Almost all nations in the world are undergoing some kind of modernization consciously or unconsciously, and the modernization drive can also be set as a national goal if they will. The first International Modernization Forum: Modernization and Global Change was held in Beijing in 2013. "ABSTRAKModernisasi di Korea Selatan yang pesat dapat dikatakan dimulai pada masa pemerintahan Park Chung-hee. Sebagai komitmen untuk membangun bangsa Korea Selatan dari keterpurukan berbagai aspek pada masa itu, Park Chung-hee membentuk komite revolusi militer yang dikenal Supreme Council of National Reconstruction. Berdasarkan komite tersebut dilaksakanlah gerakan rekonstruksi nasional dengan menyusun dan mensahkan beberapa kebijakan untuk mengatur kehidupan masyarakat Korea Selatan. Gansobok adalah salah satu kebijakan yang diberlakukan seiring dengan gerakan rekonstruksi nasional tahun 1961. Dengan menjadikan Gansobok sebagai objek penelitian, dalam tulisan ini penulis mencoba menganalisis tentang bagaimana kondisi yang melataribelakangi dikeluarkannya kebijakan Gansobok di tahun 1961. Penelitian ini menggunakan metode kualitatif dengan pendekatan sejarah. Dari analisis yang telah dilakukan dapat dijelakan bahwa kebijakan Gansobok muncul pada saat Korea Selatan mengalami kondisi kurangnya produksi bahan pakaian. Dari hasil penelitian disimpulkan bahwa kebijakan untuk mendukung pelaksanaan modernisasi di Korea Selatan periode 1961 dilaksanakan dengan menyelaraskan kondisi bangsa saat itu. Adapun Gansobok muncul sebagai kebijakan yang disusun untuk mendorong masyarakat Korea Selatan menjadi lebih modern dan maju.

ABSTRACTThe rapid modernization in South Korea can be said to have begun during Park Chung-hee s reign. As a commitment to build the South Korean from the deterioration of various aspects at that time, Park Chung-hee formed a military revolution committee known as the Supreme Council of National Reconstruction. According to the committee, the national reconstruction movement was carried out by drafting and ratifying several policies to regulate the lives of the South Korea people. Gansobok is one of the policies implemented in line with the national reconstruction movement in 1961. By making Gansobok the object of research, in this paper the author tries to analyze how the conditions behind the issuance of the Gansobok policy in 1961. This study uses qualitative methods with a historical approach. From the analysis that has been done, it can be explained that the Gansobok policy emerged when South Korea experienced a lack of production of clothing materials. In conclusion the policy to support the implementation of modernization in South Korea for the period of 1961 was carried out by harmonizing the conditions of the nation at that time. As for Gansobok, it emerged as a policy designed to encourage South Koreans to become more modern and advanced."
