Abstrak :
Tesis ini membahas pengaruh dari determinan institusional terhadap kinerja Pemerintah. Determinan yang digunakan adalah tingkat desentralisasi fiskal, penerapan e-government di Indonesia, tingkat pendidikan Kepala Daerah serta kemungkinan terpilih kembalinya Kepala Daerah. Penelitian dilakukan untuk periode tahun anggaran 2012 dan 2013 dengan menganalisis Pemerintah Kota dan Kabupaten di Indonesia. Teknik yang digunakan adalah analisis regresi berganda. Hasil dari penelitian ini menunjukkan bahwa tingkat kemandirian fiskal dan penerapan e-government yang mempunyai pengaruh positif terhadap kinerja Pemerintah Daerah. Variabel tingkat pendidikan Kepala Daerah dan kemungkinan terpilih kembalinya Kepala Daerah tidak berpengaruh terhadap kinerja Pemeritah Daerah.
The purpose of this research is to analyze the influence of institutional determinants toward local governments'performance. The determinants are the degree of fiscal decentralization, e government implementation, head of the region's education level, and the head of the region's chance to be reelected for the second term. This research uses data of the year 2012 and 2013 with samples of city and regency local governments. The research technique used is multiple regression analysis. The result shows that the degree of fiscal decentralization and e government implementation have significant influence toward the performance, while the other two determinants do not influence the performance.

Abstrak :
Kebijakan Dana Insentif Daerah (DID) di Indonesia dimulai sejak tahun 2011 dengan tujuan memberikan penghargaan kepada pemerintah daerah atas kinerjanya. Dengan tren pengalokasian pagu DID yang terus meningkat, hal ini menunjukkan adanya perhatian dari pemerintah pusat terhadap pemerintah daerah. Penelitian ini berusaha memetakan suatu daerah apakah termasuk ke dalam kelompok kategori tertentu sehingga dapat dikatakan memenuhi kriteria untuk layak menerima DID/tidak, dan melihat apakah terjadi ketidaksesuaian alokasi terhadap pemberian DID kepada pemerintah daerah secara statistik. Metode yang digunakan adalah regresi logistik untuk melihat apakah daerah tersebut memenuhi kriteria atau tidak, apabila daerah tersebut memenuhi kriteria maka berhak untuk menerima DID. Selanjutnya, dilakukan pemetaan hasil nilai probalilitas observasi dengan status penerima DID periode waktu 2012-2020. Didapatkan hasil bahwa secara statistik ditemukan sejumlah kecil ketidaksesuaian dalam pengalokasian DID, dimana beberapa daerah yang secara statistika seharusnya berhak menerima DID, tetapi kenyataannya tidak menerima DID atau sebaliknya. ......The Regional Incentive Fund (DID) policy in Indonesia began in 2011 with the aim of giving awards to local governments for their performance. With the increasing trend in the allocation of DID ceilings, this shows the attention of the central government towards regional governments. This research attempts to map an area whether it belongs to a certain category group so that it can be said to meet the criteria to be eligible to receive DID/not, and see whether there is a mismatch in the allocation of DID to local governments statistically. The method used is logistic regression to see whether the area meets the criteria or not, if the area meets the criteria, it is entitled to receive DID. Furthermore, mapping the results of observational probabilities with the status of DID recipients for the period 2012 - 2020. The results show that statistically there are a small number of discrepancies in the allocation of DID, where some areas that should be statistically entitled to receive DID, but in reality do not accept DID or vice versa.

