Abstrak :
Daya saing Indonesia berdasarkan laporan dari Global Competitiveness Index 2017-2018 masih menduduki peringkat 31, jauh dibawah Malaysia dan Singapura. Hal tersebut mencerminkan kecilnya anggaran Pemerintah yang dialokasikan untuk riset dan inovasi yang hanya 0.1% dari PDB. Umumnya di Negara Berkembang ada kerjasama antara Pemerintah, Sektor Industri/Swasta dan Perguruan Tinggi dalam melakukan riset dan inovasi, sehingga kecilnya anggaran dapat teratasi. Perguruan Tinggi dipercaya sebagai salah satu sumber ilmu pengetahuan dan sumber daya manusia yang mampu mengasilkan inovasi, namun penelitian yang dihasilkan oleh Perguruan Tinggi belum mampu diserap oleh Industri. Selain itu, Industri yang ada di Indonesia juga belum mampu menjangkau hasil penelitian yang ada di Perguruan Tinggi. Celah inilah yang menghambat terwujudnya kerjasama antar Perguruan Tinggi, Industri/Swasta dan Pemerintah. Untuk dapat mengisi celah tersebut maka perlu suatu solusi dalam memfasilitasi kerjasama tersebut yang diwujudkan dalam bentuk Science Technopark, dimana Pemerintah telah menginisiasi Program 100 Science Technopark. Berbagai perbedaan kepentingan dari masing-masing pihak tersebut diharapkan dapat diselesaikan melalui suatu kelembagaan didalam Science Technopark. Dalam dapat menyusun suatu kelembagaan Science Technopark perlu dilakukan identifkasi Pemangku Kepentingan dari ke empat unsur (Perguruan Tinggi/Perguruan Tinggi, Sektor Industri/Swasta, Pemerintah dan Masyarakat) yang terlibat pada inisiasi Science Technopark di Perguruan Tinggi dengan metode Stakeholder Analysis. Setelah Pemangku Kepentingan teridentifikasi maka dilakukan Analisis Jaringan Sosial-nya dengan (SNA) untuk menilai keterkaitan antar para aktor tersebut. Penerapan SNA ini adalah untuk mencari Aktor Kunci yang dapat dilibatkan dalam satu lembaga Science Technopark di Perguruan Tinggi. Dari hasil penelitian dihasilkan bahwa Industri berperan sebagai aktor yang Aktif dalam menjalin hubungan dengan Perguruan Tinggi sebagai sumber teknologi. Pemerintah dianggap sebagai aktor yang memiliki Power dalam merumuskan regulasi. Sedangkan Perguruan Tinggi merupakan aktor yang banyak terhubung dengan pemangku kepentingan lain dan juga memiliki kepentingan dalam pengembangan Science Technopark. Model lembaga yang cocok diterapkan pada tahapan inisiasi Science Technopark dapat berupa BLU juga konsorsium, namun idealnya Science Technopark dikelola dalam bentuk Perseroan / PT. ...... Indonesia's competitiveness rank based on reports from the 2017-2018 Global Competitiveness Index still uses rank 31, far below Malaysia and Singapore. This reflects the small budget allocated for research and innovation which is only 0.1% of GDP. In Developing Countries there were Coopereation held between Government, Industrial / Private Sector and Universities in conducting research and innovation, so that the small budget problem can be overcome. Universities believed to be the source of knowledge and human resources capable of producing innovation, but the research produced by the University has not been able to be absorbed by the industry. In addition, industries in Indonesia have not been able to reach the results of research at the University. This gap is what inhibits the realization of cooperation between Universities, Industry / Private and Government. To be able to fill this gap, a solution is needed to facilitate collaboration that can be done in the form of Science Technopark, where the Government of Indonesia has initiated the 100 Science & Technopark Program. Various differences in the interests of each party are expected to be resolved through an institution in the Science & Technopark. In being able to arrange a Science Technopark institution it is necessary to identify Stakeholders from the four elements (University / College, Industrial / Private Sector, Government and Society) involved in the initiation of Technopark Science at the University with the Stakeholder Analysis method. After the Stakeholder is identified, a Social Network Analysis (SNA) method is conducted, to be able to see the influence of a Stakeholder on other Actors in a network. The application of this SNA is to find Key Actors who can be involved in a Technopark Science institution at the University. From the results of the study, it was found that the industry played an active actor in establishing relationships with Universities as a source of technology. The government is considered as an actor who has Power in formulating regulations. While Universities is an actor who is much connected with other stakeholders and also has an interest in the development of Science Technopark . The model of the institution that is suitable to be applied at the initiation stage of the Science Technopark can be in the form of a BLU as well as a consortium, but ideally Science Technopark is managed in the form of a Company / PT.

