Abstrak :
Riset ini berangkat dari fakta mendominasinya kekerabatan politik dalam representasi anggota DPRD Provinsi Sulawesi Selatan di setiap periode, termasuk anggota perempuan. Representasi anggota perempuan terpilih pada Pemilu 2019 mencapai 30 persen, akan tetapi mayoritas merupakan keluarga penguasa ataupun pimpinan partai politik. Di tengah mendominasinya anggota parlemen dari lingkaran keluarga politik, terdapat dua anggota perempuan yang terpilih, meskipun tanpa dukungan kekerabatan politik dan baru pertama kali mengikuti pemilihan umum. Penelitian ini menganalisis dua anggota perempuan DPRD berlatarbelakang non-kekerabatan politik dalam memanfaatkan modal sosial dan politik yang mereka miliki untuk memenangkan Pemilu 2019. Metode penelitian yang digunakan adalah kualitatif dengan studi kasus. Penelitian ini menggunakan teori modal sosial dari Robert D. Putnam, mengenai analisis jaringan, norma dan kepercayaan terkait kepemilikan modal sosial. Temuan studi menunjukkan bahwa kandidat perempuan terpilih meskipun tanpa latar belakang kekerabatan politik memanfaatkan pendekatan silaturahmi kepada tokoh masyarakat, tokoh agama, dan memanfaatkan jaringan keluarga besar yang mampu mendorong keterpilihan mereka. Meskipun baru terlibat dalam pemilihan legislatif tetapi kedua kandidat mampu membangun koneksi dengan tokoh politik untuk memudahkan pencalonan. Kemampuan kandidat memanfaatkan identitas religius baik melalui kedekatan dengan kelompok sosial berlatar belakang agama Islam serta kendaraan partai politik turut berperan dalam keterpilihan. Selain penempatan nomor urut pada surat suara, modal ekonomi juga tidak memberi pengaruh signifikan dalam keterpilihan kedua kandidat tersebut. ......This research has based on the fact in the domination of kinship politics in the member’s representation of of kinship politics in the member’s representation of Regional People‘s Representative Council (DPRD) of South Sulawesi Province in each period, including women members. The elected women member’s representation in the Pileg (Legislative Election) of 2019 reached 30 percent, however, the majority were the ruling family or leader of the political party. In the dominating of parliament members from the political family, there were two elected women members even without the support of kinship politics and the first time following the election. This research analyzed two women member's non-kinship-based politics of DPRD in utilizing their social and political capital to win the  Pemilu of 2019. The used research method is qualitative with the case study. This research uses Robert D. Putnam’s social capital theory about the analysis of networks, norms, and beliefs related to social capital possession. The study findings show that the elected women candidates even without political kinship background, utilized silaturahmi (hospitable relationship) approach to the community leaders, religious leaders, and utilizing big family networks that can encourage their electedness. Even just involved in the legislative election, but both candidates can build connections with political figures to ease the candidacy. The candidate’s ability to utilize religious identity through the proximity with Islam-based social community and political party motor has also a role in the electedness. Besides the placement of ballot number in ballot paper, economical capital has not also given significant effects on the electedness of both candidates.

Pencalonan jalur perseorangan pada pilkada langsung di Kabupaten Garut cenderung mengalami penurunan. Dibandingkan pelaksanaan pilkada 2008 dan pilkada 2013, partisipasi bakal pasangan calon dalam pilkada Kabupaten Garut 2018 menunjukkan angka yang paling sedikit. Permasalahan tersebut dikarenakan adanya aturan peningkatan syarat minimal dukungan yang harus dipenuhi oleh bakal pasangan calon sesuai UU Pilkada Nomor 10 Tahun 2016. Kajian ini berfokus pada peran modal politik, modal sosial dan modal ekonomi bagi bakal pasangan calon Suryana dan Wiwin Suwindaryati dalam pencalonan jalur perseorangan pada pilkada Kabupaten Garut tahun 2018, melalui teori modal Pierre Bourdieu (1992) terutama terkait dengan modal politik, modal sosial dan modal ekonomi serta relasi kepemilikan modal dengan pencalonan jalur perseorangan. Untuk memperkuat teori modal politik Pierre Bourdieu dalam penelitian ini, didukung oleh teori modal politik oleh John A. Booth dan Patricia Bayer Richard (1998). Penelitian ini dilakukan dengan menggunakan metode kualitatif melalui wawancara mendalam, dan studi literatur. Hasil penelitian ini menunjukkan bahwa peran modal politik yang terakumulasi dengan kekuatan modal sosial dan modal ekonomi, memengaruhi kekuatan politik dan strategi pasangan calon Suryana dan Wiwin Suwindaryati dalam memenuhi syarat minimal dukungan pada tahap pencalonan perseorangan. dalam pilkada Kabupaten Garut 2018. ......Nominations for the individual path during the direct election in Garut district tend to fall. In comparison to the 2008 and 2013 elections, the number of individual candidate pairs participating in the 2018 Garut district election was the lowest. This problem is due to the rules for increasing the minimum support requirements that must be met by prospective pairs of candidates according to Election Law Number 10 of 2016. This study focuses on the role of political capital, social capital, and economic capital for the prospective candidates, Suryana and Wiwin Suwindaryati, in the nomination of the individual path in the 2018 Garut district election. Bourdieu's theory of capital (1992), mainly related to political capital, social capital, and economic capital, as well as the relationship between capital ownership and the nomination of the individual path. To strengthen Pierre Bourdieu's theory of political capital in this study, it is supported by the theory of political capital by John A. Booth and Patricia Bayer Richard (1998). This research was conducted using qualitative methods through in-depth interviews and literature studies. The results of this study indicate that the role of political capital, which is accumulated with the strength of social capital and economic capital, affects the political power and strategy of the candidate pair of Suryana and Wiwin Suwindaryati in meeting the minimum support requirements at the individual nomination stage in the 2018 Garut Regency Election.

