"ABSTRAK
Sebagaimana tugas suatu Negara, Pemerintah Indonesia memiliki kewajiban untuk memenuhi dan menjamin hak-hak setiap anak. Fakta menunjukkan bahwa saat ini masih terdapat permasalahan anak yang begitu beragam. Untuk itu Kementerian Sosial mendirikan layanan TePSA 1500-771 Kemensos diharapkan dapat membantu menangani permasalahan anak yang ada di Indonesia. Penelitian ini bertujuan untuk mengetahui tentang kualitas layanan TePSA 1500-771 Kemensos dalam menangani permasalahan anak di Indonesia. Penelitian ini menggunakan pendekatan post-positivist, dengan teknik pengumpulan data kualitatif melalui wawancara mendalam dan analisis data sekunder. Hasil penelitian ini menyatakan bahwa untuk dimensi responsiveness mayoritas sudah terpenuhi, untuk dimensi responsibility masih kurang terpenuhi, karena dari sisi penanganannya masih kurang baik, dan dimensi accountability masih tidak terpenuhi karena tidak adanya keterbukaan layanan TePSA 1500-771 Kemensos itu sendiri kepada stakeholder khususnya pengguna layanan tersebut mengenai perkembangan penanganan kasus.
ABSTRACT
As a duty of a country, the Indonesian Government have to fulfill and guarantee the rights of every child. Facts show that at this time there are still child problems that are so diverse. Therefore Ministry of Social Affairs setting up TePSA 1500-771 of The Ministry of Social Affairs service is expected to help handle the child problems in Indonesia. The study aims to analize the quality of TePSA 1500-771 of The Ministry of Social Affairs service to handling child problems in Indonesia. This study uses a post-positivist approach, with qualitative data collection techniques through in-depth interviews and analizes of secondary data. The results of this study indicates that responsiveness dimension has been fulfilled. While the dimensions of responsibility are still not fulfilled because the handling side is still not good. Then, the accountability dimension is still not fulfilled because there is no openness of the TePSA 1500-771 The Ministry of Social Affairs service to stakeholders, especially service users regarding the development of handling cases."

Tesis ini membahas tentang pelaksanaan program pelayanan luar lembaga di
Pusat Pengembangan Pelayanan Sosial Anak (P3SA) serta melihat kendala yang
ditemukan dalam pelaksanaanya. Penelitian ini adalah penelitian kualitatif dengan
desain deskriptif. Hasil penelitian menunjukkan bahwa program pelayanan luar
lembaga merupakan program yang ada karena adanya kebijakan Standar Nasional
Pengasuhan Anak (SNPA). Dalam pelaksanaannya ditemukan kendala dalam hal
sumber daya manusia, sistem pendampingan, dan kebijakan yang terkait dengan
program, dan menyarankan agar P3SA/SDC lebih jauh lagi terlibat dalam
pendampingan kepada penerima manfaat terutama dalam pelaksanaan FDS dan
CDS yang merupakan kegiatan utama dari program pelayanan luar lembaga.
ABSTRACT
This thesis discusses the implementation of an external service program at the
Child Development Center of Social Services (SDC) and see the constraints that
are found in practice. This study is a qualitative research with descriptive design .
The results showed that an external service program is an existing program
because of the policy of the National Childcare Standards. Found in the
implementation constraints in terms of human resources , guidance systems , and
policies related to the program , and suggested that P3SA / SDC further involved
in the assistance to the beneficiaries , especially in the implementation of the FDS
and CDS which is the main activity of the service program outside the institution ,, This thesis discusses the implementation of an external service program at the
