Abstrak :
A Rock physics study has been applied to guide interpretation and delineation of Menggala reservoir distribution in the DEFI field. Using rock physics, we can extrapolate the well data to geologically plausible conditions that might exist away from the well, exploring how the seismic signatures might change. The field to be investigated is located in the Malacca strait PSC, Central Sumatra Basin - Indonesia. In this research, the methodology consists of two phase: selecting the rock physics template that is consistent with the well log data and applying the user defined Rock Physics template to characterize reservoir distribution in the seismic data. An initial review of the data shows that it is reasonable quality and fits previously identified theoretical models, by using crossplot analysis. The result shows we can potentially distinguish rock physics of Menggala reservoir to delineate gas sand and potential porous sand distribution at the level of selected interval and finally generate a prospective undrilled area within DEFI field.

Tesis ini menjelaskan bagaimana kondisi Selat Malaka yang sangat kompleks. Secara faktual telah menjadi wilayah yang memiliki kerawanan dari berbagai ancaman non tradisional seperti pelanggaran hukum oleh kapal-kapal asing, masalah perbatasan laut antara negara pantai, pencemaran lingkungan laut, pembajakan, perompakan bersenjata, penangkapan ikan secara ilegal maupun kejahatan transnasional terorganisasi lainnya seperti perdagangan senjata dan narkoba, penyelundupan serta isu terorisme. Kegagalan dalam menjaga keamanan dan keselamatan pelayaran dari berbagai masalah keamanan yang terjadi di wilayah ini, akan berimplikasi pada terjalinnya silang hubungan antara kepentingan negara-negara besar pengguna utama dengan kepentingan negara pantai terutama Indonesia. Bentuk-bentuk ancaman non-tradisional tersebut dapat saja bertranformasi menjadi ancaman tradisional, atau paling tidak dalam bentuk intervensi negara-negara besar untuk memaksakan kehendaknya. Penelitian ini bertujuan untuk : (i) mengidentifikasi faktor-faktor yang berpengaruh terhadap munculnya masalah keamanan di Selat Malaka belakangan ini, terutama pembajakan dan perompakan, (2) mengetahui dampak akibat meningkatnya permasalahan keamanan di Selat Malaka terhadap kepentingan Indonesia, (3) mengetahui pandangan strategis negara-negara besar yang paling berkepentingan terhadap Selat Malaka, (4) merumuskan kebijakan dan strategi yang dapat diambil untuk menanggulangi masalah keamanan dan mengantisipasi kemungkinan ancaman yang akan muncul. Jenis penelitian yang digunakan adalah deskriptif analitik dengan menggunakan pendekatan kualitatif yang diperkuat dengan studi kepustakaan dan analisis situasi yang diperoleh dari gambaran dan informasi kejadian dengan memperhatikan kemampuan, intensitas dan kecenderungannya. Ketidakmampuan negara dalam mengontrol wilayah jurisdiksinya akibat dari keterbatasan sumberdaya yang dimiliki oleh negara merupakan faktor penyebab yang paling berpengaruh terhadap peningkatan masalah keamanan di Selat Malaka, sedangkan kondisi geografis fisik dan keberadaan objek-objeknya serta kedekatannya dengan negara-¬negara yang memiliki situasi politik dalam negerinya kurang stabil merupakan faktor yang turut mempengaruhi munculnya masalah keamanan dan merupakan faktor alamiah sebagai tantangan yang harus dikelola dan dapat dijadikan sebagai dasar pengambilan kebijakan dalam rangka melakukan upaya-upaya yang relevan dalam mengelola lingkungan keamanan laut di Selat Malaka. Penelitian ini merekomendasikan bahwa dalam mengendalikan atau mengontrol wilayah perbatasan di Selat Malaka masih perlu ditingkatkan dengan melakukan kerjasama, koordinasi, regulasi, publikasi, sosialisasi, baik dengan melibatkan peran segenap instansi yang berkepentingan dan memiliki kewenangan di dalam negeri maupun dengan negara-negara pantai. Selain itu dapat dipertimbangkan kerjasama multilateral secara efektif dan optimal yang di fokuskan dalam membantu meningkatkan dukungan kemampuan.
