"This paper deals with the development of evaluation model for pavement management with emphasis on the interrelation of pavement roughness to other influencing variables; nameLv average speed and traffic volume. As can be expected that those three components are inter-acting one with another in discrete or instant time, so it is inevitably that a dynamic approach of analysis is new paradigm should he introduced to achieve better analyasis on pavement performance. The three components are convertible and a clear indicator of economic value is easily derived from. It is then the aim of the research to represent the indicator in terms of vehicle operating cost through which more eminent rational of costing the maintenance would directly be related to the engineering analysis. The model is applicably implicate in the simulation model, and actively performed in the simulation software called Powersim@. Results of simulation are quite promising for any decision making or policy making within the context of pavement management since it deals with financial consideration. It is expected farther that the model can be used to define and test various design parameters within the pavement constructian and maintenance."

" Cold recycling is one of technology alternative which can be prefered in selecting the strategy alternative for road rehabilitation project. Learning about the development technology, we also learn about the weaknesses of it. The pavement assessment condition, which sustain heavy traffic load in the road trial, has been identified. In order to evaluate the performance of recycling technology, laboratory testing for material and mixture as well as field observation have been conducted. The evaluations consist of material properties , mixture construction and pavement performance since the the opening traffic until the age of construction in approximately 2 years. The result of laboratory test shows that the mixture strength criteria meet the specification , whereas the field assessment based on functional condition and from structural pavement indicates that pavement performance decreases, this shown by occurring rutting in the some parts of the wheel track. Based from this result , it is predicted that there is a correlation between material, mixture and construction methods and pavement service life. The construction method should be developed in the future to minimize early deterioration.
