"ABSTRAK
Penelitian ini berfokus pada dampak penyelenggaraan pendidikan pada Akademi Imigrasi terhadap kualitas kerja dan perilaku alumni AIM. Penelitian ini termasuk penelitian kuantitatif dengan metode deskriptif.
Penelitian ini menggunakan teori dampak penyelenggaraan pendidikan. Responden dalam penelitian ini terdiri dari 60 orang alumni dari 3 (tiga) angkatan. Pengumpulan data dilakukan menggunakan kuesioner, sedangkan analisis dilakukan dengan merujuk pada teori dan konsep yang digunakan, dalam hal ini penulis menggunakan analisis regresi dan korelasi.
Dari analisis terhadap hash kuesioner, disimpulkan bahwa: Dengan penyelenggaraan pendidikan yang terencana dengan baik akan membawa dampak yang postif terhadap peningkatan kualitas kerja dan perilaku alumni. Untuk itu diperlukan kurikulum yang memiliki kesesuaian dengan bidang Keimigrasian, dan juga diperlukan tenaga-tenaga pengajar yang berasal dari praktisi yang berkompeten dengan bidang tugas keimigrasian. Disamping itu Taruna AIM perlu banyak dilatih untuk memecahkan masalah dan berani untuk berargumentasi, dengan bahan praktek keimigrasian yang lebih sering intensitasnya. Diharapkan dengan perencanaan penyelenggaraan pendidikan yang memenuhi kesesuaian dengan bidang tugas keimigrasian, maka akan menghasilkan lulusan yang berkompeten dibidangnya dan akan berdampak pada peningkatan kualitas kerja dan perilaku mereka di tempat tugas mereka.

ABSTRACT
This research aimed to find out the effect of academic program at Immigration Academy toward their alumnus performance and attitude. This research was a quantitative research based on descriptive method.
Research used the theory on effect of academic program. It was conducted upon 60 alumnus of Immigration Academy from 3 (three) levels. Data is collected by using questioner, and data analysis techniques in used is regression and correlation analysis.
From the analyses, it was found that well-prepared academic program would bring a positive effect toward improvement of alumnus performance and attitude. Therefore, it needs a suitable curriculum which is still in immigration field, as well as professional lecturers who have immigration background. The students of Immigration Academy is needed to have more practice in solving the problems and have a bravery in making argumentation in the field of immigration. It was hoped that the suitable planning for academic program would create students who had capabilities in their study, and then it would effect the enhancement of their performance and attitude in the area of their work.

"Pembangunan dan pengembangan sumber daya manusia (SDM) sebagai tantangan dan tuntutan di era globalisasi yang rnenjadikan perubahan yang sangat cepat, merupakan suatu kebutuhan yang sangat mendesak. Pengembangan SDM dilakukan dan dihasilkan melalui program pendidikan dan pelatihan (diklat) yang merupakan cara yang strategis bagi peningkatan kualitas manusia serta harkat, martabat dan kesejahteraannya.
Penelitian ini bertujuan untuk melakukan Studi Evaluasi Penyelenggaraan Diklat Auditor Ahli pada Pusdiklat Pegawai BPK-RI. Evaluasi terhadap pelaksanaan diklat ini dilakukan untuk mengetahui sejauh mana efektivitas penyelenggaraan diklat baik yang menyangkut jenis layanan (layanan penyelenggara dan dukungan sarana dan prasarana) maupun mengenai layanan proses belajar mengajar (kebutuhan diklat, kurikulum dan widyaiswara).
Evaluasi dilakukan dengan mengadakan penelitian untuk menguji efektivitas penyelenggaraan diklat tersebut dan dalam penelitian ini melibatkan 60 responden yang dipilih dari 308 orang yang merupakan populasi penetitian.
Penelitian dilakukan dengan menggunakan analisis deskriptip statistik untuk menganalisis dan mendiskripsikan persepsi peserta terhadap pelaksanaan penelitian yang meliputi aspek kebutuhan diklat, kurikulum, peserta diklat, penyeienggara, widyaiswara, sarana dan prasarana serta pendanaan, sedangkan uji perbedaan yang berupa pre-test dan post-test digunakan untuk menguji pengaruh pelatihan dalam meningkatkan pengetahuan peserta.
Hasil penelitian memberikan gambaran mengenai hasil uji t-test yang menunjukkan perbaikan yang signifikan bagi para peserta Diklat Auditor Ahli dalam mengikuti program pelatihan. Selain itu juga studi evaluasi penyelenggaraan diklat secara umum menunjukkan relatif telah berjalan cukup baik, hal tersebut tampak dari skor penilaian atas layanan penyelenggaraan yang meliputi layanan administrasi dan penyediaan sarana dan prasarana, demikian juga dalam hal layanan proses belajar mengajar yang meliputi penilaian terhadap kebutuhan diklat, kurikulum dan tenaga pengajar/widyaiswara."