This thesis describes about the various complicated condition of The Malacca Strait. This area factually becomes a dangerous place with various threat of non-traditional danger such as violations of territorial regulation done by foreign ships, the problem of water territorial border among coastal countries, the sea pollutions, pirating, armed robbery, illegal fishing as well as other trans-organized crime such as weapons and drugs trading. Smuggling including terrorism issue. The failure in keeping the security and safety of sailing from many threats on this area has implications on the conflict of interest among the inter-relationships of the influenced big countries as the user and the coastal countries especially-Indonesia. Those non-traditional threats may be transformed into traditional threat or at least in the form of intervention of the big countries to force their purposes on us. This research has objectives as follows: (1) it identify factors that can influence on the recent creation of security problem in Malacca Straits, especially in pirating and robbery cases, (2) it know the impact of the increasing security problem in Malacca Straits on Indonesia's interest, (3) to know the big countries strategic views-that have main interest-on The Malacca Straits, (4) to formulate the strategy and policy that can be applied to overcome security problem and to anticipate the likely threats that may appear. The research uses descriptive analysis type with qualitative approach method using book research and situational analysis taken from description and information of the events with consideration on ability, intensity and the tendencies. The inability of government to control its jurisdiction area as the result of the limited availability of human resources become the main factor that can influence in enhancing the security matter in The Malacca Straits, while the physical geographical condition and the existence of its objects and the closeness to the countries with political instability can be an additional factor to create security problem and also as a base on making policies for the purpose of having relevant efforts to manage the security of the environment sea in The Malacca Straits. This research also recommends the need to enhance the controlling and managing the border area along The Malacca Straits through cooperation, coordination, regulation, publication, socialization for both the relevance institutions which hold authorities internally and the coastal countries. Apart from this, it is possible to have effective and optimum cooperation which is focused to help in enhancing the ability o f support.

ABSTRAK Tesis ini membahas tentang tugas Komando Armada I yang bertanggung jawab menyelenggarakan kegiatan operasi maritim untuk mengantisipasi dan merespon berbagai kemungkinan khususnya terhadap kegiatan Perompakan atau Sea Armed Robbery yang terjadi di wilayah Perairan Selat Malaka dan sekitarnya kegiatan Perompakan atau Sea Armed Robbery yang terjadi di wilayah Perairan Selat Malaka dan sekitarnya sebagai implementasi pelaksanaan tugas pokok dalam melaksanakan Operasi Militer (OMSP). Dalam upaya tersebut, Koarmada I memandang perlu adanya suatu satuan/unit reaksi cepat dalam melengkapi sistem keamanan yang saat ini sudah berjalan. Terobosan yang dilakukan adalah pembentukan Fleet One Quick Response (FOQR). Semenjak dibentuknya satuan pemukul reaksi cepat atau yang lebih dikenal dengan FOQR dan berdasarkan Laporan Tahunan Staf Operasi (Sops) Lantamal IV tahun 2016 satuan ini telah berhasil melakukan penangkapan/penindakan terhadap pelaku kejahatan di laut, terutama di Perairan Selat Malaka. Oleh karena itu penelitian ini akan menjelaskan bagaimana kerjasama trilateral negara pantai antara Indonesia, Malaysia dan Singapura untuk bersama-sama melakukan pengamanan Selat Malaka, dimana Selat tersebut sangat strategis sebagai jalur perlintasan perdagangan dunia, khususnya kapal-kapal pengangkut bahan bakar dan bahan industri berbagai negara. Hal ini sesuai dengan ketetapan dari Hukum Laut 1982 (UNCLOS 1982) yang menyatakan bahwa kedaulatan wilayah negara pantai atas wilayah lautnya di selat yang dipergunakan bagi pelayaran internasional, termasuk kewenangan atas air, udara, dasar laut dan tanahnya diakui secara resmi. Maka, strategi pertahanan dan keamanan daerah ini memerlukan suatu perhatian khusus terutama dari littoral states yaitu Indonesia, Malaysia dan Singapura dengan mengadakan kerjasama untuk mengatasi ancaman kejahatan di Selat Malaka.
