Abstrak :
Tata kelola pemerintahan yang baik diperlukan dalam rangka mengatasi berbagai permasalahan kelembagaan pemerintah. Banyaknya permasalahan korupsi yang melibatkan para pejabat tinggi dan aparatur sipil negara menunjukkan masih rendahnya tingkat tata kelola pemerintahan di Pemerintah Provinsi Riau. Penelitian ini menguji persepsi aparatur sipil negara terhadap pentingnya sistem pengendalian intern, pengelolaan keuangan daerah, dan kinerja institusi pemerintah daerah dalam upaya peningkatan tata kelola pemerintahan yang baik good governance di Pemerintah Provinsi Riau. Data yang dipergunakan adalah data primer yang diperoleh melalui kuesioner yang ditujukan kepada pejabat eselon IV di seluruh organisasi perangkat daerah OPD. Teknik pengumpulan data menggunakan purposive sampling. Metode analisis data menggunakan structural equation modeling. Hasil penelitian menunjukkan bahwa sistem pengendalian intern, pengelolaan keuangan daerah dan kinerja institusi pemerintah daerah memiliki korelasi yang positif dalam mendukung terwujudnya tata kelola pemerintahan yang baik good governance di Pemerintah Provinsi Riau. Namun korelasi tersebut belum efektif karena persepsi aparatur sipil negara atas implementasi sistem pengendalian intern, pengelolaan keuangan daerah, dan kinerja institusi pemerintah daerah dalam mendukung terwujudnya tatakelola pemerintahan yang baik good governence di Pemerintah Provinsi Riau tidak sesuai dengan kondisi senyatanya sehingga upaya penciptaan tatakelola pemerintahan good governence menjadi tidak terpenuhil dan berdampak pada tingginya permasalahan korupsi di lingkungan Pemerintah Provinsi Riau.

Good governance is needed in order to address the various institutional problems of the government. The number of corruption problems involving high officials and state civil apparatus show the low level of governance in the Provincial Government of Riau. This study explains the perception of the state civil apparatus on the influence of internal control system, local financial management, and the performance of local government institutions in the effort of improving good governance in the Provincial Government of Riau. The primary data obtained through questionnaires that addressed to echelon IV officials throughout the organization of the regional apparatus. Data collection techniques using purposive sampling. Method of data analysis using structural equation modeling. The results showed that internal control system, local financial management and the performance of local government institutions have a positive correlation in supporting good governance in the Provincial Government of Riau. However, the correlation has not been effective because the perception of the state civil apparatus on the implementation of the internal control system, local financial management, and the performance of local government institutions in supporting good governance implementation in the Provincial Government of Riau are not accordance with the actual conditions. This condition give low effect on the good governance and cause the high corruption problems in the Provincial Government of Riau.

Pendidikan pertanian kekurangan sumber daya dalam rangka menciptakan lulusan yang memiliki kompetensi spesifik untuk memenuhi kebutuhan tenaga kerja di dunia usaha. Hal ini dapat diantisipasi dengan cara meningkatkan knowledge sharing di antara para pendidik. Oleh karena itu, sangat perlu untuk mengetahui faktor-faktor yang memengaruhi knowledge sharing di antara para pendidik di pendidikan tinggi teknis dan kejuruan bidang pertanian. Selain itu, perlu diketahui juga apakah knowledge sharing berpengaruh terhadap kinerja para pendidik dan berpengaruh terhadap kinerja institusi. Penelitian ini dilakukan dengan studi literatur, wawancara, dan survei. Data hasil survei dianalisis dengan metode Partial Least Square – Structural Equation Modeling (PLS-SEM). Hasil penelitian ini menunjukkan bahwa knowledge sharing adalah salah satu faktor yang dapat meningkatkan kinerja dari para pendidik dan dapat meningkatkan kinerja institusi di pendidikan tinggi teknis dan kejuruan bidang pertanian. Knowledge sharing pada domain ini sangat dipengaruhi oleh sikap, harapan pribadi, pengetahuan tacit, infrastruktur TI, pengetahuan penggunaan TI, kemampuan pendidik, dan budaya organisasi. ......Lack of agricultural education resources in order to create graduates who have specific competence to meet the workforce needs in the corporate world. It can be anticipated by increasing knowledge sharing among educators. Therefore, it is necessary to determine the factors that influence knowledge sharing among educators in higher education technical and vocational agriculture. In addition, note also whether knowledge sharing affects the performance of educators and affect the performance of the institution. This study was conducted with the literature study, interviews, and surveys. Survey data were analyzed using Partial Least Square method - Structural Equation Modeling (PLS-SEM). The results of this study indicate that knowledge sharing is one of the factors that can improve the performance of educators and can improve the performance of higher education institutions in technical and vocational agriculture. Knowledge sharing in this domain is strongly influenced by attitudes, personal expectations, tacit knowledge, the IT infrastructure , knowledge of the use of IT, the ability of educators, and organizational culture.
