Penelitian ini membahas model skenario kebijakan Pemerintah Provinsi DKI Jakarta dalam mewujudkan Jakarta sebagai Kota Layak Anak (KLA) pada tahun 2018. Penelitian ini berfokus pada kondisi anak-anak di Jakarta untuk mengidentifikasi faktor pendorong agar diperoleh model skenario kebijakan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Hasil penelitian ini menunjukkan dua faktor yang mempengaruhi keberhasilan kota layak anak di DKI Jakarta yaitu faktor sosial dan ekonomi-politik dengan menghasilkan empat buah skenario yaitu optimis, partisipatif, statis dan pesimis. Beberapa rekomendasi yang diberikan adalah mengeluarkan peraturan daerah tentang KLA, memperbanyak iklan layanan masyarakat, membatasi konten kekerasan di media elektronik dan penguatan koordinasi antar lembaga. ......This research discusses the scenario models of Jakarta’s Province Government for developing Jakarta to be a child-friendly city (CFC) in 2018. By using qualitative approach, this descriptive research focuses on children’s condition in Jakarta to identify the driving forces to be used for generating the scenario model. To conclude, this research shows there are two driving forces impact on children’s condition in Jakarta: social factor and economic-political factor, and four scenarios generated, which named Optimistic, Participatory, Static and Pessimist. Several recommendations are offers, Issuing state regulation about CFC, Increasing public services advertising, limiting violent content in media, and strengthening inter-agency commitment.

[Penelitian ini membahas mengenai evaluasi implementasi kebijakan revitalisasi kawasan Kota Tua di Jakarta. Jakarta sebagai ibukota negara memiliki suatu kawasan Kota Tua seluas ± 334 ha yang dulunya merupakan pusat kegiatan ekonomi dan pemerintahan pada tiga masa kekuasaan, dimulai dari masa pemerintahan Pangeran Jayakarta, masa penjajahan Portugis, dan masa penjajahan Belanda. Tingginya nilai budaya dan sejarah di kawasan tersebut merupakan potensi pariwisata yang baik, oleh karena itu pemerintah DKI Jakarta membuat kebijakan revitalisasi Kota Tua Jakarta yang dimulai sejak masa pemerintahan Gubernur Ali Sadikin pada tahun 1970. Namun proses revitalisasi kawasan tersebut dianggap masih belum memenuhi harapan. Pada tahun 2014 revitalisasi dicanangkan kembali dengan diterbitkannya Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua Jakarta dan diselenggarakan kerjasama pemerintah-swasta melalui konsorsium JOTRC (Jakarta Old Town Revitalization Corp.). Tujuan dilaksanakannya penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan revitalisasi kawasan Kota Tua Jakarta, dan menganalisis evaluasi implementasi kebijakan revitalisasi kawasan tersebut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan post-positivis. Penelitian ini menghasilkan temuan yaitu implementasi kebijakan revitalisasi Kota Tua Jakarta masih belum efektif. Faktor-faktor yang mempengaruhi belum efektifnya kebijakan revitalisasi Kota Tua Jakarta antara lain karena status kepemilikan bangunan-bangunan yang beragam antara pribadi, swasta/BUMN, dan Pemprov DKI Jakarta. Sedikitnya bangunan yang dimiliki Pemprov DKI Jakarta membuat proses revitalisasi terhambat, ditambah lagi belum adanya leading sector dan minimnya SDM maupun anggaran dari Unit Pengelola Kawasan (UPK) Kota Tua Jakarta sebagai pengelola kawasan tersebut. Namun dilakukannya kerjasama pemerintah-swasta dengan keberadaan konsorsium JOTRC merupakan upaya yang baik dalam melakukan percepatan pembangunan di kawasan Kota Tua. Beberapa saran yang diajukan dalam penelitian antara lain implementasi badan otorita yang mengelola kawasan Kota Tua Jakarta secepatnya sebagaimana diamanatkan dalam Pergub DKI Jakarta no. 36 tahun 2014, pelibatan ahli cagar budaya dalam setiap pemugaran di kawasan Kota Tua sehingga tidak merusak atau menghilangkan nilai historis bangunan tersebut, serta pelibatan masyarakat lokal dalam pembangunan kawasan Kota Tua. ......This research discusses the evaluation of policy implementation of the revitalization of the Old Town area in Jakarta. Jakarta as the capital of the country has an Old Town area of ± 334 ha which was once the center of economic activity and government for three reigns, starting from the reign of Prince Jayakarta, the Portuguese colonial period, and the Dutch colonial period. The high value of the culture and history of the region is a potential for tourism, therefore, the