Abstrak :
[Penelitian mengenai pengaruh kompetensi pelaksana arsip terhadap kinerja pelayanan Arsip di Universitas Indonesia. Tujuan penelitian ini adalah untuk mengetahui pengaruh Kompetensi yang dimiliki pelaksana arsip terhadap Kinerja pelayanan arsip tersebut di Universitas Indonesia. Untuk mencapai tujuan penelitian, maka sejauhmana pengaruh kompetensi baik secara individu maupun secara kelompok dalam pelayanan arsip di Universitas Indonesia. Sampel penelitian sebanyak 36 responden dari seluruh populasi dengan menggunakan teknik total sampling atau teknik sensus. Pengumpulan data menggunakan observasi, studi kepustakaan dan kuesioner penelitian, pengolahan data menggunakan metode analisis kuantitatif. Dari analisis dan pembahasan hasil penelitian diperoleh kesimpulan bahwa terdapat pengaruh yang positif dan signifikan Kompetensi pelaksana arsip dalam dimensi motif, sifat, pencitraan diri, pengetahuan dan ketrampilan, baik secara individual maupun secara kelompok dalam pelayanan arsip di Universitas Indonesia. ......The research is about the influence of competence on archivist to serve performance of archive in University of Indonesia not yet optimum. Abstrak :
Puskesmas merupakan fasilitas pelayanan kesehatan primer yang menyelenggarakan upaya kesehatan masyarakat dan upaya kesehatan perseorangan di wilayah kerjanya. Puskesmas memiliki peran strategis dalam sistem pelayanan kesehatan di Indonesia, tetapi masih dihadapkan pada berbagai tantangan, termasuk dalam pengelolaan keuangan. Badan Layanan Umum Daerah (BLUD) menawarkan solusi atas permasalahan tersebut dengan adanya fleksibilitas dalam pengelolaan keuangan agar puskesmas dapat meningkatkan kinerja pelayanannya. Puskesmas di Kabupaten Bogor telah menerapkan BLUD sejak tahun 2018 dengan cakupan 39,6% pada tahun 2021. Tujuan penelitian ini adalah mengetahui hubungan penerapan BLUD dengan kinerja pelayanan puskesmas di Kabupaten Bogor tahun 2021. Penelitian ini merupakan penelitian cross-sectional menggunakan Profil Kesehatan Kabupaten Bogor dan data rutin Kementerian Kesehatan. Populasi dan sampel penelitian adalah seluruh puskesmas di Kabupaten Bogor yang berjumlah 101 puskesmas. Variabel dependen penelitian ini adalah kinerja pelayanan, variabel independen utama BLUD, dan variabel kovariat proporsi bayi, proporsi balita, proporsi penduduk usia produktif, proprosi penduduk usia lanjut, kategori wilayah kerja, ketenagaan, sarana, prasarana, alat kesehatan, prevalensi TB, prevalensi hipertensi, dan prevalensi DM. Hasil penelitian menunjukkan kinerja pelayanan puskesmas sebesar 73,68%. Tidak terdapat perbedaan kinerja pelayanan antara puskesmas BLUD dengan puskesmas non BLUD setelah dikontrol oleh variabel kovariat (p = 0,33). Saran kepada puskesmas dan Dinas Kesehatan Kabupaten Bogor agar melakukan pengendalian internal dan mengevaluasi penerapan BLUD. Pemangku kepentingan agar menyusun strategi penguatan puskesmas yang telah menerapkan BLUD. ......Public health center (puskesmas) is a healthcare facility that held public and individual health services in their work area. Puskesmas has strategic role in Indonesia’s health care system, but still has many challenges, including financial management. BLUD offers solutions for this problem through its flexibility to improve puskesmas service performance. Starting in 2018, there were 39,6% puskesmas implementing BLUD in Bogor District in 2021. The purpose of this study was to determine the relationship between BLUD implementation and puskesmas service performance in Bogor District in 2021. This research was a cross-sectional study using the Bogor District Health Profile and routine data of the Ministry of Health. The population and the sample of this study were all puskesmas in Bogor District, 101 puskesmas. The dependent variable was service performance, the main independent variable was BLUD, and the covariate variables were baby proportions, under 5 years old children’s proportions, productive age population proportion, elderly population proportion, work area category, human resources, facilities, infrastructure, medical devices, TB prevalence, hypertension prevalence, and DM prevalence. The results showed that puskesmas service performance in Bogor District was 73,68%. There weren’t differences of service performance between puskesmas implementing BLUD and puskesmas wasn’t implementing BLUD after being controlled by covariate variables (p = 0,33). Suggestion to puskesmas and Bogor Distict health office are to carry out internal control and to evaluate BLUD implementation. In addition, stake holders are expected to build a strategy strengthening puskesmas that implementing BLUD.

