Abstrak :
Tesis ini membahas mengenai kebijakan manajemen koleksi sebagai bagian dari fungsi museum. Kajian dilakukan terhadap manajemen Museum Nasional Indonesia, yang terletak di Jalan Medan Barat Jakarta 12, Jakarta. Penelitian ini merupakan penelitian deskriptif kualitatif yang diawali dengan gambaran mengenai Sejarah Museum Nasional, kebijakan-kebijakan yang dibuat serta regulasi yang mengatur mengenai manajemen koleksi. Unit analisis dalam penelitian ini adalah kebijakan dan prosedur manajemen koleksi yang terdiri dari kebijakan pengadaan, dokumentasi, konservasi dan restorasi. Berdasarkan kondisi tersebut, kebijakan manajemen koleksi Museum Nasional selama ini tidak terintegrasi, tidak detil dan rinci sehingga museum perlu membuat kebijakan tertulis mengenai manajemen koleksi dengan melengkapi kebijakan yang selama ini menjadi pedoman kerjanya. oleh karena itu penelitian ini bertujuan untuk memberikan konsep baru dan rekomendasi mengenai kebijakan manajemen koleksi.
The focus of this thesis is about the collections management policy as a part of the museum functions. The object of the research is National Museum of Indonesia's management that located on Jalan Merdeka Barat number 12, jakarta. This reasearch is using descriptive qualitative methods. Started with the history of national museum of Indonesia, the policy and regulation that made to controlled all about the collection management. The analisis unit in this research is the procedure and policy of collection management which is consist of collecting, documentation, conservation, and restoration. Based on the condition above , the collection management policy of the national museum of Indonesia is not integrated, complete, and detail, so that the museum need to made an extra policy about collection management to improve the policy of the museum. Therefore the objective of this research is to give a new concept and recommendation about collection management of National Museum of Indonesia.

Program Manajemen Talenta Polri merupakan suatu kebijakan yang termasuk dalam Rencana Strategis Polri tahun 2020-2024. Program ini menunjukkan kesungguhan Polri dalam meningkatkan kualitas SDM Polri agar berdampak positif pada pelayanan Polri terhadap masyarakat. Penelitian ini membahas tentang implementasi kebijakan program Manajemen Talenta di Polri melalui Peraturan Kapolri No. 3 tahun 2019 tentang Manajemen Talenta Polri. Penelitian ini merupakan penilitian kualitatif yang bertujuan untuk menganalisis implementasi kebijakan program Manajemen Talenta Polri dan menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan program tersebut. Lokasi penelitian dilakukan pada SSDM (Staf Sumber Daya Manusia) Polri, selaku pengemban fungsi SDM Polri. Penelitian ini menggunakan teknik pengumpulan data dengan melakukan observasi, wawancara dan studi dokumen. Penelitian ini dilakukan pada 18 partisipan, yaitu 11 partisipan dari Bagian dan Biro pada SSDM Polri, dan 6 partisipan dari para peserta Manajemen Talenta Polri. Data yang terkumpul direduksi untuk menghasilkan data yang siap disajikan sebagai bahan analisis. Hasil penelitian menunjukkan bahwa implementasi program Manajemen Talenta Polri telah berjalan dengan baik terhadap 247 personel kelompok Talenta Polri yang merupakan lulusan Akpol sejak tahun 2017 s.d. 2021. Pada penelitian ini ditemukan. 4 faktor yang mempengaruhi implementasi kebijakan program Manajemen Talenta Polri, yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. ......The Indonesian National Police (INP ) Talent Management Program (MTP) is a policy that is included in the INP Strategic Plan for 2020-2024. This program demonstrates the seriousness of the INP in improving the quality of police human resources to give a positive impact on INP's services to the community. This study discusses the implementation of the MTP policy in the INP through the National Police Chief Regulation (Perkap) No. 3 of 2019 concerning Police Talent Management. This research is conducted in qualitative approach that aims to analyse the implementation of the MTP program policy and analyse the factors that influence the implementation of the program policy. The research location was conducted at the SSDM (Human Resources Staff) of the INP since it is known as the bearer of the HR function of the INP. This study uses data collection techniques by conducting observations, interviews and document studies. This research focused on 18 participants, consisting 11 participants from the Section and Bureau of the SSDM, and 6 participants from the MTP member. The collected data is reduced to produce usable data that can be presented as material for analysis. The results show that the implementation of the INP MTP program has been going well for 247 INP Talent group personnel who have graduated from the Police Academy (Akpol) since 2017 s.d. 2021. To sum up, this study found four factors that influence the implementation of the INP MTP program policy. It consists of communication, resources, disposition and bureaucratic structure.

