Perkembangan teknologi memungkinkan masyarakat berpartisipasi secara aktif dalampolitik melaluie-participation. Petisionlinemerupakan salah satu bentuk darie-participation. Penandatanganan petisionlinemelalui Change.org Indonesia semakin populer di Indonesia, akan tetapibanyak petisi yang hanya memperoleh sedikit dukungan.Penelitian ini bertujuan untuk menganalisisfaktor pada domain informasi, sumber informasi, dan motivasi personal yang mempengaruhi niat orang untuk menandatangani petisi online. Penelitian dilakukan dengan menggunakanpendekatan kuantitatif melalui penyebaran kuisioner kepada para pengguna internet yang pernah menandatangani petisi di Change.org. Dari hasil pengumpulan data, diperoleh responden penelitian sejumlah 211 orang yang kemudian dianalisis dengan menggunakanCovariance Based SEM(CB-SEM) dengan bantuan aplikasi IBM Amos v22. Hasil dari penelitian inimenunjukkan bahwaattitudepengguna dipengaruhi olehsource credibility, argument quality, altruism, danpersonal relevance. Attitudeyang positif akan mendorong pengguna internet untuk menandatangani petisionline. ...... The development of technology made citizen could participate in politics through e-participation. Online petition is a kind of e-participation. Petition signing through Change.org increasingly popular in Indonesia, but many petitions is signedonlyby a fewpeople. This study aimed to analyzefactors in the domain of information, source of information, and personal motivation. This research conducted on quantitative approach through questionnaire to whom that have signed petitiononChange.org. After data collection,we got 211 respondentsin total. Thedata were analyzed byIBM Amos v22 applicationusing Covariance Based SEM (CB- SEM). Results from this study is attitude was influenced by source credibility, argument quality, altruism, and personal relevance. Positive attitude will encourage internet users to sign an online petition.

ABSTRAK
Penelitian ini menganalisis petisi online Change.org Indonesia sebagai alat advokasi kebijakan periode tahun 2015-2016 dengan menggunakan konsep sifat, bentuk, fungsi, aktivitas atau taktik penyampaian pesan, dan juga konsep evaluatif. Analisis petisi online mengacu pada aktivitas advokasi kebijakan lain yang dilakukan secara online dan offline untuk mendukung petisi online. Aktivitas advokasi kebijakan tersebut mencakup upaya meningkatkan kesadaran. Penelitian ini menggunakan metode studi kasus dengan menganalisis petisi online yang dipilih berdasarkan sembilan kategori. Data pendukung diperoleh melalui wawancara. Penelitian ini menemukan bahwa petisi online yang didukung dengan aktivitas advokasi kebijakan lain seperti advokasi media, kampanye secara online dan aksi offline, pengorganisasian, lobi, dan event akan dikategorikan secara intermediate yaitu berhasil menarik perhatian pembuat kebijakan atau target petisi. Petisi online dan aktivitas advokasi kebijakan tersebut akan menghasilkan liputan media, menumbuhkan kesadaran publik, membangun dukungan publik, dan juga berpotensi menghasilkan dukungan dari pembuat kebijakan. Petisi online yang didukung dengan aktivitas advokasi kebijakan lain akan mecapai konsep ultimate yaitu berhasil mencapai perubahan kebijakan ketika disertai penerimaan positif dari pembuat kebijakan atau target petisi. Pencapaian tujuan ultimate ini juga dipengaruhi oleh kemampuan penggerak petisi dalam mengeskalasi petisi online melalui aktivitas advokasi kebijakan lain guna menekan dan mendesak pembuat kebijakan. Ketika petisi online dan aktivitas advokasi kebijakan lain menghasilkan perubahan kebijakan, maka keaktifan penggerak petisi masih diperlukan untuk mengawasi implementasi kebijakan yang dihasilkan.
ABSTRACT
This study analyzed the online petition Change.org Indonesia as a tool of policy advocacy in 2015 2016 period using the concept of nature, form, function, activity, and also an evaluative concept. The online petition analysis in this study refers to other policy advocacy activities conducted online and offline to support online petitions. Policy advocacy activities include efforts to raise awareness through media media advocacy , campaigns, organizing building coalitions , lobbying, and events. This study uses case study methods by analyzing selected online petitions based on nine categories of issues democracy, corruption, criminal justice, animal welfare, environment, human rights disability, tolerance, consumer rights, sports, health. Petitions also scrutinized by those gaining media coverage, engaging the community, and mobilizing other policy advocacy activities that support the success of online petitions. Supporting data is also obtained through interviews with online petition platform Change.org Indonesia, representatives of petitioners, communities involved as well as individuals who cast their votes signed the petition . The study founds that online petitions supported by other policy advocacy activities such as media advocacy, online campaigns and offline actions, organizing, lobbying, and events will be categorized intermediately by successfully attracting decision makers or petition targets. The online petitions and policy advocacy activities will generate media coverage, foster public awareness, build public support, and also potentially make support from policymakers. Online petitions backed up with other policy advocacy activities will achieve the ultimate concept of achieving policy changes when accompanied by positive earnings from policy makers or petition targets. This ultimate goal achievement also influenced by the ability to drive the petition in escalating online petitions through other policy advocacy activities to press and urge policy makers. When online petitions and other policy advocacy activities result in policy changes, the activeness of the petition drivers is still needed to oversee the implementation of the resulting policy.

