"Perkembangan teknologi informasi, baik di bidang hardware maupun software, semakin memudahkan end user dalam membangun dan mengembangkan aplikasi-aplikasi yang dibutuhkannya. Indikasi perkembangan ini dapat dilihat dari semakin banyaknya aplikasi-aplikasi yang dibangun dan dikembangkan end user di Bapedal. Agar sisi positif perkembangan teknologi ini memberikan kontribusi yang menguntungkan Bapedal dalam upaya pencapaian visi, misi, dan sasarannya, perlu ada suatu mekanisme yang tepat, yang dapat mengendalikan dan mengontrol pengembangan-pengembangan yang dilakukan end user.Konsep end user computing (EUC) dengan ragam variasi strategi penerapannya, pada dasarnya mengemukakan perlunya ada suatu batasan wewenang yang jelas antara end user dan divisi sistem informasi, kesiapan organisasi, komitmen manajemen, dan konsekuensi divisi sistem informasi. Dalam penelitian ini, penulis menyusun strategi penerapan EUC di Bapedal dengan mendasarkan pada model EUC management research yang dikemukakan oleh Brancheau and Brown (1993).Model EUC management research memperkenalkan empat komponen utama yang berperan dalam EUC. Keempat komponen itu adalah: (1) context (2) individual EUC management (3) organizational EUC management dan (4) outcome. Dalam setiap komponen terdapat faktor-faktor dan variabel-variabel yang diperlukan dalam penerapan EUC. Analisis dilakukan dengan meninjau ada tidaknya faktor-faktor dan variabel-variabel tersebut. Langkah strategis yang diperlukan merupakan upaya melengkapi faktor-faktor dan variabel-variabel yang tidak ada.Melalui serangkaian penelitian dan observasi yang tertuang dalam tesis ini, diperoleh bahwa dari sisi kesiapan organisasi dan komitmen manajemen, EUC dimungkinkan untuk diterapkan di Bapedal. Batasan wewenang dan tanggung jawab antara end user dan divisi sistem informasi perlu dituangkan dalam suatu aturan yang formal. Beberapa faktor lain yang perlu dilaksanakan Bapedal sebagai konsekuensi penerapan EUC adalah: (1) restrukturisasi organisasi divisi sistem informasi; (2) pembentukan komite tim pengarah, tim pengumpul data, dan tim analisis sistem informasi lingkungan; (3) pembentukan information center, (4) formalisasi prosedur-prosedur operasional; dan (5) penanaman rasa kepemilikan data dalam wahana end user.

The advancement of information technology, both in hardware and software has eased the end users in developing the needed application on its own. The indication of this development is reflected in the growth of the end user applications development in Bapedal. This positive aspect of information technology development gives a significant contribution toward Bapedal's vision, mission, and target achievement. To avoid chaotic situation, strategy and control mechanism has to be developed.

End user computing (EUC) concept with the variety of its strategy and implementation, basically points out the need to define a clear boundary of authority between end user and the information system division, organization readiness, management commitment, and all of its consequences. This thesis is about EUC implementation strategy based on Bapedal's case. The EUC used is based on Brancheau and Brown's EUC management research model (1993).

EUC management research model introduces four main components that play important roles in EUC. The four main components are (1) context; (2) individual EUC management; (3) organizational EUC management; and (4) outcome. In each component there are factors and variables that are needed in implementing the EUC concept. Looking at the availability of such factors and variables performs analysis. The strategy has to be proposed to fulfil those missing factors and variables.

Based on the case research survey and observation, looking deeply on the organization readiness and management commitment, Bapedal has the strong capability to implement the EUC approach. Boundary of authority and responsibility between end user and the information system division should be stated in a formal rule. Other factors that are needed to be implemented in Bapedal as a consequences of EUC implementation are: (1) restructurization of the information system division; (2) establishment of a steering committee, data collector team, and environmental information analyst team; (3) establishment of an information center; (4) formalization of operational procedures; and (5) promoting the end user data sense of belonging."

