"Penelitian ini menggunakan pendekatan positivisme dengan metode wawancara mendalam. Hasil yang diperoleh dalam tesis ini adalah bahwa pengenaan alat-alat berat dan besar sebagai objek PKB sebenarnya telah sesuai dengan prinsip The Four Canons. Pengenaan PKB terhadap Alat-Alat Berat dan Besar sesuai dengan prinsip equity, karena menganut baik konsep road user tax maupun konsep property tax; sesuai prinsip certainty, karena telah diatur dalam Undang-Undang Pajak Daerah dan Retribusi Daerah maupun Peraturan Daerah Provinsi Kalimantan Timur; dan sesuai dengan prinsip economy, karena memberikan kontribusi positif terhadap pendapatan asli daerah. Namun demikian, pengenaan pajak ini belum memenuhi prinsip convenience of payment, karena masih banyak wajib pajak yang belum membayar pajak.

This research uses positivism approach by conducting in depth interview. The Analysis shows that the imposition of PKB on heavy and big equipment is fit with the The Four Canons Theory. The imposition of PKB on heavy and big equipment fits with the equity principle, because it accomodates both road user tax and property tax; it also fit with the certainty principle, because it is stipulated by the Law of Regional Taxes and Charges and East Kalimantan Province's local regulation; and it fits with economy principle, because it surely increase Local's revenue. However, the high level of tax arrears could also reflect that the imposition of the tax does not fit with the convenience of payment principle."

"E-Purchasing systems allow buyers and sellers to communicate directly and to negotiate. A relatively recent addition to public procurement practice in Indonesia, this research investigates how negotiation affects transacted price, particularly in the vehicle commodity. More than 40,000 transactions were examined; transactions consisted of central government purchasing organizations and also at the local government level. Statistical analysis involved Ordinary Least Square (OLS) and Multinomial Logit regression. Findings reveal that more frequent negotiations lead to a lower final price and that some government buyer organizations experience greater impact of negotiation than others. We discuss implications for Indonesian government policies, and for future research.

Sistem e-Purchasing mengakomodasi pembeli dan penjual untuk berkomunikasi secara langsung dan bernegosiasi. Sebagai metode yang relatif baru pada praktik pengadaan pemerintah di Indonesia, penelitian ini menyelidiki bagaimana negosiasi mempengaruhi harga transaksi, khususnya dalam komoditas kendaraan bermotor. Data yang diolah lebih dari 40.000 transaksi oleh organisasi pembelian pemerintah pusat dan juga di tingkat pemerintah daerah. Analisis statistik menggunakan Ordinary Least Square (OLS) dan regresi Multinomial Logit. Hasil mengungkapkan bahwa negosiasi yang lebih sering menyebabkan harga akhir yang lebih rendah dan bahwa beberapa organisasi pembeli pemerintah mengalami dampak negosiasi yang lebih besar daripada yang lain. Implikasi untuk kebijakan pemerintah Indonesia turut dibahas, dan saran untuk penelitian di masa depan."