Tulisan ini bertujuan mengevaluasi efektivitas manajemen risiko dan dampak stimulus covid pada pengelolaan portofolio LaR dengan menggunakan kerangka COSO ERM 2017. Data yang digunakan adalah data primer berupa wawancara yang diperoleh dari pihak-pihak yang terlibat langsung dalam pengelolaan LaR dan data sekunder yaitu berupa data / informasi internal terkait pengelolaan LaR. Hasil evaluasi efektivitas manajamen risiko terkait pengelolaan LaR menunjukan bahwa strategi telah dijalankan mengikuti komponen pada kerangka COSO ERM 2017 dan komponen tersebut efektif mendukung strategi pengelolaan LaR di segmen korporasi bank XYZ. Sedangkan hasil evaluasi dampak stimulus covid dalam pengelolaan LaR menunjukan bahwa stimulus covid dapat mempertahankan dan memperbaiki portofolio debitur LaR khususnya pada debitur yang memperoleh stimulus covid sehingga menyebabkan jumlah debitur dan outstanding kredit mengalami perbaikan. ......This paper aims to evaluate the effectiveness of risk management and the impact of the Covid stimulus on LaR portfolio management using the COSO ERM 2017 framework. The data used are primary data in the form of interviews obtained from parties directly involved in LaR management and secondary data in the form of internal data / information related with LaR management. The results of the evaluation of the effectiveness of risk management related with LaR management show that the strategy has been implemented following the components in the COSO ERM 2017 framework and these components are effective in supporting the LaR management strategy in the corporate segment of Bank XYZ. Meanwhile, the results of the evaluation of the impact of the Covid stimulus in the management of LaR showed that the Covid stimulus could maintain and improve the LaR debtor portfolio, especially for debtors who received the Covid stimulus, causing the number of debtors and outstanding credit has been improved.

Persaingan yang semakin tinggi di dunia usaha menuntut perusahaan harus selalu memberikan yang terbaik bagi konsumen. Apabila dulu konsumen hanya mempertimbangkan mutu dari produk saja, kini faktor lingkungan pun ikut menjadi tuntutan konsumen. Sertifikasi ISO merupakan sistem manajemen fonnal yang telah dialrui oleh dunia internasional ISO 9000 merupakan sistem manajemen mutu, sedangkan ISO 14000 merupakan sistem manajemen lingkungan. Dalam rangka meningkatkan daya saing banyak perusahaan yang ingin mendapatkan sertifikasi ISO 9000 dan ISO 14000 sekaligus, untuk itu jumlah prustriur dan dokumen yang dibuatkan jumlahnya sangat banyak kondisi ini membuat diperiukan adanya suatu proses pembuatan dokumen ISO yang terintegrasi. Penelitian ini bertnjuan untuk membuat suatu proses pembuatan dokumen ISO yang terintegrasi dengan cam melakukan reengineering terhadap proses pembuatan dokumen yang lama. Metodologi reengineering yang digunakan dalam laporan ini adalah metodologi reerzgineering dari Lon Roberts, dengan menggunakan bantuan analisa SW + IH dan matriks korelasi Analisa 5W + IH dilakukan pada elemHigh competition in the business world force company to always give the best to the consumer. ISO 9000 is Quality Management System and ISO 14000 is Environmental Management System. Many company want to achieve both ISO 9000 and 14000, which is required many documents/procedures. The goal of this research is to make a proposed of ISO document development, by reengineer the old process. This report use Lon Roberts's reengineering methodology with 5W+1H analysis, then show the result in the correlation matrix. The proposed of ISO document development grouping all the ISO element into seven group: Management Policy, Planning, Implementation and Operation, Monitoring and Corrective, Data and Record Control, Training, and Audit. We can integrate the document development of Management Policy, Implementation and Operation, Data and Record Control, Training, and Audit.