"Makalah ini mengelaborasi aktivitas knowledge management pada perpustakaan Badan Litbang dan Diklat (Balitbangdiklat) Kementrian Agama. Sebagai lembaga riset, Balitbangdiklat menghasilkan banyak kajian dan penelitian yang menjadi pengetahuan berharga bagi masyarakat luas. Aset pengetahuan yang dimiliki lembaga riset ini bermula dari pengetahuan dan pengalaman yang dimiliki individu peneliti yang menghasilkan karya atau hasil penelitian bagi institusinya yang kemudian dikelola oleh institusinya. Pengelolaan pengetahuan tersebut melalui infrastruktur yang dibangun mulai dari proses, organisasi, sistem, dan metode yang digunakan. Praktek knowlege management pada perpustakaan Balitbangdiklat meliputi kegiatan menciptakan pengetahuan baru, mengumpulkan dan mengolah pengetahuan baru, melakukan pendokumentasisn dan pemeliharaan pengetahuan, serta menyebarkan dan berbagi pengetahuan secara menyeluruh di perpustakaan. Aktivitas yang dilakukan untuk menyebarkan dan berbagi pengetahuan adalah dengan melakukan tatap muka, diskusi, dan dialog terbuka, baik secara langsung maupun dengan memanfaatkan teknologi informasi. Akhirnya, pengetahuan yang implisit atau tacit dan telah dipublikasikan mampu dicapture oleh perpustakaan Balitbangdiklat guna kepentingan bersama."

"ABSTRAKPengelolaan data penelitian merupakan hal yang penting bagi setiap lembaga penelitian. Tidak adanya aktivitas pengelolaan data dan penyimpanan data terpusat dalam lembaga penelitian berpotensi membuat data hasil penelitian tersebut hilang maupun tidak dapat digunakan kembali. Sistem informasi pengelolaan data dibutuhkan oleh lembaga penelitian untuk dapat mengelola data secara terpusat dengan memperhatikan proses bisnis penelitian dan kebutuhanterhadap proses penyimpanan dan sharing data penelitian. Pengumpulan data primer melalui wawancara kepada narasumber teknis yang memiliki kepakaran dan pengalaman langsung berkaitan pada pengelolaan data penelitian, serta validasi kredibilitas data dilakukan berjenjang ke jabatan peneliti yang lebih tinggi (madya dan utama) serta kepada pejabat struktural yang memfasilitasi kegiatan penelitian untuk mendapatkan pemodelan bisnis dan user requirement. Pemodelan sistem dilakukan dengan UML (Unified Modeling Language). Hasil dari penelitian ini adalah rancangan sistem informasi pengelolaan data yang selaras dengan kebutuhan proses bisnis Badan Penelitian dan Pengembangan SDM Kementerian Kominfo untuk memfasilitasi aktivitas penyimpanan, pelestarian dan berbagi akses data penelitian."

"Tesis ini membahas praktik manajemen rekod dalam rangka pengembangan penelitian di Yayasan Studi Hukum dan Kebijakan Indonesia. Penelitian ini menggunakan metode penelitian kualitatif melalui pendekatan etnografi. Hasil penelitian menunjukkan adanya permasalahan penciptaan dan pemanfaatan rekod berdasarkan konsep daur hidup rekod. Hal ini timbul karena peneliti dan staf pendukung penelitian belum memiliki kesepakatan dalam mengorganisasi rekod yang mereka miliki.Hasil penelitian menyarankan agar manajer rekod dapat menjadi penghubung antara peneliti, staf non peneliti dan pihak eksternal berkaitan dengan pengelolaan rekod penelitian yang sedang berlangsung. Peran ini memudahkan manajer rekod memberkaskan serta temu kembali rekod penelitian.

The focus of this study is the record management praxis in order to develop research at the Foundation of Indonesian Centre for Law and Policies Studies. This study used qualitative research methods through an ethnographic approach. The results showed that the problem of creation and use of records based on the concept of lifecycle records. This arises because researchers and research support staff do not yet have an agreementto organize their records.The results of the study suggest that the records manager can be a gatekeeper between researchers, non-research staff and external parties relating to organize of records of ongoing research. As a gatekeeper, the record manager can help researchers and non-researchers organize records created during ongoing research activities."