Abstrak :
Fenomena yang dijadikan obyek penelitian adalah pelaksanaan kinerja pelayanan administrasi kependudukan di Kelurahan Petojo Utara dalam wilayah Kecamatan Gambir Kota Administrasi Jakarta Pusat. Tujuan penelitian adalah menganalisis pengaruh kompensasi dan iklim organisasi terhadap kinerja pelayanan administrasi kependudukan di kelurahan tersebut. Penelitian menggunakan pendekatan penelitian kuantitatif yang dilakukan dengan metode Analisis SEM. Teknik pengumpulan data yang digunakan adalah Studi Kepustakaan, Teknik Kuesioner dan Observasi. Sampel penelitian sebanyak 112 responden yang terdiri atas 19 dari unsur pegawai Kantor Kelurahan Petojo Utara dan 93 responden berasal dari warga masyarakat penerima layanan. Pengambilan sampel dari populasi menggunakan dengan metode sensus. Berdasarkan pembahasan hasil penelitian diperoleh kesimpulan sebagai berikut : Terdapat pengaruh yang positif dan signifikan kompensasi terhadap kinerja pelayanan di Kantor Kelurahan Petojo Utara direfleksikan oleh gaji, tunjangan, insentif, penghasilan tambahan, kecakapan, tanggung jawab, Pertumbuhan pribadi, penghargaan, promosi, tantangan, sifat hasil kerja, dan cuti. Kemudian dari analisis SEM diperoleh hasil bahwa gaji merupakan komponen yang paling utama atau yang paling dominan dari variabel kompensasi. Terdapat pengaruh yang positif dan signifikan iklim organisasi terhadap kinerja pelayanan di Kantor Kelurahan Petojo Utara direfleksikan oleh Otonomi, kebersamaan, kepercayaan, tekanan, dukungan, pengakuan, kewajaran, inovasi, struktur, standar, tanggungjawab, dan komitmen. Selanjutnya dari analisis SEM diperoleh hasil bahwa komponen yang paling dominan dari iklim organisasi adalah indikator pengakuan. Selanjutnya berdasarkan hasil perhitungan maka dapat disimpulkan bahwa ternyata pengaruh kompensasi terhadap kinerja pelayanan lebih dominan dibandingkan dengan pengaruh iklim organisasi terhadap kinerja pelayanan.
The objective of this research is to examine the influence of compensation and organization climate on Service Performance at Petojo Utara Urban Village Office of Gambir Sub District, Administration City of Center Jakarta. Compensation and organization climate functioned as independent variables, while service performance functioned as dependent variable. Compensation refers to logrolling system that given to personnel as means for reach the organization goals that indicated by wage, allowance, incentive, adding income, proficiency, responsibility, and personal growth. Organization climate refer to all environment aspect that people face in an organization that influenced someone in doing his organization task, which could be measured by indicators of autonomy, cohession, trust, pressure, support, recognition, fairness, innovation. Meanwhile, service performance is a work result that reached by personenl in performing task appropriate with their responsibility with indicator reliability, assurance, tangible, empathy, and responsiveness. This research using quantitative approach and survey method. The samples are 112 and taken by using sensus techniques. Collecting datas were using questionaires and data analysis with SEM. The results shown that compensation and organization climate have a positive and significant influence on Service Performance at Urban Village Office of Gambir Sub District, Administration City of Center Jakarta, either partially or simultaneously. Wage is dominant component from compensation variable, and recognation is the dominant component from organization climate. Based on the result of research, the influence of compensation more dominant than organization climate on Service Performance at Petojo Utara Urban Village Office of Gambir Sub District, Administration City of Center Jakarta.

