Abstrak :
LPG merupakan salah satu sumber energy alternatif pada saat ini, dengan adanyakonversi, diversifikasi produk domestic gas, dan ekspansi bisnis LPG sebagaienergi masa depan, dapat diestimasikan trend insiden LPG akan meningkat.Analisa risiko dilakukan dengan menggunakan metode QRA; dengan analisakonsekuensi dilakukan dengan menggunakan software Excel dan ALOHA. LPGdiasumsikan campuran tetap antara propana dan butana sebesar 50:50. Modatransportasi terbatas pada Skid Tank LPG Wagon dengan ukuran massa LPGyang diangkut seberat 15.000 kg dengan tekanan di dalam vessel 4 ndash; 6 kg/cm2. Dari hasil penelitian didapatkan baik risiko individu maupun sosial menunjukanbawa risiko masuk ke zona ALARP. Untuk memitigasi risiko tersebut lebih lanjutdiperlukan pengendalian diantaranya beberapa elemen manajemen keselamatan proses seperti Hazard Analysis, Partisipasi Pekerja, Process Safety Information, Operating Procedure, Training, Kontraktor, Mechanical Integrity, Emergency Response, dan Compliance Audit. ...... LPG is one of alternative energy sources at present, with the kerosene conversion,domestic gas product diversification, and LPG business expansion as the energyof the future, it can be estimated that LPG incident trend will increase. Riskanalysis is done by using QRA method meanwhile analysis done using Excel andALOHA software. LPG is assumed to be a fixed mixture of propane and butane at50 50. The mode of transportation is limited to the Skid Tank LPG Wagon witha mass of 15,000 kg of LPG transported with pressure in a 4 6 kg cm2. Results from the study both individual and social risk showed a risk level withninALARP zone. Risk mitigation are further required to control the hazard to bemanifestated this including some elements of process safety management such as Hazard Analysis, Workers Participation, Process Safety Information Operating Procedure, Training, Contractor, Mechanical Integrity, Emergency Response, and Compliance Audit.

Tingginya jumlah dan volume distribusi bahan bakar minyak, salah satunya dengan moda transportasi mobil tangki, memiliki risiko yang semakin kompleks terkait potensi kebakaran dan ledakan. Berbagai penelitian dan laporan kasus membuktikan tingkat kecelakaan atau kebakaran dan ledakan mobil tangki masih terus terjadi. Kajian kuantitatif risiko kebakaran dan ledakan dilakukan untuk mengetahui tingat risiko individu dan sosial. Perhitungan frekuensi dilakukan dengan menggunakan Event Tree Analysis (ETA) dan konsekuensi dengan perangkat lunak ALOHA® (Areal Locations of Hazardous Atmospheres) berdasarkan skenario terburuk. Studi kasus dilakukan di filling shed Terminal Bahan Bakar Minyak X Jakarta. Penelitian dilakukan dengan desain studi deskriptif dan analitik melalui data primer hasil observasi dan wawancara serta data sekunder perusahaan dan literatur. Penelitian ini menggambarkan risiko individu dan sosial masing-masing masuk dalam kategori masih dapat diterima dan dapat ditoleransi. Perusahaan perlu mempertahankan sistem keselamatan kebakaran yang ada dan meningkatkan sosialisasi terhadap karyawan dan masyarakat karena dampak yang ditimbulkan mulai dari manusia, aset, material, ekonomi dan reputasi perusahaan.
The high amount and volume distribution of fuel which one of them is by truck tank as the mode of transportation, have increasingly complex risks related to the potential of fire and explosion. Various studies and case reports have proven that the level of accidents or fire and explosions of truck tank is continuing to occur. The quantitative fire and explosion risk assessment purpose was to determine the level of the individual and societal risk calculation. Event Tree Analysis (ETA) was used for calculating the frequency and ALOHA® (Areal Locations of Hazardous Atmospheres) software was used to calculate the consequences arise from fire and explosion based on the worst case scenarios. Case study was conducted in filling shed Fuel Terminal X Jakarta. The study was conducted by descriptive and analytic design through primary data observations and interviews as well as secondary data from company and literature. This study describes that the individual and societal risks of each category are still acceptable and tolerable. Companies need to maintain the existing fire safety system and improve the dissemination to the employee and community because of the impact on humans, assets, material, economic and corporate reputation.

Sebagai fasilitas umum SPBG berlokasi di area yang padat penduduk dan padat aktivitas, oleh karena itu kegagalan SPBG akan memberikan konsekuensi yang cukup besar bagi operator, pelanggan dan masyarakat di sekitar SPBG. Penelitian ini dilakukan dengan desain deskriptif dan analitik metode kuantitatif untuk mengetahui tingkat risiko individu dan sosial hasil perhitungan frekuensi menggunakan event tree analysis dan konsekuensi menggunakan piranti lunak ALOHA. Data yang digunakan pada penelitian ini menggunakan data primer hasil pengukuran dan wawancara serta data sekunder dari literatur dan perusahaan. Penelitian ini menjelaskan tahapan analisa risiko kebakaran dan ledakan di SPBG serta rekomendasi pengendalian risiko kebakaranan ledakan di SPBG berdasarkan hasil analisa risiko tersebut.
ABSTRACT
As a general facility CNG Station is located in a densely populated and dense activity area, therefore CNG Station failure will have considerable consequences for operators, customers and communities around SPBG. This research is conducted using descriptive and quantitative analytic method to calculate the level of individual and social risk which resulted by frequency calculation using event tree analysis and consequence using ALOHA software. The data used in this study using primary data by field measurement and interviews as well as secondary data from the literature and company. This research explains the steps of fire and explosion risk analysis in CNG Station and followed by some recommendation to control fire and explosion risk in CNG Station based on risk analysis.
