"Big Data" is on the covers of Science, Nature, the Economist, and Wired magazines, on the front pages of the Wall Street Journal and the New York Times. But despite the media hyperbole, as Christine Borgman points out in this examination of data and scholarly research, having the right data is usually better than having more data; little data can be just as valuable as big data. In many cases, there are no data -- because relevant data don't exist, cannot be found, or are not available. Moreover, data sharing is difficult, incentives to do so are minimal, and data practices vary widely across disciplines.Borgman, an often-cited authority on scholarly communication, argues that data have no value or meaning in isolation; they exist within a knowledge infrastructure -- an ecology of people, practices, technologies, institutions, material objects, and relationships. "ABSTRACT
Tesis ini membahas hubungan ekonomi politik media yang ada di media
lokal sumatera barat,bagaimana perkembangan televisi lokal di Sumatera Barat
dari sisi spasialisasi, bagai mana bentuk lembaga medianya, regulasinya, modus
apa yang menyebabkan televisi lokal independen akhirnya memilih untuk menjadi
anggota jaringan televisi di pulau Jawa, bentuk intergrasi apa yang terjadi
horizontal atau vertikal. Penelitian ini adalah penelitian kualitatif yang bersifat
deskriptif dengan paradigma kritis. Data yang di peroleh dengan cara depth
interview, analisa dokumen dan observasi lapangan. Metode analisa menekankan
pada dua sifat: holistik dan kontekstual. Holistik artinya memberikan gambaran
secara utuh dan menyeluruh tentang kasus yang diteliti sementara kontekstual
berusaha untuk mengaitkan dengan konstek sosial, ekonomi, dan politik yang ada
saat kasus itu terjadi.
Hasil penelitian menunjukkan bahwa dari regulasi media Penyiaran di
Sumatera Barat mengalami ketimpangan, televisi televisi lokal yang ada tidak
mampu untuk bersaing dan pada akhirnya harus rela di akuisisi oleh televisi Swasta
Jakarta. UU Penyiaran no.32 tahun 2002 yang memiliki prinsip diversity of ownership
itu sendiri tidak mampu mencegah praktik konsentrasi tersebut karena adanya celah
penafsiran terutama pada pasal 18 ayat (1) tentang pembatasan pemusatan
kepemilikan dan pasal 34 ayat (4) tentang larangan pemindahtanganan izin penyiaran.
Motif ekonomi yang menjadi faktor utama lembaga penyiaran di Sumatera Barat
kemudian melakukan afiliasi berintegrasi dengan televisi lain.

ABSTRACT
This thesis explores the political economy of media relations that exist in the
western Sumatran local media, describing the development of local television in West
Sumatra .accoriding to spatialization theory, as where the form of media institutions,
regulations, what causes the mode of independent local television eventually choose to
become members of a television network in Java, what kind of integration that occurs
horizontally or vertically. This study is a descriptive qualitative research with a critical
paradigm. The data obtained by means of depth interviews, document analysis and field
observations. Methods of analysis focus on two properties: the holistic and contextual.
Holistic means to provide a complete and comprehensive overview of the cases studied
while contextual trying to associate with the social, economic, and political case when it
happened.
The results showed that the regulation of broadcasting media in West Sumatra
suffered inequality, the local television television that there are not able to compete and
ultimately be willing in the acquisition by a private television Jakarta. Broadcasting Act
no.32 of 2002 which has the principle of diversity of ownership itself is not able to
prevent the practice of concentration because of the gap, especially in the interpretation of
Article 18 paragraph (1) of the concentration of ownership restrictions and Article 34
paragraph (4) on the prohibition of transfer of broadcasting licenses. Economic motives
were a major factor in West Sumatra broadcasters then do integrate with other television
affiliate."