Kondisi geometrik jalan di pulau jawa memiliki kebegaragaman kondisi geometri tidak halnya pada pembangunan jalan tol. Seperti yang terjadi pada jalan Tol Cipularang dan Tol Semarang – Solo di mana pembangunan harus membelah bukit karena melalui rangkaian pengunungan Ungaran. Dengan kondisi jalan tol dengan jalan yang tentunya memiliki jalan yang menanjak dan menurun dengan rute yang cukup panjang. Hal tersebut tentunya mempengaruhi laju kendaraan yang melewati ruas jalan tol tersebut, khususnya kendaraan dengan dimensi dan volume yang besar. Penurunan kecepatan pada kendaraan tersebut dapat mempengaruhi kinerja jalan tol yang apabila dibiarkan akan menimbulkan antrian dan kemacetan yang cukup panjang. Data kecepatan kendaraan diperoleh dengan menggunakan metode spot speed area kemudian menghitung volume kendaraan yang melewati rute tersebut. Data kecepatan dan volume kendaraan diolah untuk mendapatkan faktor jam sibuk untuk menentukan jam tersibuk. Pemodelan tiga skenario dilakukan dengan menggunakan simulasi mikroskopik untuk mendapatkan desain jalur pendakian yang paling optimal. Simulasi lalu lintas terbaik ditunjukan pada skenario Austroads dengan merubah panjang taper, serta merubah titik awal pendakian menurut ketentuan DMRB. Sehingga, mendapatkan rekomendasi perbaikan jalur pendakian yang dapat menghasilkan karakteristik lalu lintas yang lebih baik. ......Geometric conditions of roads on the island of Java have a variety of geometric conditions, which is not the case for the construction of toll roads. As happened on Cipularang Toll Road and Semarang - Solo Toll Road where construction had to split a hill because it went through a series of Ungaran mountains. With the condition of toll road with roads that of course have uphill and downhill roads with quite a long route. This certainly affects the speed of vehicles passing through the road, especially vehicles with large dimensions and volumes. Vehicle speed can affect toll road performance which, if left unchecked, will cause long queues and traffic jams. Therefore, there is a limit to the maximum permissible ramp or critical length with a certain slope. Due to roads with such long and steep ascending, namely with the current climbing lane, a haigh accident rate is still indicated, so it is necessary to evaluate a good design for vehicles that cannot control their speed at both situations of ascending and descending. Vehicle speed data is obtained using the spot speed area method, and then traffic volume of vehicles passing that route segment is calculated. Vehicle speed and volume data is simulated and analyzed to obtain the peak hour factor and to determine the busiest hours. Three scenarios of modeling were carried out by using Vissim to get the most optimal design of climbing lane. Best traffic simulation showed in Austroads simullating scenario by changing the taper length, as well as changing the starting point of the ascent according to the DMRB provisions. In conclusion some recommendations are proposed for improving climbing lane that can produce better traffic performance as expected.

Penelitian ini membahas mengenai pelayanan pendidikan pada Dinas Pendidikan Kota Bekasi dalam pelaksanaan pelayanan Penerimaan Peserta Didik Baru (PPDB) Online di jenjang SMK pada tahun  2015. Penelitian ini menggunakan pendekatan kualitatif dengan paradigma post positivist. Teknik pengumpulan data dilakukan melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukan bahwa pelayanan pendidikan yang dilakukan oleh Dinas Pendidikan Kota Bekasi memiliki kinerja yang belum baik, padahal Dinas memiliki sumber daya keuangan, material, manusia dan regulasi yang cukup memadai. Panitia penyelenggara memilki struktur dan fungsi yang jelas dalam bertugas, namun masih ditemukan banyak masalah dalam pengelolaan sumber daya dan komitmen panitia penyelennggara dalam melaksanakan pelayanan. Manfaat dari pelayanan pendidikan PPDB Online tahun 2015 belum terasa signifikan bagi para stakeholder yang terlibat. ......This study discusses the educational services in Bekasi City Department of Education in the implementation of Admission Students New (PPDB) Online service at vocational high school in 2015. This study used qualitative approach and the post-positivist paradigm. Data was collected through in-depth interviews and literatures study. The results showed that educational services are carried out by the Bekasi City Department of Education has not been good, yet, the Department has the financial resources, materials, human and adequate regulation. Departement have the effective structure and clear function, but still found many problems in the resources management and the committee commitment in carrying out the service. Benefit from educational services PPDB Online 2015 has not felt significant for stakeholders involved.