[ABSTRAKbr Penelitian ini bertujuan untuk meneliti efek dari pengaruh sosial informasional dan identitas terkait perkotaan sebagai moderator terhadap partisipasi politik secara online. Penelitian ini diikuti oleh 271 partisipan yang memperoleh manipulasi berupa perbedaan jumlah penanda tangan petisi dan nama kota yang dicantumkan dalam petisi. Penulis juga mengukur tingkat identifikasi partisipan terhadap kota Depok dengan menggunakan Urban Identity Scale. Penelitian ini merupakan penelitian eksperimen dengan desain 3 x 2 randomized factorial design. Penulis berhipotesis bahwa individu yang memiliki identitas terkait perkotaan yang tinggi memiliki peluang yang lebih besar untuk berpartisipasi politik dengan cara menandatangani petisi online. Berdasarkan uji hipotesis dengan menggunakan binary logistic regression, penelitian ini menemukan bahwa identitas terkait perkotaan tidak secara signifikan memoderasi hubungan antara pengaruh sosial informasional dan partisipasi politik secara online dengan R2N= ,13, p > 0,05. Lebih lanjut, penulis menyimpulkan bahwa efek pengaruh sosial informasional terhadap partisipasi politik secara online tidak dipengaruhi oleh identitas terkait perkotaan. ;The purpose of this study is to investigate the effect of social informational influence and urban-related identity as well as the interaction of both to behavior of signing online petition. 271 participants were given a manipulation in the form of different numbers of the petitioners and the city?s namelisted in the petition.Writer also measured participant?s level of identification to Depok city by using Urban Identity Scale. This study was an experimental study with a 3 x 2 randomized factorial design. Writer hypothesized individuals who have a high urban-related identity has greater opportunities for political participation by means of signing an online petition. Based on hypothesis testing using binary logistic regression, the study found urban-related identity was not significantly moderating relationship between informational social influence and online political participation with R2N = ,13, p > 0,05. Petisi daring “Die Periode ist kein Luxus – Senken Sie die Tamponsteuer” menjadi platform bagi warga Jerman untuk menyampaikan ketidaksetujuan terhadap kebijakan tarif pajak produk menstruasi yang mencapai 19%. Pada platform ini para penandatangan petisi dapat menyampaikan alasan mereka menandatangani petisi tersebut. Penelitian ini membahas bagaimana petisi daring “Die Periode ist kein Luxus – Senken Sie die Tamponsteuer” berfungsi sebagai platform aktivisme digital, sekaligus menggambarkan pengabaian hak perempuan di Jerman. Dengan menggunakan metode analisis semantik dan studi pustaka, penelitian ini bertujuan untuk memperlihatkan ketidakadilan terhadap perempuan yang terjadi dalam pembuatan kebijakan di Jerman. Untuk mendapatkan data dari petisi daring, penelitian ini menggunakan alat bantu AntConc yang berfungsi untuk mencari frekuensi penggunaan kata pada alasan-alasan penandatangan petisi. Alasan-alasan tersebut menunjukkan adanya asumsi bahwa produk menstruasi adalah barang mewah dan terdapat diskriminasi terhadap perempuan melalui pajak ini. Secara keseluruhan, petisi ”Die Periode ist kein Luxus – Senken Sie die Tamponsteuer” membuktikan masih adanya ketidaksetaraan gender dalam pengambilan keputusan terhadap kebijakan di Jerman. ......The online petition ”Die Periode ist kein Luxus – Senken Sie die Tamponsteuer” provides German citizens a forum to voice their disapproval of the 19% tax on menstrual products. The petition’s signatories can express the reasoning behind their signatures on this platform. This research analyses the online petition ”Die Periode ist kein Luxus – Senken Sie di Tamponsteuer” as a form of digital activism and an example of how women’s rights in Germany are disregarded. This research aims to show the discrimination against women in German policy-making using the semantic approach and textual analysis. To determine the frequency of word usage in the petition forum, this research uses the AntConc tool. The analysis of the petition shows that the tax on menstrual products is a form of discrimination against women. This research also finds that by putting menstrual products into luxury goods criteria, the German government neglected women’s perspectives and interests and therefore shows the inequality in policy decision-making in Germany.