ABSTRACT This thesis discusses the task of the Fleet I Command which is responsible for carrying out maritime operations to anticipate and respond to various possibilities specifically for the Sea Armed Robbery activities that occur in the Malacca Strait water   and its surroundings as  the implementation of the main tasks in carrying out Military Operations (OMSP). In this effort, the Fleet I Command considers the need for a quick response unit / unit to complement the security system that is currently underway. The breakthrough is the establishment of Fleet One Quick Response (FOQR). Since the formation of a quick response unit or better known as FOQR and based on the Annual Report of Operation Staff (Sops) Main Naval Base IV in 2016 this unit has succeeded in making arrests / prosecution of the perpetrators of crimes at sea, especially in the Malacca Strait water. Therefore this study will explain how the coastal country trilateral cooperation among Indonesia, Malaysia and Singapore to jointly secure the Malacca Strait, where the Strait is very strategic as a world trade crossing lane, especially ships carrying fuel and industrial materials of various countries . This is in accordance with the provisions of the 1982 Sea Law (UNCLOS 1982) which states that the sovereignty of the coastal region over its sea area in the strait is used for international shipping, including authority over water, air, sea floor and land officially recognized. Therefore, this regional defense and security strategy requires special attention, especially from littoral states, namely Indonesia, Malaysia and Singapore by establishing cooperation to overcome the threat of crime in the Malacca Strait.

Tesis ini menjelaskan mengenai kerja sama keamanan maritim antara Indonesia, Malaysia dan Singapura dalam melindungi Selat Malaka dari ancaman terhadap keamanan maritim di kawasan tersebut. Tesis ini menggunakan konsep Diplomasi Maritim sebagai alat untuk mengukur keberhasilan patroli terkoordinasi di Selat Malaka. Fokus dari penelitian ini adalah menganalisis dinamika keamanan internasional di Asia Tenggara. Selat Malaka dipilih karena merupakan salah satu jalur perairan terpenting di dunia. Salah satu isu terbesar di Selat Malaka adalah ancaman pembajakan dan perompakan laut. Ketiga negara yang berada di sekitar Selat Malaka menanggapi ancaman ini dengan menciptakan sebuah inisiatif baru untuk mengatasi keamanan maritim yang disebut Patroli Terkoordinasi pada tahun 2004. Tesis ini menyimpulkan bahwa pemenuhan tanggung jawab untuk keamanan di Selat Malaka dapat menekan ancaman pembajakan dan perompakan laut. Patroli Koordinasi yang diselenggarakan oleh tiga negara bagian di Selat Malaka juga membuktikan bahwa Diplomasi Maritim merupakan kunci keberhasilan dalam merespon masalah kawasan bersama. Melalui Diplomasi Maritim, ketiga negara di Selat Malaka berhasil mengatasi ancaman di kawasan bersama antara ketiga negara bagian tersebut. This thesis uses Maritime Diplomacy concept as tool to measure the sucess of coordinated patrol in the Malacca Strait. The focus of this research is to analyze the dynamic of international security in the Southeast Asia. Malacca Strait is chosen because it is one of the most important waterways in the world. One of the biggest issue in the Malacca Strait is the threat of piracy and armed robbery. The three states which is located around Malacca Strait respond to this threats by creating a new initiative for tackling maritime security called Coordinated Patrol in 2004. This thesis conclude that the fulfillment of responsibility for security in the Malacca Strait can suppress the threats of piracy and armed robbery. The Coordinated Patrol held by the three states in the Malacca Strait also proves that Maritime Diplomacy is a key to the exercise of success in responding to the problems of shared area. Through Maritime Diplomacy, the three states in the Malacca Strait successfully overcome the threats to the shared area among the three states. Indonesian trading development rapidly shows an improvement with neighbour countries such as Malaysia and Singapore. Even though the transportation infrastructures arround Malacca Straits are currently just provided by boats. For balancing the development trading reasons, Indonesian Government concerns to facilitate the building of transportation infrastructures or a fix-link infrastructure, a crossing bridge between Sumatera island (Indonesia) and Malaysia. Malacca strait Bridge (MSB) between Indonesia and Malaysia is a part of Trans Asia road link, has been planned since years ago. To support the current planning, the research and development Agency - Ministry of Public Works-Republic of Indonesia (Badan Penelitian dan Pengembangan, Kementrian Pekerjaan Umum, Indonesia) needs to make a reviewing on a pre-feasibility study (Pre FS) for MSB. Pre FS activity involved many disciplines of knowledge especially for road/corridor, transportation, bridge, geotechnical, , sea shore, environment, and social-economic-culture-policy. Pre FS result results that break event point for Corridor I among Dumai-P. Rupat-P. Medang Malaysia may be expected between 25 and 30 years based on Benefit Cost Ratio methode, using cable stayed and suspension bridges and girders. The longest span for cable stayed and suspension bridges are 2600 m and 1280 m. respectively. The selected corridior must be intensively discussed about technology absorbed and safety factor, resources capability for maintenance , integration within toll road network, fundation technology in the sea, and users psychology and comfort. Consession for operator may apply for 30 to 40 years.

