PT. Kereta Api Commuter Jabodetabek PT. ......PT. Jabodetabek Commuter Line continues to push passengers of Jabodetabek train KRL passengers who still use Guaranteed Daily Tickets or Tiket Harian Berjaminan THB to switch to Multitrip Card KMT which is more practical and efficient. However, in 2016, there are still 42 of KRL passengers who use THB. It is hypothezied that to obtain KMT, passengers must purchase it at a relatively expensive price, which is IDR 50.000 KMT price is IDR 20.000, whereas the balance of the card is IDR 30 000 . In addition, the provision of settling minimum balance in the KMT of IDR 13.000, is also another factor that make passengers become reluctant to use KMT and retain using THB. This study aims to test the policies that can encourage KRL passengers who are still using THB, to switch to KMT. Two policies i.e giving KMT for free KMT price is IDR 20.000, whereas the balance of the card is IDR 30.000 and discounting KMT price by 80 KMT price is IDR 20.000, whereas the balance of the card is IDR 30.000 have been tested using experimental economic of 100 KRL passengers at Bogor Station. This research shows that the policy of discounting KMT prices by 80 and giving the KMT card for free will encourage the KRL passengers to use KMT, effectively. However, giving KMT card for free will make passengers disrespect the KMT.

Abstrak :
After the Kuomintang (KMT) lost control of mainland China in 1949, some of its troops retreated to mainland Southeast Asia, marking the start of a period of mutual interaction between the KMT troops and Southeast Asian states in the context of the Cold War. The objective of this paper is to focus on the KMT troops who retreated to Northern Thailand. The author argues that the KMT troops, as protagonists in border areas, promoted border consolidation in Northern Thailand through war and village building. The Thai government, lacking effective jurisdiction over the border, took advantage of the KMT, using it as the most effective tool for border management and as a military force to counter the Communist threat along border areas. Through years of fighting with the Communist Party of Thailand (CPT), KMT troops helped eliminate potential security risks in Northern Thailand. Consequently, border villages with defenses bolstered during the war years epitomized the Northern Thai border being brought under the aegis of state control.
