ABSTRAK
One important indicator in the achievement of the MDGs to improve health of maternal and child (KIA) that is contained in the fourth and fifth goals. indonesia's commitment to achieve the MDGs in 2015 through efforts to reduce MMR from 359 to 102 per 100.000 live births and IMR from 32 to 23 per 1.000 live births is still far from the target of achieving the MDGs, as well as in Mandailing Natal.

The research used qualitative method. the informants were all personnel that were involved in the planning and budgeting process of KIA program. they consisted of informants in this study are all elements analyzed qualitatively with Spradley analysis technique.

The result of the research showed that the planning and budgeting process of KIA program in the Health Office of Mandailing Natal District did not use fully implement the planning and performance-based budgeting. situation analysis, problem formulation , and goal setting program uses methods that can not accommodate the needs of the real, still planning and budgeting processes are still using incremental.

That could be all applying the planning and budgeting for performance's based, advocacy and socialization intense to local governments to increase APBD budget allocated by the Healt Office of Mandailing Natal District, need for education and technical training program development KIA well as the need for active role midwife program coordinator KIA, and managerial need to increase leadership on all health fronts.

Program Kartu Identitas Anak (KIA) merupakan salah satu program prioritas yang dilaksanakan oleh Kota Depok sebagai salah satu kota yang menjadi pilot project. Dalam melaksanakan sebuah program, pemerintah membutuhkan keterlibatan banyak aktor yang memiliki Strategic Management Capabilities agar dapat melaksanakan manajemen strategik yang direncanakan. Tujuannya penelitian yakni untuk menjelaskan mengenai pengelolaan Program KIA di Dinas Kependudukan dan Pencatatan Sipil Kota Depok dilihat dari perspektif Strategic Management Capabilities. Penelitian ini menggunakan teori dari Joyce, Bryson, dan Holzer (2014) dengan pendekatan post-positivist dan juga teknik pengumpulan data kualitatif melalui wawancara mendalam dan studi pustaka. Hasil penelitian menunjukan bahwa dari pengelolaan Program KIA di Dinas Kependudukan dan Pencatatan Sipil Kota Depok dilihat dari perspektif Strategic Management Capabilities memiliki keunikan tersendiri yang dapat dilihat dari masing-masing dimensi karena tidak semua indikator yang ada dalam suatu dimensi dapat terpenuhi seluruhnya. ......Kartu Identitas Anak (KIA) Program is one of Indonesian Government Priority Program that designated Depok City to be one of Indonesia city to implement the program. To implement a program, Indonesia Government need the involment of actors from different sectors that has Strategic Management Capabilities. Strategic Management Capabilities is an important factor to ensure the strategic management plan is performed. The purpose of this research is to explain about the management of KIA Program at Dinas Kependudukan dan Pencatatan Sipil Kota Depok from Strategic Management Capabilities perspective. This research uses theory from Joyce, Bryson, dan Holzer (2014) with post-positivist approach and qualitative data collection techniques through in-depth interviews and literature studies. The result of this research shows that the management of KIA Program at Dinas Kependudukan dan Pencatatan Sipil Kota Depok from Strategic Management Capabilities perspective has different unique answer between each indicator because not all indicators in a dimension can be fulfilled entirely.

Pelaporan PWS KIA secara rutin telah dilakukan oleh Puskesmas di Kabupaten Pandeglang, walaupun masih ada yang belum tepat waktu. Laporan tersebut menggambarkan cakupan program KIA di wilayah kerja Puskesmas. Selain berasal dari PWS tersebut laporan KIA juga diperoleh dari LB3 Puskesmas yang juga dilaporkan setiap bulan. Ternyata pemanfaatan laporan-laporan tersebut terlihat masih belum optimal padahal laporan tersebut dapat menjadi bahan untuk mengevaluasi kinerja program KIA di Puskesmas. Dengan PWS KIA dapat terlihat daerah yang cakupannya rendah sehingga dapat segera dilakukan tindak lanjut terhadap keadaan tersebut. Program KIA perlu didukung oleh ketersediaan tenaga, sarana dan peralatan. ApabiIa daya dukung tersebut kuat maka cakupan program KIA akan baik. Untuk itu perlu dikembangkan sebuah sistem informasi evaluasi. Dengan adanya evaluasi program dapat dilihat keterkaitan antara kinerja program dan daya dukungnya. Metode pengumpulan data yang digunakan adalah observasi dan wawancara. Selain itu dilakukan pula plotting lokasi Puskesmas dan Pustu. Sistem informasi evaluasi program KIA dikembangkan dengan rancangan formulir input dan tampilan output yang berisi cakupan program KIA dan rasio sarana dan tenaga yang dibutuhkan sebagai bahan evaluasi. Selain itu dalam program aplikasinya akan dimunculkan pula peta lokasi Puskesmas dan peta tematik cakupan program KIA di Kabupaten Pandeglang.

Routinely, the reporting of PWS KIA had been conducted by Health Centers in the District of Pandeglang although some of them had not submitted the report punctually. That report depicted the coverage of KIA Program in the Health Center working area. Beside from PWS report, KIA report was also got from LB3 of Health Center in which reported every month. The use of such report was not optimally done to evaluate the performance of KIA Program in Health Center. From PWS KIA could he assessed the area where had the coverage of KIA was low. So, the intervention could be conducted immediately on that area. KIA Program should be maintained by the availability of human resources, facilities, and equipments. The coverage of KIA Program would be excellent if those factors supported each other. For that reason, it was necessary to develop an evaluation information system so that the relationship between the performance of program and supporting factors could be reviewed. The method of data collecting used observation and interview. Besides, the study also conducted the location plotting of Health Centers and Supporting Health Centers. Evaluation Information System for KIA Program was developed by input form design and output appearance that contained the coverage of KIA Program and the ratio between required facility and human resource to assess program evaluation. In addition, from application program could be appeared the location map and thematic map of the coverage of KIA Program in the District of Pandeglang.