local government make the revitalization of Jakarta old town area, which began during the reign of Governor Ali Sadikin in 1970. However, the process of revitalization of the area still has not met expectations. In 2014 revitalization proclaimed back with the issuance of the Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua and held public-private partnership through a consortium called JOTRC (Jakarta Old Town Revitalization Corp.). The objective of this research is to analyze the factors that influence policy implementation of revitalization of the old city area, and analyzing the evaluation of policy implementation of revitalization of the region. The method used in this research is qualitative method with post-positivist approach. Results of this of this research is that the implementation of the Jakarta Old Town revitalization policies is still ineffective. Factors that influence the implementation of the policy is because of the ownership status of the buildings which vary between personal, private/state-owned enterprise, and local government plus the absence of leading sector and the lack of human resources and the budget of the Unit Pengelola Kawasan (UPK) Kota Tua as the area manager. But the establishment of JOTRC as a form of publicprivate partnership for revitalization of Jakarta old town is a good effort to accelerate the development in that area. Some suggestions from this research are immediate implementation of autonomous body that manages the old city area as mandated in Pergub no. 36 tahun 2014, the involvement of cultural heritage experts in development of the Old City area so as not to damage the historical value of the building, and empowerment of local communities. Kebijakan pengendalian demam berdarah dengue (DBD) yang telah berjalan sejak tahun 1992 tidak membuat Indonesia bebas DBD bahkan wilayah endemis DBD semakin meluas. Hingga tahun 2012 Kota Bengkulu merupakan penyumbang DBD yang besar di Provinsi Bengkulu. Dalam pelaksanaan kegiatan pengendalian DBD, Kota Bengkulu berpedoman langsung pada kebijakan yang ditetapkan oleh Kementerian Kesehatan. Dalam pelaksanaannya, beberapa kegiatan tidak dilakukan oleh Kota Bengkulu. Penelitian ini bertujuan mengevaluasi pelaksanaan kebijakan pengendalian DBD mulai tingkat pusat hingga Kota Bengkulu. Penelitian ini merupakan penelitian kualitatif dengan arah evaluasi terhadap pelaksanaan kebijakan pengendalian DBD di Kota Bengkulu, Provinsi Bengkulu dan Kementerian Kesehatan. Metode analisa yang digunakan adalah content analysis dengan melakukan proses triangulasi. Hasil analisa yang didapat menunjukkan bahwa Kementerian Kesehatan sudah melakukan pengendalian DBD sesuai dengan kebijakan yang ditetapkan. Provinsi Bengkulu juga sudah melaksanakan hanya saja tidak ada peran pemerintah provinsi melalui APBD terutama tahun 2013 dan 2014. Pelaksanaan kebijakan pengendalian DBD di Kota Bengkulu tidak berjalan sesuai dengan yang diharapkan disebabkan penyampaian informasi mengenai kebijakan yang kurang baik, kurangnya dukungan sumber daya manusia dan anggaran serta sarana dan prasarana.
Dengue haemorrhagic fever (DHF) control policy that has been going on since the year 1992 did not make Indonesia free dengue haemorrhagic fever and even the endemic area of dengue haemorrhagic fever more widespread. Up to 2012 Bengkulu City was a major contributor dengue haemorrhagic fever in Bengkulu Province. In implementation of DHF control policy, Bengkulu City tries to policy that was nominated by the Ministry of Health. In its implementation, some activities are not done by Bengkulu City. This research aims to evaluate implementation of the policy DHF control ranging from the center to Bengkulu City. This research is qualitative research with the direction evaluation on implementation of the DHF policy control in Bengkulu City, Bengkulu Province. Analysis method is content analysis with triangulation process. The results obtained show that's Health Ministry has already been controlling DHF in accordance with the policy. Bengkulu Province has also been carrying out but is there is not the role of government province from the district budget mainly in 2013 and 2014. Implementation of the DHF policy control in Bengkulu City does not run in line with what is expected because the transfer of information about that policy was not so well, a lack of human resources support, the budget, facilities and infrastructure.

