Abstrak :
Municipal and household-level determinants for Indonesian children out of school are studied using multilevel analysis of 221,392 children in 136,182 households in 497 municipalities. The higher the poverty rate and public education expenditure per capita, the higher the likelihood that children drop out. However, a high(er) mean of municipality education expenditure significantly increases the likelihood that children will never attend school. At the household level, expenditure, spending on education, and head of household's educational background have significant effect on reducing the number of the children out of school.

[ABSTRAK
Penelitian ini membahas fungsi, dalam hal penargetan, dan dampak dari program transfer tunai (BSM) terhadap putus sekolah. Hasil penelitian, berdasarkan data Susenas 2013, menemukan bahwa pencapaian target pada program ini masih sangat rendah dan masih terdapat rumah tangga miskin yang memenuhi kriteria program yang belum menerima program. Pada saat yang sama, terdapat rumah tangga yang seharusnya tidak menerima tetapi menerima program (inclusion error) sebesar 50 sampai 70 persen tergantung tingkat pendidikan. Meskipun kinerja penargetan rendah, hasil penelitian menunjukkan bahwa program ini memiliki dampak positif dalam hal mengurangi kemungkinan putus sekolah di semua tingkat pendidikan untuk anak-anak pada 25% rumah tangga termiskin berdasarkan distribusi pengeluaran per kapita. Khususnya, diantara termiskin 25% dari rumah tangga, program ini berhasil mengurangi angka putus sekolah sekitar 21,8%;29,2% dan 85,4% pada tingkat SD, SMP dan SMA. Berdasarkan analisis, kesimpulan pada penelitian ini adalah bahwa program harus dipertahankan dan efisiensi penargetan perlu di perbaiki karena program BSM memiliki dampak yang berarti bagi rumah tangga miskin yang berpenghasilan rendah untuk mengurangi resiko putus sekolah.

Pandemi Covid-19 membawa implikasi negatif pada segala aspek kehidupan, termasuk aspek pendidikan. Adanya transisi sistem pembelajaran jarak jauh (PJJ) yang mengadopsi teknologi digital (TIK) dikhawatirkan dapat menurunkan kemampuan belajar siswa dan berpotensi meningkatkan risiko putus sekolah. Penelitian ini bertujuan untuk mempelajari pengaruh literasi digital terhadap risiko putus sekolah anak usia 7-18 tahun di masa pandemi Covid-19. Penelitian ini menggunakan pendekatan kuantitatif dengan data sekunder berupa data susenas Maret 2021, Podes 2021 dan publikasi IP-TIK 2021 dengan unit analisis adalah individu usia 7-18 tahun yang berstatus sekolah pada tahun ajaran (2019/2020) pada jenjang SD sampai SMA sebanyak 250.921 sampel unit. Analisis data dilakukan dengan menggunakan metode deskriptif dan regresi logistik biner multilevel. Hasil analisis menunjukkan bahwa literasi digital yang diproksi dengan kecakapan digital dalam menggunakan (mengakses) perangkat digital (handphone, komputer/laptop dan internet) berpengaruh signifikan terhadap risiko putus sekolah. Semakin baik kecakapan digital seseorang maka akan menurunkan risiko putus sekolah dan sebaliknya. Variabel kontrol yang signifikan adalah jenis kelamin, jenjang sekolah, status pekerjaan kepala rumah tangga, lama sekolah kepala rumah tangga, kuintil pengeluaran rumah tangga dan klasifikasi tempat tinggal. Selain itu terdapat variabel kontekstual (kewilayahan) berupa indeks pembangunan teknologi informasi dan komunikasi (IP-TIK) yang berpengaruh signifikan terhadap risiko putus sekolah. Hasil heterogeneity test menunjukkan bahwa terdapat perbedaan faktor-faktor yang berpengaruh terhadap putus sekolah anak di masing-masing jenjang sekolah dari SD sampai SMA. ......The Covid-19 pandemic has negative implications for all aspects of life, including aspects of education. It is feared that there is a transition to a distance learning system that adopts digital technology (ICT) that can reduce student learning abilities and increase the risk of dropping out of school. This study aims to study the effect of digital literacy on the risk of dropping out of school for children aged 7-18 years during the Covid-19 pandemic. This study used a quantitative approach that using secondary data of Susenas March 2021, Podes 2021 and IP-TIK publications 2021 with 250.921 samples unit of analysis being individuals aged 7-18 years with school status in the academic year (2019/2020). Data analysis was performed using descriptive methods and multilevel binary logistic regression. The results of the analysis show that digital literacy proxied by digital skills in using (accessing) digital devices (mobile phones, computers/laptops and the internet) has a negative significant effect on the risk of dropping out of school. Childrens that have higher the digital literacy will have the lower the risk of dropping out children of school. The significant individual control variables are gender, school level, employment status of head of household, length of schooling of head of household, expenditure quintile and classification of residence. In addition, there are contextual variables, namely ICT development index (IP-TIK) which have a significant effect on risk dropout. The results of heterogeneity test show that there are differences in the factors that affect dropouts at each school level from elementary to high school.