Lebih dari 50% penduduk di Indonesia memiliki permasalahan gigi dan mulut, ironisnya
berdasarkan Riskesdas 2018, hanya sekitar 10% yang mampu mendapat akses ke layanan
kesehatan gigi. Rifaskes 2011 mengindikasikan cakupan program usaha kesehatan gigi
berbasis masyarakat di puskesmas masih sangat rendah, termasuk di wilayah DKI Jakarta.
Penelitian ini bertujuan untuk melakukan kajian atas kinerja unit pelayanan gigi
puskesmas kelurahan di wilayah Kecamatan Koja. Pendekatan wawancara mendalam,
observasi, dan telaah dokumen dilakukan pada dua jenis unit pelayanan gigi yang ada di
puskesmas kelurahan wilayah Kecamatan Koja. Terdapat dua skema, yaitu Pola I yang
memiliki dokter gigi saja dan Pola III memiliki dokter gigi dan terapis gigi. Hasil
penelitian menyatakan bahwa unit pelayanan gigi pola III memiliki kinerja pelayanan gigi
yang lebih baik karena dapat menangani lebih banyak pasien dan tindakan, serta dapat
memenuhi program Usaha Kesehatan Gigi Sekolah (UKGS) dan Upaya Kesehatan Gigi
Masyarakat (UKGM). Sebaliknya, unit pelayanan gigi pola I hanya dapat memenuhi
program UKGS dan menangani jumlah pasien yang lebih sedikit. Adanya kompetisi
waktu antara program kesehatan gigi masyarakat dan poli gigi membuat dokter gigi
kesulitan memenuhi semua pelayanan gigi. Pelaksanaan program UKGS maupun UKGM
yang dipenuhi hanya terbatas pada penyuluhan singkat dan pemeriksaan sederhana yang
dilaksanakan sekedar memenuhi target. Akibatnya, permasalahan gigi dapat terus
berkembang menjadi penyakit yang semakin parah dan membutuhkan perawatan lebih
kompleks. Hasil kajian juga menguak bahwa tindakan mayoritas, yaitu mumifikasi,
kurang sesuai dengan standar perawatan yang dibutuhkan karena keterbatasan sumber
daya. Disamping itu, tugas manajemen puskesmas ternyata menambah beban kerja dokter
gigi dan mempengaruhi kinerja unit pelayanan gigi. Kolaborasi dokter gigi dengan terapis
gigi akan meningkatkan kinerja unit pelayanan gigi karena dapat mengakomodasi
kenaikan permintaan pelayanan, membantu melaksanakan semua upaya kesehatan gigi,
dan meningkatkan kualitas pelayanan dalam era Jaminan Kesehatan Nasional (JKN).

More than 50% of the population in Indonesia were reported to have dental problems,
ironically based on Riskesdas 2018, only around 10% are able to get access to dental
services. Rifaskes 2011 has indicated the coverage of the community-based oral health
program at the Puskesmas is quietly low, even in the DKI Jakarta. This study aims to
analyze the performance of the dental medical unit at the puskesmas kelurahan in Koja
District area. The approach is through in-depth interviews, observations, and document
studies were carried out on two types of dental medical units that mostly be divided into
Pattern I with only dentist and Pattern III which have dentist and dental therapist. The
results of the study indicated that Pattern III had higher dental service performance
primarily because it could handle more patients and type of treatments also could carry
out School-based Oral Health (UKGS) and Community-based Oral Health (UKGM)
programs. In contrast, Pattern I only fulfill the UKGS program and handle fewer patients.