Permasalahan manajemen modal kerja memiliki dampak yang tidak baik bagi perusahaan. Manajemen modal kerja yang baik bertujuan agar kesehatan keuangan perusahaan dapat terjaga sehingga dapat menghasilkan keuntungan yang maksimal. Penelitian ini bertujuan untuk menganalisa pengaruh kebijakan manajemen modal kerja terhadap profitabilitas dan nilai perusahaan. Penelitian ini menggunakan sampel sebanyak 287 perusahaan non keuangan yang terdaftar di Bursa Efek Indonesia pada periode tahun 2009-2018. Manajemen modal kerja diproksikan menggunakan Total Current Assets to Total Assets (TCA/TA) dan Total Current Liabilities to Total Assets TCL/TA. Kemudian, profitabilitas diproksikan dengan Return on Assets (ROA) dan nilai perusahaan dicerminkan dengan rasio Tobins Q. Hasil penelitian menunjukan bahwa rasio Total Current Assets to Total Assets dan Total Current Liabilities to Total Assets berpengaruh positif signifikan terhadap profitabilitas dan nilai perusahaan. ......Problems with working capital management are bad for the company. Good working capital management aims to maintain the companys financial health so that it can get maximum profit. This study aims to analyze capital management policies on profitability and firm value. This study uses a sample of 287 non-financial companies that were listed on the Indonesia Stock Exchange in the period 2009-2018. Working capital management is proxied using Total Current Assets to Total Assets (TCA / TA) and Total Current Liabilities to Total Assets (TCL / TA). Then, profitability is proxied by Return on Assets (ROA) and the value of the company is reflected by the Tobin Q ratio. The results of the study show that Total Current Assets to Total Assets and Total Current Liabilities to Total Assets have a significant positive effect on profitability and firm value.

Penelitian ini bertujuan menganalisis perilaku cash holding melalui pengujian empiris variabel financial-characteristics dan kebijakan manajemen risiko pada perusahaan-perusahaan non-keuangan di Indonesia. Analisis hubungan dan pengaruh hedging sebagai instrumen manajemen risiko terhadap cash holding dilakukan menggunakan empat variasi model estimasi yang melibatkan variabel interaksi. Sebagai sampel digunakan data 127 perusahaan manufaktur yang tercatat di Bursa Efek Indonesia selama periode 2011 - 2015. Dari hasil pengujian model regresi linear berganda penelitian ini menemukan bahwa terdapat tiga variabel financial-characteristicsyang secara signifikan berpengaruh terhadap perilaku cash holding, yaitu net-working capital, cash flow, growth opportunity. Sementara variabel-variabel leverage, profitability, dan capital expenditure tidak berpengaruh signifikan. Variabel makroekonomi yang memiliki pengaruh signifikan terhadap cash holding adalah suku bunga dan pertumbuhan ekonomi. Temuan penelitian ini juga memperlihatkan indikaasi bahwa praktik-praktik bisnis yang umum dilakukan oleh perusahaan-perusahaan Indonesia yang tergabung dalam suatu kelompok usaha mempengaruhi perilaku cash holding. Variabel hedging secara individual berpengaruh negatif terhadap cash-holding. Namun, signifikansi pengaruh variabel hedging terhadap cash holding ter-reduksi oleh efek interaksi variabel leverage-hedging. ......The objective of this study is to determine the effects of financial-characteristic and risk management policy of the firm on its demand on cash. Analysis of the relation and effect of hedging as risk management instrument on cash holding is conducted using four modified estimated models, involving interaction variables. The hypothesis of corporate cash holding behavior tested using multiple regressions by publicly traded of 127 Indonesian manufacturing companies in the 2011 – 2015 periods. Results of this study suggest that net-working capital, cash flow, growth opportunity variables have significant effects on corporate cash holding, while size of the firm, leverage, profitability, and capital expenditure are not significant. Macroeconomics variables that have significant effects on corporate cash holding are interest rate and growth of gross domestic product. Finding of this study also indicates that common practices of Indonesian companies group of ownerships have impact to the degree of effects of some internal financial variables on corporate cash holding. This study also found that hedging as a risk management instrument has significant effects on corporate demand on cash, but reduces by its interaction-effect with leverage.