Abstract Abstract This research identified and analyzed school participation of children in Indonesia from 7 to 15 years old. Using data collected by Survey Sosial Ekonomi Nasional (SUSENAS) in 2012, probit model estimates that there are more probabilities in boys rather that girls to leave their education. As well as living environtment supported, citizen have more well educated children than villagers. Elementary schools had been highly needed to full school supply so that out-of-school-children level will drop as low as possible. But an increase in junior high school supplied will not turned out as it applied on elementary schools.

Abstrak Studi ini mengidentifikasi dan menganalisis karakteristik partisipasi sekolah anak-anak di Indonesia pada jenjang usia 7 sampai 15 tahun. Dengan menggunakan data Survei Sosial Ekonomi Nasional (SUSENAS) tahun 2012, hasil estimasi model probit menunjukkan bahwa anak laki-laki di Indonesia memiliki peluang lebih besar menjadi out-of-school children (oosc). Begitu pula dengan peluang anak-anak yang tinggal di pedesaan, yang lebih besar menjadi oosc dibandingkan dengan anak-anak yang tinggal di perkotaan. Ketersediaan sekolah sangat diperlukan pada tingkat sekolah dasar untuk mengurangi oosc. Namun, pada tingkat sekolah menengah pertama penambahan jumlah sekolah tampaknya bukanlah pilihan tepat.

Akibat kemiskinan orang tua, anak harus berada di jalan atau bekerja untuk ikut membantu menunjang ekonomi keluarga. Sebagai konsekuensi, anak harus meninggalkan bangku sekolah. Padahal, menurut pasal 28 dari Konvensi Hak Anak (KHA) pendidikan merupakan salah satu hak anak yang harus dipenuhi, dan negara wajib untuk memfasilitasi pemenuhan hak tersebut melalui penyelenggaraan program pendidikan dasar wajib bagi semua anak tanpa kecuali secara cuma cuma. Pendidikan luar sekolah merupakan program pendidikan alternatif, yang ditujukan agar anak jalanan dan pekerja anak tetap dapat memenuhi hak mereka akan pendidikan. Penelitian ini ditujukan untuk mengidentifikasi faktor-faktor penting yang harus diperhatikan dalam merancang dan melaksanakan program pendidikan luar sekolah bagi anak yang putus sekolah, seperti anak jalanan dan pekerja anak. Penelitian ini juga bertujuan untuk mengidentifikasi kebutuhan pelatihan bagi para tutor yang mendampingi pekerja anak dan anak jalanan melalui program pendidikan luar sekolah yang dilaksanakan. Untuk mencapai tujuan penelitian ini, dilakukan FGD dan wawancara mendalam kepada pendiri, staf dan pengurus LSM penyelenggara program pendidikan luar sekolah bagi anak jalanan dan pekerja anak, para tutor yang mendampingi kegiatan belajar anak, dan anak jalanan serta pekerja anak yang mendapat manfaat langsung dari program pendidikan luar sekolah yang diselenggarakan oleh LSM.

Due to poverty, children have to be on the street or involve in child labour to support the families’ economy to survive. As a consequence, children have to drop their school activities out. Refering to article 28 of the Convention of The Rights of The Children (CRC) children have the right to education and the states party recognizes to achieving this right by providing primary education compulsory and available free on the basis to equal opportunity. Non formal education is an alternative education for street children and working children, intended for them to fulfill their right to education. The aim of this study is to identify important factors that are essential for designing and implementing educational program for out-of school children, such as street children and working children. In addition, this study is intended to identify training needs for tutors who facilitate street children and working children in their non formal education program. In order to achieve the research objectives, series of FGDs and in depth interviews with staff of NGO working with out-of school children, tutors who facilitate children’s learning processes, and street children and working children as the beneficiaries of the non-formal education program implemented by the NGO.
