Abstrak :
Penelitian ini bertujuan melakukan identifikasi permasalahan utama dan memberikan rekomendasi untuk mengatasi permasalahan pengelolaan aset tetap pada Pemerintah Provinsi Riau. Metode riset dalam penelitian ini menggunakan pendekatan kualitatif dengan acuan Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 dan Asset Life Cycle Management (Schumann and Brent, 2005). Berdasarkan acuan tersebut, disusun daftar pertanyaan untuk memperoleh data melalui wawancara dengan para pengelola aset tetap. Hasil penelitian menunjukkan bahwa permasalahan utama dalam pengelolaan aset tetap di Pemerintah Provinsi Riau adalah: i) profesionalisme sumber daya manusia; ii) Standar Operasi Prosedur (SOP) pemanfaatan dan pemeliharaan aset tetap yang belum memadai; iii) kebijakan mutasi pegawai yang kurang mendukung optimalisasi pelaksanaan tugas pengelolaan aset tetap; dan iv) lemahnya koordinasi antar instansi. Berdasarkan permasalahan tersebut, maka rekomendasi yang diajukan adalah: i) mengadakan sosialisasi tentang profesionalisme secara reguler kepada para pegawai yang terlibat dalam pengelolaan aset tetap ; ii) menyusun dan menyempurnakan SOP pemanfaatan dan pemeliharaan aset tetap; iii) menyempurnakan kebijakan mutasi pegawai yang mendukung optimalisasi pelaksanaan pengelolaan aset tetap; iv) rapat koordinasi pengelolaan aset tetap Badan Pengelola Keuangan dan Aset Daerah (BPKAD) dan Organisasi Perangkat Daerah (OPD) di lingkungan Pemerintah Provinsi Riau; v) merancang sistem pembayaran elektorinik perpajakan aset tetap bersama BAPEDA Provinsi Riau. ......This study aims to identify the main problems and provide recommendations to overcome the problems of fixed asset management in the Riau Provincial Government. The research method used in this study is a qualitative approach with reference to the Regulation of the Minister of Home Affairs Number 19 of 2016 and Asset Life Cycle Management. (Schumann and Brent, 2005) Based on this reference, a list of questions was compiled to obtain data through interviews with asset managers. stay related. The results of the study indicate that the main problems in the management of fixed assets in the Riau Provincial Government are mainly: i) human resources; ii) the absence of Standard Operating Procedures (SOP) for the utilization and maintenance of fixed assets; iii) policy for employee transfer in the management of fixed assets; and iv) coordination between agencies. Based on these problems, the recommendations for the Riau Provincial Government are: i) conducting regular socialization about professionalism to employees involved in the management of fixed assets within the Riau Provincial Government setting a regular schedule of socialization; ii) prepare SOP for utilization and maintenance of fixed assets, ; iii) formulating a policy for employee transfer in the management of fixed assets; iv) coordination meeting about asset management beetween regional financial and asset management agencies (BPKAD) and Regional Apparatus Organizations (OPD); v) collaboration with the Regional Revenue Agency (BAPEDA) of the Riau Province Government.

Penelitian ini bertujuan untuk menganalisis pengelolaan aset tetap untuk mengidentifikasi kendala-kendala dan mencari tindakan perbaikan yang bisa dilakukan untuk mengatasinya. Penelitian ini menggunakan metode analisis deskriptif dengan sumber data dari data primer dan data sekunder berupa hasil wawancara dengan pihak-pihak yang terkait. Dari penelitian ini ditemui kelemahan terkait pengelolaan aset tetap yaitu tidak adanya kebijakan umum, Pedoman Tata Kelola PTK, SDM, dan keterbatasan Sistem Informasi. Tindakan perbaikan yang bisa dilakukan yaitu dengan mengadakan pelatihan kepada pihak yang terlibat, membuat peraturan dan PTK, menerapkan konsep three line defence, menggunakan SIMAK BMD dari BPKP, serta melakukan kerjasama dengan KPKNL dalam hal penilaian aset. ......This study aims to analyze the fixed assets management, identify the existing obstacles and find the proper action plan to solve. This research uses descriptive analysis with data sources of primary data and secondary data in the form of interviews with the parties involved. The weaknesses found in the asset management are absence of a common policy governing the management of assets, lack of Standard and Operating Procedures, lack of human resources, and limitations in Information Systems. Solutions proposed are to conduct training to the parties involved, preparing the Standard and Operating Procedures as guidelines, applying the three line of defence method, implementing SIMAK BMD from BPKP, as well as cooperation with KPKNL in terms of asset valuation.