Di Indonesia masih banyak terdapat usaha informal yang belum memilliki akses mendapatkan pelayanan kesehatan kerja. Permasalahan program kesehatan kerja seringkali terjadi dikarenakan pergantian dokter puskesmas, kurangnya pengetahuan dari petugas dan kader kesehatan kerja. Di Kabupaten Pesawaran Propinsi Lampung terdapat empat puskesmas yang menjadi percontohan program upaya kesehatan kerja dimana sudah diberikan pelatihan kepada dokter dan pemegang program tentang kesehatan kerja serta sudah pernah dilakukan bimbingan teknis serta monitoring. Akan tetapi, program upaya kesehatan kerja di puskesmas belum berjalan. Penelitian ini bertujuan mengetahui kendala apa saja yang ada dalam implementasi program upaya kesehatan kerja pada tahap perencanaan, pelaksanaan dan juga evaluasi. Penelitian ini bersifat kualitatif dengan menggunakan fungsi manajemen menggunakan metode wawancara mendalam dan telaah dokumen. Informan dalam penelitian ini adalah Kepala Dinas Kesehatan Kabupaten Pesawaran, Kepala Seksi Kesehatan Khusus dan Matra, Kepala Puskesmas, Pemegang program dan perwakilan dari sasaran. Hasil dari penelitian ini yaitu program upaya kesehatan kerja belum menjadi prioritas dikarenakan bukan merupakan program pokok di puskesmas namun ada juga yang mengemukakan bahwa tidak ada perbedaan antara program prioritas dan program pengembangan. Masih kurangnya pengetahuan, jumlah sumber daya manusia yang terlibat dalam program upaya kesehatan kerja. Dari segi anggaran, program upaya kesehatnan kerja memiliki alokasi anggaran baik sehingga program upaya kesehatan kerja masih terintegrasi dengan program kesehatan lain. Selain itu, program upaya kesehatan kerja juga tidak didukung oleh peralatan yang memadai serta tidak ada rencana kerja. Dan juga keterlibatan sasaran yang kurang aktif serta kondisi lingkungan yang tidak mendukung dari sisi keamanan. Penelitian ini menyimpulkan bahwa program upaya kesehatan kerja di Kabupaten Pesawaran belum menjadi prioritas dikarenakan masuk kedalam program pengembangan dan belum diukung adanya sumber daya manusia yang memadai, tidak ada alokasi anggaran, tidak ada peralatan serta rencana kerja, keterlibatan masyarakat masih kurang aktif serta lingkungan yang kurang mendukung. Oleh karena itu, program upaya kesehatan kerja perlu dimasukkan dalam rencana kerja baik itu di dinas kesehatan dan puskesmas. serta adanya alokasi anggaran untuk program serta peningkatan kualitas sumber daya manusia dan juga peralatan yang menunjang program serta di butuhkan kerjasama lintas sektor untuk lebih memaksimalkan implementasi program upaya kesehatan kerja di puskesmas.
In indonesia there are still many informal businesses who have not have access occupational health services. Occupational health problems program often occurred due to the doctor puskesmas, the lack of knowledge of officers and kader occupational health. In Pesawaran District, there are the four be pilot programs health effort work where already provided training to medical doctors and holder programme about occupational health and is has been done technical training and monitoring.But, program health effort work at puskesmas not run. This study aims to identify the constraints all that is for the implementation of program health effort work in the planning stages, the implementation and also evaluating. This research qualitative by using function management uses the method in-depth interviews and review of documentation. Informants in this research was head of district health pesawaran, head of specific health and matra, the head of puskesmas, holders the program and representatives of the target. The result of this research namely the program health effort work had not been priority because not is a program basic puskesmas but some are suggested that there is no difference between priority programs and development program. There is a lack of knowledge, the number of human resources involved in the program health effort work. On the budgeting side, program efforts kesehatnan work are budget allocation good and the health effort work still integrated with other health program. In addition, health effort program work also are not supported by proper equipment and had no work plan. And also the involvement of a target that is less active as well as environmental conditions that not in favor of security side. This research concluded that the program working health effort in kabupaten pesawaran had not been a priority because entered into a program to develop and has not diukung the presence of human resources sufficient, there was no budget allocation, there is no equipment and the work plan, the involvement of the community is still less active as well as the environment less supportive. In addition, health effort program work also are not supported by proper equipment and had no work plan. Tesis ini membahas tentang analisa implementasi kebijakan pengembangan pariwisata di wilayah pesisir Wabula Kabupaten Buton yang dilakukan oleh Pemerintah Daerah Kabupaten Buton. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Hasil penelitian ini menujukkan bahwa tidak berkembanganya Kepariwisataan di Wabula disebabkan oleh implementasi kebijakan kepariwisataan yang dilakukan oleh aparatur Pemerintah Daerah tidak berjalan optimal serta lemahnya manajemen pengelolaan pariwisata yang diterapkan oleh Dinas Kebudayaan dan Pariwisata. Terdapat beberapa faktor yang membuat pariwisata menjadi tidak berkembang, seperti kurangnya kunjungan wisatawan, kurangnya fasilitas dan pelayanan, aksesbilitas yang kurang memadai, dan tata kelola pariwisata yang dilakukan oleh pihak pemerintah belum memberikan peningkatan kesejahteraan masyarakat pesisir Wabula.

This thesis raised the analysis of tourism development policy implementation at Wabula coastal district, Buton which are made by the Regional Government of Buton . The results of this research showed that the reasons why Wabula tourism did not developed are firstly, because of the local government apparatus did not implementing tourism policies optimally and lack of tourism management implemented by the Department of Culture and Tourism. There are several factors that make tourism does not develop, such as the lack of tourist traffic, lack of facilities and services, inadequate accessibility and tourism management conducted by the government.