"ABSTRACT
The fund of educations at schools, from elementary schools up to university, becomes a hot issue to be discussed from time to time. The main topic of the discussion is to talk about how far the government involvement and the society endorsement in implementing educations.
The Government, in the National Middle Term Development Plan 2004-2009 claimed that the quality of education was still low and could not full filled the need of competencies of the student. Especially it because (1) The lack of quantity and quality of the teachers (2) The low of the teachers welfare (3) The lack of learning
facilities (4) The lack of education operational funds
The fours causes above basically because of the lack of capitalization of
education implementation. It motivates the writer to ask about capitalization both
from the government involvement and society endorsement which were shown in the
implementation of education at schools.
This thesis focused on the problem of capitalization of education
implementation in the middle education (Pendidikan Menengah) by asking: How the
capitalization of education at state senior high school in Pandeglang Regency which
includes the governments involvement and society endorsement and how the relation
between capitalization and the GB?s welfare.
Pandeglang Regency was chosen as the object of the research because of
some reasons, among of them were: this regency was one of the two under developed
Regencies in Banten Province and one of the 190 under developed Regency in
Indonesia; and the location of the research was closed to the writer domicile so it
made easy the process of the research. And then, State Senior High Schools were
chosen as the target of the research because these schools had not been given funds
like the elementary education, so the implementation of education were still
supported by the government and the society. And from the interest of the society,
compared to the others middle education, State Senior High School had strategic position in this region. Based on this problem, the writer was interested to analyze
the problem from the sociology view, accordingly to the study being done by the
writer. More over, the writer had been active in education for a long time but he had
not found the answer of the problem jet.
This research or study used qualitative approach to find firm answer of the
research questions from the quantitative data from documentary study or qualitative
data from the result of depth interview with the people in charge to give information
on the government involvement and the society endorsement in the capitalization of
education at State Senior High School and the relationship with the teachers welfare
as an important component in the process of learning at Senior High School,
especially for the GB who were not nominated as government employers (PNS).
To help understand this study, the writer used frame of thinking which try to
see the problem of capitalism as social economic system which now penetrate to any
aspect of life, and also to education world at school.
The result of the research or the study was very amazing, because the
involvement of the government in the capitalization at State Senior High School had
not been enough jet. While society endorsement in capitalization of education had
been enough, although the society where the schools were located were poor and
under educated and most of the worked in the farming sector.
The insufficiency capitalization in the implementation of education relate to
teachers welfare as the important agent of education. In this case, also occurred
something amazing that in Pandeglang Regency, the amount of the teacher of State
Senior High School who were government employer were less than a half, and the
rest were GB-P, GB-D (TKK) and GTT. From the three kind of those teachers, the
salary of the GB-P were very minim although they had the same task as Government
Employer Teachers. But they still did their duty well and hoped that they would get a
better welfare improvement from the government policy or society endorsement"

"Mahkamah Konstitusi membatalkan UU nomor 9 Tahun 2009 tentang Badan Hukum Pendidikan (BHP) karena dinilai melanggar UUD NRI Tahun 1945. Negara bertanggungjawab atas pengaturan pengelolaan Perguruan Tinggi dalam menyelenggarakan pendidikan tinggi untuk mencerdaskan kehidupan bangsa, sedangkan warganegara dapat berpartisipasi dalam penyelenggaraan pendidikan tinggi. Perguruan Tinggi sebagai lembaga yang menyelenggarakan Pendidikan Tinggi Penelitian dan Pengabdian kepada Masyarakat, harus memiliki otonomi dalam mengelola sendiri lembaganya. Mengenai konstitusionalitas bentuk badan hukum pendidikan, Mahkamah mempertimbangkan bahwa tidak ada yang menunjukkan hilangnya kewajiban negara terhadap warga negara di bidang pendidikan, Akan tetapi Mahkamah berpendapat, istilah "badan hukum pendidikan" sebagaimana dimaksud dalam Pasal 53 ayat (1) UU Sisdiknas bukanlah nama dan bentuk badan hukum tertentu, melainkan sebutan dari fungsi penyelenggara pendidikan yang berarti bahwa suatu lembaga pendidikan harus dikelola oleh suatu badan hukum. Selain PTN Badan Hukum, juga ada PTN Badan Layanan Umum (BLU). PTN dengan Pengelolaan Keuangan BLU bertujuan untuk meningkatkan pelayanan kepada masyarakat (public services) dalam rangka memajukan kesejahteraan umum dan mencerdaskan kehidupan bangsa dengan memberikan fleksibilitas dalam pengelolaan keuangan berdasarkan prinsip ekonomi dan produktivitas, dan penerapan praktek bisnis yang sehat yaitu penyelenggaraan fungsi organisasi berdasarkan kaidah-kaidah manajemen yang baik dalam rangka pemberian layanan yang bermutu dan berkesinambungan.

Constitutional Court revoked the Act No. 9 of 2009 on Educational Legal Entities (BHP) due to violate the NRI Constitution of 1945. State is responsible for regulating the management in organizing undergraduate study to educate life of the nation; meanwhile the citizens are able to participate in undergraduate study. University as an institution that organizes the Research undergraduate study and Community Service should have an autonomy in managing their own institution. Regarding the constitutionality of the legal entity level, the Court considers that there is nothing to indicate the loss of the state's obligation to the citizens in the field of education, however the Court argued, the term "Educational Legal Entities" as referred to Article 53 paragraph (1) of the Law on National Education System is not the name and certain forms of legal entities, but the designation of the function of education administrator which means that an educational institution should be managed by a legal entity. Besides Legal Entity of State Universities, there is a Public Service Agencies of State Universities (BLU). State Universities with BLU Financial Management aims to improve services to public in order to promote the general prosperity and educating the nation by providing flexibility in financial management based on the principles of economics and productivity, and the application of healthy business practice which is providing organizational functions based on the principles of good management in quality service delivery and continuously.
