Abstrak :
=Terdapat beberapa model lokalisasi norma yang dapat digunakan untuk menjelaskan bagaimana norma global dapat diaplikasikan ke sub nasional. Dari berbagai model tersebut, terdapat beberapa komponen yang membedakan satu dengan lainnya. Makalah ini bertujuan untuk melakukan konseptualisasi sebuah model lokalisasi norma yang menjelaskan penerimaan kelompok LGBTQ+ di Sikka, Nusa Tenggara Timur, Indonesia. komunitas LGBTQ+ di Indonesia telah menerima penolakan dalam lingkungan social, politik, dan religious. Namun, di Sikka, kelompok LGBTQ+ dapat diterima oleh maysarakat yang religious.  Artikel ini menggunakan sebagai komparasi dasar untuk membentuk sebuah model lokalisasi norma yang bersesuaian dengan keadaan Sikka. Penelitian ini mengidentifikasi bahwa kepribadian dasar masyarakat merupakan kunci terpenting dalam membentuk keadaan ideal untuk menerima norma global dan penerimaan keluarga perlu diperhitungkan untuk mengukur cangkupan penerimaan norma global. Penulis juga menganalisis bahwa norma global yang dibentuk oleh pengalaman barat tidak bersesuaian dengan kebutuhan penerimaan komunitas LGBTQ+ di Sikka. ...... There are various models of norm localisation that can explain a process in which a global norm is being applied to a local setting. There are several different elements in every model. This paper aims to conceptualise a norm localisation model that is applied to the case of LGBTQ+ acceptance in Sikka, East Nusa Tenggara, Indonesia. LGBTQ+ community has been met with rejection in social, political, and religious communities in Indonesia. However, the case in Sikka shows that LGBTQ+ can be accepted by the people of a religious town in Indonesia. This research used norm vernacularisation and norm localisation models as a basic comparison to the conceptualised model of Sikka. This study identified that the basic personality of the people is the most important key in creating an accepting environment for a global norm and family acceptance needs to be put into account to measure the depth of the acceptance of a global norm. It is also analysed that a global norm that is shaped by the Western experience does not serve the needs of acceptance of LGBTQ+ community in Sikka.

[ABSTRAK Kasus penerimaan terbatas ASEAN dalam norma pengaturan senjata kecil dan senjata ringan menunjukkan peristiwa kontra-tren dari tren penerimaan norma internasional dalam masalah tersebut. Penelitian ini ditujukan untuk menganalisis kondisi-kondisi yang mendasari penerimaan terbatas ASEAN terhadap norma pengaturan senjata kecil dengan berusaha menelusuri proses mikro yang terjadi pada konteks struktur domestik ASEAN sebagai refleksi terhadap dinamika pengaturannya pada tingkat kawasan. Dengan menggunakan metode multi-value Qualitative Comparative Analysis (mvQCA), penelitian ini menemukan bahwa strategic culture dan struktur politik domestik berpengaruh secara signifikan dalam memungkinkan terjadinya saluran normatif bagi resonansi norma pengaturan senjata kecil. Sementara itu, karena adanya perbedaan kompetensi normatif di antara negara-negara ASEAN dan adanya cognitive prior ASEAN yang memiliki kecenderungan untuk menjadi organisasi regional bercorak ?sovereignty-oriented?, ASEAN membatasi penerimaan norma ini dengan melakukan lokalisasi norma pengaturan senjata kecil di kawasan.

This study aimed to analyze the conditions underlying the limited acceptance of ASEAN towards small arms control norms by seeking to explore the micro processes that occur in the context of the domestic structure of ASEAN as a reflection of the dynamics at the regional level. By using the multi-value method Qualitative Comparative Analysis (mvQCA), the study found that strategic culture and domestic political structures affect significantly for the channel which allows the setting of norms resonance for small arms control norms. Meanwhile, because of differences in normative competence among ASEAN countries and the ASEAN?s cognitive priors which leans toward a tendency to become a regional 'sovereignty-oriented' organization, ASEAN limits the acceptance of this norm by setting norms localization of small arms control norms in the region, ASEAN cases of limited acceptance in small arms control norm represents a counter-trend event of the widely accepted international norms in the matter.
