS has not implemented the all principles of GCG properly and effectively. This is due to the weakness of the internal control system over the company's organs and the ineffectiveness of the whistle blowing system at PT APUS.