International scholars, from a variety of disciplines, engineering, economics, geography, planning and transportation, offer varying perspectives on modeling and analysis of the reliability of transportation networks in order to illustrate both vulnerability to day-to-day and unpredictability variability and risk in travel, and demonstrates strategies for addressing those issues. The scope of the chapters includes all aspects of analysis and design to improve network reliability, specifically user perception of unreliability of public transport, public policy and reliability of travel times, the valuation and economics of reliability, network reliability modeling and estimation, travel behavior and vehicle routing under uncertainty, and risk evaluation and management for transportation networks. Penelitian ini bertujuan melihat bagaimana praktek manajemen isu dan komunikasi publik melalui tagar di media sosial pada organisasi pemerintahan dengan menggunakan metode social network analysis (SNA). Kementerian Pekerjaan Umum dan Perumahan Rakyat mengangkat isu mengenai pembangunan ibu kota negara (IKN) Nusantara melalui tagar #IKNKita pada media sosial Twitter. Penelitian ini mengambil data percakapan dari Twitter pada periode 13 Oktober – 17 November 2023. Melalui SNA dapat diketahui siapa aktor sentral atau agen isu yang menggerakkan percakapan didalam tagar #IKNKita dan melihat struktur jaringan dan modularitasnya. Hasil penelitian menyebutkan bahwa praktek komunikasi publik dan manajemen isu IKN melalui tagar #IKNKita yang dilakukan oleh humas pemerintahan Kementerian PUPR masih belum optimal dalam mendorong ruang dialogis dan partisipasi publik karena kurangnya entitas masyarakat umum di luar komunitas Kementerian PUPR. Selain itu manajemen isu IKN dilakukan secara satu arah dan belum adanya timbal balik percakapan antara Kementerian PUPR dengan publik. Kemudian diketahui aktor sentral dalam tagar #IKNKita adalah akun @KemenPU yang berperan dominan dalam menggerakkan isu dan mengendalikan transmisi keluar masuknya informasi di dalam jaringan. ......This research aims to see the practice of issue management and public communication through hashtags on social media in government organizations using the social network analysis (SNA) method. The Ministry of Public Works and Housing raised the issue regarding the development of the Indonesian national capital (IKN) Nusantara through the hashtag #IKNKita on Twitter. This research takes conversation data from Twitter in the period 13 October – 17 November 2023. Through SNA we can find out who the central actor or issue agent is driving the conversation within the hashtag #IKNKita and see the network structure and modularity. The results of the research show that the practice of public communication and management of IKN issues through the hashtag #IKNKita carried out by the PUPR Ministry's government public relations is still not optimal in encouraging dialogue and public participation due to the lack of general public entities outside the PUPR Ministry community. Apart from that, the management of IKN issues is carried out in one direction and there is no reciprocal conversation between the PUPR Ministry and the public. It was then discovered that the central actor in the hashtag #IKNKita was the @KemenPU account which played a dominant role in mobilizing issues and controlling the transmission of information in and out of the network.

Saat ini Teknologi informasi semakin menjadi alat yang penting bagi para individu, institusi/organisasi bahkan bai negara untuk membuat, menyimpan, menganalisa dan menggunakan informasi. E-government memungkinkan pemanfaatan Teknologi Informasi yang seoptimal mungkin dalam membantu pemerintahan dalam meberikan pelayanan kepada publik. E-government didefinisikan sebagai penggunaan Teknologi Informasi dan Komunikasi (TIK) untuk mendorong pemerintahan yang efisien dan efektif, menfasilitasi kemudahan akses publik ke layanan pemerintah, dan memungkinkan akses ke informasi yang lebih besar kepada publik, serta membuat pemerintahan yang lebih transparan. Berkaitan dengan penyampaian pelayanan pemerintahan yang lebih transparan. Berkaitan dengan penyampaian pelayanan pemerintahan dan penyampaian informasi ke publik dengan media elektronik. Penelitian ini bertujuan untuk mengetahui peran dan posisi di antara situs web pemerintah daerah di Indonesia dengan berdasarkan metode social network analysis. Penelitian ini diharapkan memberikan kontribusi untuk penyempurnaan penerapan E-governement di Indonesia.
Currently, information technology becomes increasingly important tool for the individual, institution / organization even for countries to create, store, analyze and use information. E-government allows the use of Information Technology optimally may help in the government in providing services to the public. E-government is defined as the use of information and communication technology (ICT) to encourage the efficient and effective, facilitating ease of access to government services, access to information allows a larger public the morning, and make government more responsible against citizens. In connection with the delivery of government services and information to the public with electronic media.This study aims to determine the role and position of the web sites of local governments on Indonesia with a method based on social network analysis. This research is expected to contribute to the implementation of E-Government di Indonesia.