Berbagai isu strategik yang memengaruhi kinerja pemerintahan daerah di Indonesia sangat kompleks seperti halnya pada pemerintahan daerah di negara lain, sebagaimana diungkapkan pada hasil penelitian-penelitian sebelumnya, antara lain kemampuan fiskal, latar belakang pimpinan daerah sebagai entrepreneur, dan kapasitas manajemen memiliki pengaruh signifikan terhadap kinerja pemerintahan daerah. Penelitian ini mencoba untuk melakukan investigasi terhadap isu-isu strategik lainnya yaitu karakteristik daerah, public entrepreneurship, lingkungan strategik, serta penegakan etika dan akuntabilitas apakah sangat penting dan pasti pengaruhnya terhadap kinerja pemerintahan daerah. Sebagai tahap awal penelitian menyeluruh terkait pengaruh public entrepreneurship terhadap kinerja pemerintahan daerah, pemetaan perlu dilakukan untuk memastikan tingkat kepentingan dan kepastian dari asumsi strategik tersebut dengan pendekatan Strategy Assumption Surfacing Test (SAST) yang melibatkan pakar secara terbatas melalui penyebaran kuesioner dan Focus Group Discussion (FGD). Hasil olah data atas jawaban kuesioner mengindikasikan variabel karakteristik pemerintahan daerah dan elemen-elemennya (aset daerah, kapasitas fiskal, kapasitas manajemen dan perilaku kewirausahaan), public entrepreneurship (inovasi, kreativitas, proaktivitas, risk-taking dan orientasi kepentingan publik) merupakan asumsi strategik yang penting dan cukup pasti pengaruhnya terhadap kinerja pemerintahan daerah di Indonesia. ......Various strategic issues that have an effect towards the performance of local governments in Indonesia are very complex just like the local governments in other countries, as investigated on previous researches. These strategic issues, which include the fiscal capacity, the background of the local leaders as entrepreneurs, and the capacity of management, would have significant influence towards the performance of local governments. This research tries to conduct the investigation towards other strategic issues i.e. the characteristics of local governments, the public entrepreneurship, the strategic environment, and the enforcement of ethics and accountability of bureaucracy, which is both very important and very certain in terms of the influence towards the performance of local governments. As the initial phase of thorough research is related to the influence of public entrepreneurship towards the performance of local government, the mapping needs to be conducted in order to ensure the level of importance and certainty of the strategic issues with the use of the Strategic Assumption Surfacing Test (SAST) approach involving the selected experts through limited Focus Group Discussion (FGD). The results of data processing would give an overview that the characteristics of local governments and its elements (the regional assets, the fiscal capacity, the capacity of management and entrepreneurial behavior), the public entrepreneurship (innovation, the creativity of the individuals within bureaucracy, proactiveness, risk-taking and public-oriented) are the strategic issues, which are important and certainly influence the performance of local governments in Indonesia.

ABSTRAK
How can performance management influence management influence public sector agencies to improve their performance? This question has long been the subject of intense discussion among scholars. It is often the case that public sector units have no motivation to improve beyond the minimum level required to stay safe and can also result in unambitious average syndrome. A similar phenomenon potential to arise with the introduction of the Minimum service Standards (MSS) for local authorities within Indonesia's decentralised system. Through the decentralisation policy, which was launched in 1999, the central government has devolved most public service decision-making to local authorities. As a concequence of this policy, inequality has grown, reflecting different capacities and motivations of local government. Yet, the central government has (in principle) a reserve power to intervene and enforce these minimum standards. Thus, instead of a set target or rank for local government, MSS was introduced as a form of compromise between the central and local governments in relation to the minimum quality of service in health and education that should be delivered by local governments. This paper attempts to assess the influence of public sector performance management on the motivation of local public-sector agencies to improve their performance. There are two main research questions. Firstly, what is the influence of MSS on the motivation of public sector agencies to improve their performance in delivering services? Secondly, how far does the concept of an unambitious average syndrome explain the outcomes attained? Semi-structured interviews with 80 informants in central and local government, as well as scholars, non-government organisations and international agencies were used in data collection, with thematic analysis used for data analysis. In terms of the results, the influence of MSS on the motivation of local government to improve their performance hardly fits with the idea of the 'unambitious average syndrome'. MSS seems only to motivate improvements in performance among those local governments whose current achievement fall just below the required standard. They are motivated only to pass and deliver just above the required standard. MSS, however, does not appear to motivate local governments delivering either above or well below the standards