Abstrak :
Artikel ini ditujukan untuk menjawab pertanyaan penelitian berupa faktor-faktor apa sajakah yang memengaruhi rendahnya keterpilihan penyandang disabilitas pada pemilihan anggota DPRD Jawa Barat 2019. Adapun, perspektif teoretis yang digunakan sebagai landasan analisis merujuk pada teori supply-demand side yang digagas oleh Pippa Norris dan Joni Lovenduski. Dalam perspektifnya tersebut, terdapat tiga faktor utama yang diindikasikan memiliki pengaruh terhadap proses rekrutmen dan seleksi hingga keterpilihan penyandang disabilitas dalam pemilu. Faktor-faktor ini terdiri atas faktor modal politik atau sumber daya dengan cakupan variabel: waktu, finansial, pengalaman politik dan jaringan pendukung. Faktor motivasi politik yang meliputi ambisi, dorongan dan kepentingan yang hendak diperjuangkan. Faktor diskriminasi yang dipengaruhi oleh adanya paradigma atau kultur dalam masyarakat terhadap kelompok disabilitas, sistem regulasi yang berlaku serta kecenderungan pragmatisme partai politik terhadap kandidat disabilitas. Faktor enabling environment berupa regulasi, keterbukaan partai terhadap isu disabilitas, keberpihakan penyelenggara pemilu, dan peran Organisasi Penyandang Disabilitas (OPD) menjadi faktor yang tak terpisahkan dalam kasus ini. Lebih lanjut, penelitian ini menggunakan metode kualitatif dengan instrumen wawancara mendalam terhadap sejumlah informan serta analisis dokumen terhadap sejumlah hal yang berkaitan dengan isu yang diangkat dalam penelitian ini. Sehingga, kesimpulan yang dapat diajukan dari penelitian ini adalah bahwa faktor modal, motivasi politik dan diskriminasi serta enabling environment memiliki pengaruh terhadap rendahnya keterpilihan penyandang disabilitas sebagai anggota DPRD pada pemilu legislatif Jawa Barat tahun 2019. ......This article was intended to answer research questions in the form of factors that influenced the low electability of people wih disabilities in the Legislative Elections of West Java in 2019. Moreover, the theoretical perspective used as a basis for analysis referred to the supply-demand side theory initiated by Pippa Norris and Joni Lovenduski. In this perspective, there were three main factors that were indicated to have an influence on the recruitment and selection process until the election of persons with disabilities in the election. These factors consisted of political capital factor or resources with a range of variables: time, financial, political experience, and supporting network. Political motivation factor which included ambition, drive, and interests to be fought for. Discrimination factor that was influenced by the existence of a paradigm or culture in society against disability groups, the prevailing regulatory system, and the pragmatism of political parties towards disability candidates. Enabling environment factor consited of regulation, the partiality of election organizers, political party’s openness to the issue of disability and role of disabled people’s organizations became an inseparable factor. Furthermore, this study used a qualitative method with in-depth interviews done to a number of relevant informants and document analysis of several issues related to the problems raised in this study. Thus, the conclusion that could be drawn from this study was that the capital factor, political motivation, discrimination and enabling environment had an influence on the lackness of persons with disabilities candidates being elected as members of the DPRD in the legislative election of West Java in 2019.