Clash of time between community-based program and dental poly makes it difficult for
dentists to fulfill all dental services. The implementation of the UKGS and UKGM
programs which only brief counseling and screening tended merely meet the targets so
that dental problems become more severe then require more complex treatments. The
study also revealed that the mummification, which were among the most frequent
treatment, were not in accordance with the standard of care due to limited resources. In
addition, management duties within puskesmas adds further workload of dentists and
influenced the performance of dental service. Dentist collaboration with dental therapist
will improve the performance of the dental service, allowing them to accommodate the
increase in demand, support implementation of all dental health efforts, and improve
dental service quality in the era of National Health Insurance (JKN).

Investasi memiliki peran yang sangat penting dalam pertumbuhan perekonomian suatu negara. Pemerintah Republik Indonesia, melalui BKPM, melakukan berbagai macam perencanaan untuk meningkatkan laju realisasi investasi, salah satunya melalui pendirian Pelayanan Terpadu Satu Pintu di bidang Penanaman Modal (PTSP PM). Pendirian PTSP ini bertujuan untuk meningkatkan kualitas pelayanan kepada investor dan kemudian meningkatkan kinerja pelayanan BKPM, kepuasan investor, dan reputasi BKPM di mata investor. Penelitian terhadap 243 responden investor menemukan bahwa tiga dimensi paling utama dalam membentuk kualitas pelayanan bagi investor adalah daya tanggap, jaminan, dan empati. Hasil penelitian menunjukkan bahwa kualitas pelayanan memiliki pengaruh secara positif terhadap kinerja pelayanan BKPM dan kepuasan investor. Selain itu, kinerja pelayanan juga memiliki hubungan yang positif terhadap kepuasan investor. Penelitian ini juga memberikan hasil bahwa reputasi BKPM dipengaruhi secara positif signifikan oleh kinerja pelayanan BKPM dan kepuasan investor. Hasil penelitian ini menyarankan agar pihak BKPM dapat melakukan pengembangan kualitas sumber daya manusia sehingga dapat meningkatkan kualitas pelayanan yang diberikan oleh BKPM. ......Investment has an important role in economic growth of a country. Government of Republic of Indonesia, through BKPM, has conducted many plans for boosting the rate of investment realizations, one of them is establishing Pelayanan Terpadu Satu Pintu Penanaman Modal (one stop service for investment). The establishment of PTSP PM has a purpose to improve service quality for investors and then enhancing the service performance, investor satisfaction, and reputation of BKPM. From the research of 243 investors, this study showed that responsiveness, assurance, and emphaty are three main dimensions of service quality considered by investors. This study showed that service quality significantly affect service performance of BKPM and investor satisfaction. The service performance of BKPM has also a positive relationship towards investor satisfaction. Service performance and investor satisfaction does influence BKPM reputation in investor’s point of view. This thesis suggested that BKPM can develop the quality of human research so BKPM that can improve service quality for the investors.

Penelitian ini bertujuan untuk menganalisis hubungan kebijakan seleksi terbuka pejabat publik dan kinerja pelayanan sektor publik. Selain itu, beberapa faktor pendukung pelayanan publik juga digunakan untuk menganalisis penelitian ini. Analisis dilakukang pada instansi pemerintah daerah Provinsi, Kabupaten dan Kota dalam periode tahun 2018-2021. Metode estimasi yang digunakan pada penelitian ini yakni dengan model data panel menggunakan metode Maximum Likelihood yaitu Panel Tobit. Dari hasil analisis diketahui bahwa pelaksanaan seleksi terbuka pejabat publik berhubungan positif dan signifikan serta mampu meningkatkan kinerja pelayanan sektor publik. Variabel lainnya yang digunakan juga signifikan mempengaruhi kinerja pelayanan sektor publik secara positif yaitu regulasi berupa SOP pelayanan, tingkat pendapatan, tingkat pendidikan pegawai dan fasilitas penunjang pelayanan. ......This study aims to analyze the relationship between the policy of open selection of public officials and the performance of public sector services. In addition, several factors supporting public services are also used to analyze this research. The analysis was carried out on provincial, district and city government agencies in the period 2018-2021. The estimation method used in this study is the panel data model using the Maximum Likelihood method, namely the Tobit Panel. From the results of the analysis, it is known that the implementation of the open selection of public officials has a positive and significant relationship and is able to improve the performance of public sector services. Other variables used also significantly affect the performance of public sector services positively, namely regulations in the form of service SOPs, income levels, employee education levels and service support facilities.