Malacca Strait, as one of the strategic straits in world trade, often face various nontraditional security threats. In accordance with United Nations Convention on the Law of The Sea (UNCLOS), littoral states such as Indonesia, Singapore, and Malaysia are obligated to maintain the security in Malacca Straits, to ensure that world trades and world economic are not disrupted. This study analyzes how the Malacca straits patrol (MSP) framework is formed by littoral states in order to maintain the security stability in Malacca Strait. The authors employ qualitative method through literature study. The obtained data were analyzed using the theory of defense cooperation and concept of defense diplomacy. The results of the study conclude that MSP, which is consisted of the Malacca Straits Sea Patrol (MSSP), "Eyes-in-the-Sky" Combined Maritime Air Patrols (EiS), and the MSP Intelligence Exchange Group (IEG), is classified as a defense diplomacy activity in the form of multilateral contacts between military officials and multilateral military exercises aimed at increasing mutual trust and defense capabilities of each country.

Fokus dari skripsi ini adalah membahas mengenai kerja sama yang dilakukan oleh negara pantai dalam memberantas pembajakan di laut. Pembajakan di laut merupakan salah satu bentuk kejahatan yang cukup tua. Hukum internasional khususnya UNCLOS 1982, menyatakan bahwa pembajakan harus terjadi di laut lepas di luar yurisdiksi suatu negara. Namun demikian, saat ini berkembang bentuk pembajakan baru di mana pembajakan tidak terjadi di laut lepas melainkan di perairan pedalaman, laut teritorial, dan zona tambahan, contohnya yang ada di Selat Malaka. Selain di Selat Malaka pembajakan yang terjadi di Laut Cina Selatan sendiri masih terdapat perdebatan mengenai apakah pembajakan yang terjadi di Laut Cina Selatan masuk ke dalam pembajakan sebagaimana di maksud oleh UNCLOS 1982. Lebih lanjut, letak dari Selat Malaka dan Laut Cina Selatan yang berbatasan dengan beberapa negara pantai menimbulkan pertanyaan mengenai yurisdiksi negara manakah yang berwenang untuk menyelesaikan masalah tersebut. Upaya tunggal yang dilakukan oleh satu negara pantai tidak cukup untuk memberantas pembajakan dan luasnya lautan membutuhkan kerja sama dari negara-negara pantai untuk memberantas piracy dan armed robbery di Laut Cina Selatan dan Selat Malaka. ......Focus of the research is explaining regional cooperation which conducted by littoral states to combat piracy and armed robbery. Piracy is an old time crime. International law, particularly UNCLOS 1982 emphasized that piracy shall occur in the high seas beyond jurisdiction of any states. However, in modern times, a new form of piracy appeared. New form of piracy that so called armed robbery occurred in internal water, teritorial water, contigous zone of state, for instance piracy in Malacca Strait. Meanwhile, in South China Sea itself contention still exist to determine whether piracy that occurred in South China Sea can be classified as piracy within scope of UNCLOS 1982 or not. Moreover, Location of Malacca Strait and South China Sea which adjacent to littoral states raised a question with regard to jurisdiction to solve this problem. Effort from single state is not sufficient to combat piracy in the area it goes beyond vast of the sea required littoral states to cooperate to combat piracy and armed robbery in South China Sea and Malacca Strait.
