Penyediaan infrastruktur dan layanan transportasi publik merupakan kunci untuk pertumbuhan ekonomi dan pembangunan yang berkelanjutan. Mengingat ketersediaan dana public yang terbatas, pemerintah dituntut untuk mampu melakukan evaluasi terhadap setiap pilihan skema pembiayaan yang dimungkinkan untuk penyediaan infrastruktur dan layanan transportasi publik, salah satunya dengan kerjasama pemerintah dengan badan usaha KPBU . Penelitian ini mencoba menganalisis pengaruh model pengelolaan layanan Transjakarta busway koridor 13 berdasarkan skema KPBU terhadap nilai kemanfaatan value for money dari APBD dan penilaian persepsi pemangku kepentingan stakeholder yang terkait terhadap skema KPBU untuk penyediaan layanan ini. Analisis yang dilakukan meliputi analisis kuantitatif dan analisis kualitatif. Hasil yang diperoleh dalam penelitian ini adalah dengan skema pembiayaan KPBU berdasarkan pembayaran ketersediaan layanan availability payment , pemerintah dapat melakukan efisiensi penggunaan APBD sebesar 14,19 . Pemerintah harus menyiapkan kerangka hukum dan kelembagaan yang kuat agar pelaksanaan KPBU ini dapat berjalan dengan baik.

ABSTRACT
Public transport infrastructure and services provision is key to sustained economic growth and development. Given the limited availability of public funds, the government is required to be able to evaluate any possible financing scheme options for the provision of public transport infrastructure and services, one of which is a public private partnership PPP . This research tries to analyze the effect of management model with PPP scheme for the provision of Transjakarta busway corridor 13 services to the value for money of public fund and related stakeholder perception on the scheme for the provision of this service. The analysis includes quantitative and qualitative analysis. The results obtained in this study is with the PPP scheme, based on availability payment, the government can make efficient use of the public fund of 14.19 . The government must prepare a strong legal and institutional framework for the implementation of this PPP scheme can run well.

[Skripsi ini membahas tentang fenomena mobile commerce transportasi darat seperti ojek online, pemesanan taksi maupun pembelian e-ticketing yang menawarkan sejumlah layanan produk dan jasa yang canggih untuk pengguna ponsel dan sedang digemari oleh penggunanya. Pemesanan layanan transportasi melalui perangkat mobile (pembelian mobile) telah menjadi nyaman melalui aplikasi mobile layanan transportasi, tetapi banyak konsumen masih tidak memanfaatkan aplikasi tersebut secara maksimal. Dari perspektif mobile vendor (penyedia layanan jasa aplikasi transport), mempertahankan pelanggan saat ini dan memfasilitasi pembelian lanjutan mereka sangat penting untuk membuat keuntungan dan mencapai pembangunan berkelanjutan. Oleh karena itu, penting untuk memahami faktor-faktor penentu yang mempengaruhi intensitas niat konsumen konsumen dalam menggunakan aplikasi mobile layanan transportasi darat. Penelitian ini menggunakan metode SEM (Structural Equation Modelling) dengan 159 responden. Hasil penelitian ini menyatakan bahwa kepuasan menjadi faktor penentu utama dalam mempengaruhi niat keberlanjutan konsumen. Variabel kepuasan dipengaruhi oleh aliran dan kepercayaan yang dipengaruhi oleh kualitas informasi, kualitas layanan serta privasi dan keamanan. Hasil penelitian ini memberikan beberapa implikasi penting untuk penelitian mobile commerce terhadap perilaku konsumen dalam melakukan pembelian. ......This thesis discusses the phenomenon of mobile commerce online ground transportation such as taxis, taxi booking or purchase e-ticketing service that offers a number of advanced products and services for mobile users and are favored by users. Booking transportation services through mobile devices (mobile purchases) have become comfortable transportation services through mobile applications, but many consumers still do not take advantage of the application to the fullest. From the perspective of mobile vendor (service provider transport applications), retaining current customers and facilitating the purchase of their continued very important to make a profit and achieve sustainable development. Therefore, it is important to understand the determinants affecting consumer intention intensity consumers to use mobile application service ground transportation. Results of this study stated that satisfaction becomes a major determining factor in influencing the sustainability of consumer intentions. Variable satisfaction is influenced by the flow and trust that is influenced by the quality of information, quality of service as well as privacy and security. Transportasi memegang peranan penting dalam aktivitas dan kebutuhan sehari-hari masyarakat. KRL menjadi salah satu moda transportasi umum di Jabodetabek dengan jumlah penumpang terbesar. Tingginya pengguna smartphone dan internet mencerminkan tingginya pengguna yang memanfaatkan aplikasi pada smartphone mereka sebagai sumber informasi. Hal ini mendorong PT Kereta Commuter Indonesia untuk mengembangkan aplikasi KRL Access sebagai langkah mentransformasi layanan dan informasi ke dalam bentuk digital untuk memudahkan akses ke penggunanya. Dalam penerapannya, aplikasi KRL Access masih menghadapi masalah pada tampilan dan kegunaan. Dalam rangka mengatasinya, perancangan ulang desain antarmuka pengguna diusulkan untuk solusi yang akan memenuhi kebutuhan pengguna. Metode design thinking digunakan dalam prosesnya karena metode ini berorientasi dan berempati kepada pengguna untuk memahami sudut pandang pengguna. Data dikumpulkan melalui kuesioner, in-depth interview dan didefinisikan dengan tools POV-HMW serta storyboard. Temuan penelitian direalisasikan melalui prototipe desain antarmuka pengguna dan divalidasi menggunakan metrik penilaian usability testing. ......Transportation plays an important role in people's daily activities and needs. KRL is one of the modes of public transportation in Jabodetabek with the largest number of passengers. The high number of smartphone and internet users reflects the high number of users who use applications on their smartphones as a source of information. This prompted PT Kereta Commuter Indonesia to develop the KRL Access application as a step to transform services and information into digital form to facilitate access for its users. In its implementation, the KRL Access application still faces problems with appearance and usability. In order to address this, a redesign of the user interface design was proposed for a solution that would meet user needs. The design thinking method is used in the process because this method is user-oriented and empathetic to understand the user's point of view. Data was collected through questionnaires, in-depth interviews and defined using POV-HMW tools and storyboards. Research findings were realized through user interface design prototypes and validated using usability testing assessment metrics.