Skripsi ini membahas analisis implementasi pemungutan retribusi parkir di Kota Tangerang. Pokok permasalahan dalam skripsi ini yaitu terkait dengan implementasi pemungutan retribusi parkir di Kota Tangerang dan kendala-kendala yang terjadi dalam pemungutan retribusi parkir di Kota Tangerang. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui studi kepustakaan, observasi dan wawancara mendalam. Hasil penelitian ini menunjukkan bahwa Implementasi pemungutan retribusi parkir di Kota Tangerang jika dilihat dari tiga tahapan, yaitu: identifikasi, penetapan dan pemungutan, belum berjalan dengan optimal dan belum sesuai dengan Peraturan Daerah yang berlaku. Dalam pelaksanaan pemungutan retribusi parkir di Kota Tangerang, terdapat berbagai macam kendala. Adapun kendala tersebut diantaranya yaitu rendahnya kesadaran dan pengetahuan masyarakat maupun juru parkir, juru parkir tidak melaksanakan kewajiban dengan baik, adanya parkir liar, keterbatasan sarana dan prasarana perparkiran, sistem setoran retribusi parkir yang tidak tetap, lemahnya penegakan hukum, kendala koordinasi, di mana tidak adanya koordinasi antara masyarakat, Polisi dan pihak Dinas Perhubungan Kota Tangerang, serta kendala lemahnya pengawasan. ......This thesis explains the analysis of the implementation of parking charge collection in Tangerang municipality. Core issues raised within this thesis are related to the implementation of parking charge collection in Tangerang municipality, and constraints which are existed at the process of collecting user charge. The research applies qualitative approach, and uses literature studies, observation and in-depth interview as data collection technique. Results of this study indicate that the collection of parking charge in Tangerang municipality in practice is not done optimally and has not yet in accordance with applied local regulations. As for the implementation of parking charge collection in Tangerang municipality, researcher found various kind of constraints, such as low initiative and knowledge between citizens and parking attendants, improper duty implementation by parking attendants, illegal parking spaces, limited parking sources, unfixed parking charge deposit, weak law enforcement, coordination problems between polices, citizens, and Department of Transportation in Tangerang municipality. And other constraints related to supervision.

Kebijakan Kota Layak Anak sudah mulai lebih difokuskan sejak dikeluarkannya Keputusan Menteri Pemberdayaan Perempuan dan Republik Indonesia Nomor 11 Tahun 2011, yang mana Kebijakan ini didukung oleh 24 Indikator sebagai pengukur pemenuhan kebijakan dan akan diarahkan kepada tingkat level menuju kota layak anak. Sebagai salah satu bagian dari pilot project kebijakan ini, Jakarta Timur merupakan Kota Administrasi di Provinsi DKI Jakarta yang sudah mencapai level penilaian madya terlebih dahulu, dibandingkan dengan Kota Administrasi lainnya. Namun, ditemukan bahwa justru tingkat kekerasan anak di Jakarta Timur merupakan yang tertinggi selama beberapa tahun berturut-turut, tidak hanya di Jakarta saja, melainkan satu Indonesia. Fenomena tersebut menimbulkan pertanyaan mengenai bagaimana implementasi kebijakan terkait di Kota Administrasi Jakarta Timur, berdasarkan beberapa aspek yang ada. Metode yang digunakan di dalam penelitian ini adalah post positivist, mengumpulkan data dengan melakukan wawancara mendalam serta dokumen-dokumen sebagai data sekunder, dan melakukan analisis secara kualitatif. Analisis dilakukan dengan acuan teori yang dipakai yakni The Policy Implementation Process oleh Donald Van Metter dan Carl Van Horn. Hasil dari penelitian ini dalam hal implementasi kebijakan yang dilaksanakan di Jakarta Timur yakni: 1) didasari oleh peraturan yang sudah ditetapkan oleh peraturan utama; 2) melibatkan masyarakat lokal dalam penyuluhan dan pelaporan dalam hal kekerasan anak; 3) Kurang seimbangnya jumlah SDM pekerja dengan jumlah penduduk dan luas wilayah Jakarta Timur.
