Penelitian ini mempelajari pengaruh kebijakan cukai terhadap produksi sigaret kretek mesin dengan menggunakan data panel 75 perusahaan dari 2009 ? 2012. Teknik yang digunakan adalah pendekatan panel dengan model fixed effect. Hasil penelitian menunjukkan bahwa kebijakan cukai berdampak negatif terhadap produksi rokok dan kebijakan harga rokok berpengaruh positif terhadap produksi rokok. Hasil penelitian tambahan menunjukkan bahwa perusahaan kecil dan menengah menerima dampak lebih besar daripada perusahaan besar dalam hal penurunan produksi akibat kenaikan tarif cukai. Sedangkan perusahaan kecil dan menengah mendapatkan keuntungan dari kenaikan harga rokok. Hasil penelitian ini menganjurkan Pemerintah agar tetap melanjutkan kebijakan cukai sekarang, sistem cukai dengan layer, untuk melindungi perusahaan kecil dan menengah

ABSTRACT
This study investigates the impact of excise policy on machine-rolled clove cigarette production using a panel data set of 75 firms from 2009 to 2012. Using a panel approach technique with a fixed effect model, I found that excise tariffs have a negative impact on cigarette production. I also found that cigarette price has a positive impact on cigarette production. Additional experiments show that small and medium firms suffer more than large firms in terms of production decreases due to an increase in excise tariff, whereas small and medium firms benefit from an increase in cigarette prices. These findings suggest that governments should continue the current excise policy, which is a tiered specific excise system, in order to protect small and medium firms
