Abstrak :
Since law No. 22/1999 was put into effect and changed to Law No. 32/2004, there has been significant change in the implementation of local and village government administration . The change causes the number of the activities that have to be done too. Therefore a village headman who has adequate competencies is needed to manage the functions of management or a village headman who functions as a manager is needed. This article discusses some roles, duties and skills. In order that the roles,duties and skills can be performed by the village headman,upgrading the skills of the village headman as manager,clearly, should be done as soon as possible . Thus, one way is to pay attention to their academic level as a requirement to be village headman. The minimum level should be Senior High School, not Junior High School as what is required now.

Abstrak :
Implementation of security and peace order and protection of the people especially those who are within the settlement is the duty and responsiblity of member units of community protection (Satlinmas) and what happens when members Satlinmas in carrying out its duties and functions not supported by the human resources of adequate quality and quantily so the expectations and desires of the community to get security and peace order and public protection are not met in full and result in (Satlinmas) presence can not be felt by the community. The method used in this study using qualitative research with descriptive analysis the data obtained through documentation obasevation and interviews sample locations were selected based on purposive sample of Cilacap. Cilacap is a district that has accommodated the institutional linmas the organizational strucure of ciil service police unit and a barometer for other regions in the implementation of the enforcement of local reulations. The purpose of study wanted to know how far Satlinmas can act in accordanice with its duties and functions. Research results that Satinmas role in organizing disaster managment the handling of secutity peace and order protection of the public at the district level are generally aleady be implemented bat at the neighborhood level and hormonious citizen tasks and functions are yet to be implemented optimally.