The Children Fitted City Policy has been focused since the issueance of the Ministeral Decree from the Ministry of Womens Empowerment and Child Protection Number 11 Year 2011, supported by the 24 indicators, which becomes the gauge for each region/districts to get the necessary level from the wayment to be the Children Fitted City. As one of the pilot project through this policy, East Jakarta became one of the administrative regions among the Jakarta Province which had reached the 2nd level through the scoring of this policy. However, the childs crime rate at the East Jakarta administrative region places the highest among other regions from five consecutive years. That phenomenon surely leaves some questions, especially about how the policy is being implemented, by the existing aspects. The used method at this research is post-positivist, by collecting datas with deep interviews and supported by documents as the secondary data, with qualitative way of analysis. The analysis will be based on The Implementation theory from Donald Van Metter and Carl Van Horn. To sum up, this research towards the policy implementation that being held in East Jakarta can be result as: 1) rooted from the existing core policy; 2) involving local society to socialize and report activities which related with the childs crime protection; and 3) the unbalance human resources from related institutions with the recent population and areas of East Jakarta.

Partisipasi masyarakat merupakan aspek penting dalam mendukung keberhasilan program Kota Layak Anak. Pentingnya partisipasi masyarakat ini ditunjukkan oleh ditetapkannya masyarakat sebagai salah satu pihak yang berperan dalam pendekatan yang dipakai pemerintah kota Depok dalam mengembangkan kebijakan kota layak anak. Kota Depok adalah salah satu kota di Jabodetabek yang menduduki peringkat pertama dalam penghargaan Kota Layak Anak (KLA). Dalam waktu yang bersamaan angka kasus perlindungan anak di kota Depok menduduki peringkat ketiga se-Jabodetabek. Kelurahan Abadijaya adalah kelurahan dengan angka kasus perlindungan anak paling tinggi di kota Depok. Berdasarkan permasalahan tersebut, penelitian ini mencoba meneliti mengenai kecenderungan partisipasi masyarakat dalam program Kota Layak Anak di Kelurahan Abadijaya Kecamatan Sukmajaya Kota Depok dengan menggunakan model partisipasi CLEAR dari Lowndes, Pratchett, dan Stocker. Penelitian ini tergolong penelitian kualitatif dengan metode campuran. Data diperoleh melalui survei dan wawancara dengan pihak-pihak terkait yang dapat memperkaya hasil penelitian. Secara umum, hasil penelitian mengenai kecenderungan partisipasi masyarakat di kelurahan Abadijaya, Kecamatan Sukmajaya, Kota Depok, Provinsi Jawa barat dalam penyelenggaraan program kota layak anak dengan menggunakan model CLEAR dan nilai batas kecenderungan sebesar 50% atas penggunaan skala Likert pada analisis menunjukkan hasil yang rendah yakni sebesar 41,30% masyarakat berpartisipasi aktif dalam program kota layak anak. ...... Public participation is an important aspect in supporting the success of the Child Friendly City program. The importance of public participation is indicated by the establishment of the community as one of the parties who play a role in the approach used by the city government of Depok in developing the city's decent child policy. Depok City is one of the cities in Jabodetabek which ranked first in the award of the Children's Worthy Town (KLA). At the same time the number of child protection cases in the city of Depok was ranked third in Jabodetabek. Kelurahan Abadijaya is the village with the highest number of child protection cases in Depok city. Based on these problems, this research tries to examine the tendency of community participation in the program of Child Friendly City in kelurahan Abadijaya, kecamatan Sukmajaya, Depok City by using CLEAR participation model from Lowndes, Pratchett and Stocker. This research belongs to qualitative research with mixed method. Data is obtained through surveys and interviews with relevant parties that can enrich the results of the study.In general, the results of research on the tendency of public participation in Kelurahan Abadijaya, Kecamatan Sukmajaya, Depok city, West Java province in the implementation of child friendly city program using CLEAR model and the trend limit value of 50% on Likert scale use in the analysis showed low result 41.30% of the people participate actively in child friendly city program.
