"Tesis ini membahas mengenai efektifitas pogram Pembekalan Bagi Para Kader-Kadcr Penyuluh Pelajar Tentang Pentingnya Bahaya Narkoba yang dilaksanakan o1eh Direktorat Advokasi Deputi Bidang Pencegahan BNN pada tahun 2010 di Badan Narkotika Propinsi Lampung. Masalah Pencegahan dan Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) bukanlah merupakan tanggung jawab pemerintah atau dalam hal ini BNN semata. Diperlukan peran serta masyarakat termasuk pelajar untuk turut membantu upaya penanggulangannya.
BNN memandang penting keberadaan atau peranserta pelajar dalam menanggulangi penyalahgunaan narkoba di lingkungan sekolah rnelalui kelompok ternan sebaya, salah satunya adalah melalui program pembekalan bagi kader-kader penyuluh pelajar tentang pentingnya bahaya narkoba. Diharapkan dengan memberdayakan peranserta pelajar me!alui kelompok tcman sebaya, maka akan diperoleh hasil yang lebih efektif dalam pelaksanaan program P4GN di lingkungan pelajar. Penelitian ini adalah penelitian kuantitatif Hasil penelitian yang didapat menggambarkan bahwa program pembekalan yang dilaksanakan oleh Direktorat Advokasi Deputi Bidang Pencegahan BNN pada tahun 2010 di Badan Narkotika Propinsi Lampung, tingkat efektifitasnya tinggi.

This Theses is discussing about the effectiveness provisioning program for cadres counselor student conecrning the importance of the dangerous drugs (Narcotics & Prohibited drugs). Executed by the directorate of Advocacy deputy for prevention BNN in 2010 in Narcotics Board in Lampung Province. The problem of prevention, abuse and trafficking of drugs (P4GN) is not solely the governmcnt's responsibility in this case represented by BNN but also involving the societies including the students to take part to assist the effort of handling,
BNN cares the importance of the existence or involving students in handling the abuse of drugs in the school eenvironment through the group friends who are at the same age, one of them is through the provisioning program for cadres counselor students concerning the importance of dangerous drugs expected by tricking. involving students through the group friends who have the same age, so it will be achieved more effective result in executing program P4GN in students environment. This research is the quantitative research. The research result shows that lhe provisioning program conducted by the Directorate Advocacy deputy fOr prevention BNN in 2010 in narcotics board in Lampung province, the grade of the effectiveness is high."

adalah untuk mengurangi turnover karyawan posisi kunci atau kader potensial di
beberapa perusahaan rata-rata hampir mencapai 3 %. Hal ini menjadi penting

diatasnya atau posisi yang diinginkan mengakibatkan turunnya motivasi
karyawan dalam berkarir yang ditunjukkan oleh perilaku negatif dalam
pekerjaannya, bahkan ada yang keluar karena hal tersebut.
Secara teoritis ada berbagai macam program retention yang bisa
dilakukan, namun dibutuhkan program retention yang cepat dan mempunyai efek
yang signifikan terhadap turunnya angka turn over pada posisi kzmci.

"ABSTRACT
Health development aim to for increase the awareness, willingness and ability
of healthy life for every people in order to existed by degree of health of society
which at the farthest as well as representing of human rights being, what require to

Integrated Health Post (Posyandu) represent to exist reality strive of
community based health effort, having principle from, by and to community. Self
reliant of Posyandu can only be reached with the improvement participate each;
every element community exist in the region and motorized by cadre Posyandu.
Factor influence role of cadre in improving self reliant of Posyandu for example
cadre characteristic, others factor consisted of financing and construction and local
policy to supporting execution of activity of Posyandu in the region.
This research use approach qualitative to dig circumstantial information hit
factor influencing the cadre role in improving independence Posyandu in region
Public Health Center (PHC) Karang Kitri, Sub district of East Bekasi, District Bekasi
by focus group discussion and others have from through in-depth interview
conducted for builder coming from PHC, Leader of PKK, and chief of RW as elite
figure of community. Informants in focus group discussion amount to 40 from 8
chosen Posyandu and represent cadre Posyandu have worked to become cadre during
> 5 year.
Result obtained there's only 2 self-reliant of Posyandu exist in region work
CHC Karang Kitri. Characteristic factor of cadre have important influence in cadre
lifelines execute activity Posyandu. Generally cadre age range from 31-60 year.

"Posyandu merupakan salah satu bentuk Upaya Kesehatan Bersumberdaya Masyarakat yang dikelola, dan diselenggarakan dari, oleh, untuk dan bersama masyarakat. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang berhubungan dengan peran kader di Posyandu Mandiri UPT Puskesmas Sindangjaya Kecamatan Mandalajati Kota Bandung Tahun 2015. Penelitian menggunakan pendekatan croos sectional. Pengumpulan data primer dilakukan dengan wawancara menggunakan kuisioner pada 114 orang kader di Posyandu Mandiri yang dipilih dengan teknik simple random sampling.
Hasil penelitian menunjukkan peran kader yang aktif di posyandu sebesar 45,6%. Pengetahuan merupakan faktor dominan berhubungan dengan peran kader, kader yang memiliki pengetahuan baik mempunyai peluang 27,2 kali untuk berperan aktif di posyandu dibanding kader yang pengetahuannya kurang baik setelah dikontrol oleh pendidikan, pelatihan, dukungan keluarga dan supervisi petugas kesehatan. Pengetahuan kader dapat ditingkatkan melalui kegiatan pelatihan dan pembinaan bagi kader secara rutin dan berkesinambungan.

Posyandu is one form of community based health efforts, which is managed, and organized from, by, for and with community. This study aims to determine the factors related to the role of cadres in Posyandu Mandiri UPT Puskesmas Sindangjaya Mandalajati District of Bandung Year 2015. The study use croos sectional study approach. Primary data were collected by interview using a questionnaire on 114 cadres selected by simple random sampling technique.
The results showed an active role in the posyandu cadres by 45,6%. Knowledge is a dominant factor related to the role of cadres, cadres who have a good knowledge 27.2 times has the opportunity to play an active role in Posyandu cadre knowledge than less well after controlled by education, training, family support and supervision of health workers. Knowledge cadres can be improved through training and coaching for regular and continuous cadre.

"Seiring meningkatnya populasi lansia baik di dunia maupun di Indonesia maka kebutuhan akses ke pelayanan kesehatan dasar seperti posyandu lansia perlu diupayakan. Kota Depok termasuk salah satu wilayah di Provinsi Jawa Barat yang mengalami kenaikan jumlah lansia, serta wilayah kerja Puskesmas Pancoran Mas merupakan salah satu wilayah di Kota Depok yang memiliki jumlah posyandu lansia aktif terbanyak. Penelitian ini merupakan penelitian kualitatif yang bertujuan untuk menggali informasi lebih dalam mengenai kegiatan posyandu lansia saat pandemi Covid-19 dilihat dari segi input, process, hingga output-nya. Informan pada penelitian ini adalah kepala puskesmas, penanggung jawab posyandu lansia, petugas posyandu lansia serta lansia di wilayah kerja Puskesmas Pancoran Mas Depok. Pemilihan informan penelitian secara purposive. Hasil penelitian menunjukkan adanya perubahan pada komponen input, yaitu rusaknya alat kesehatan, serta perubahan kebijakan pada komponen proses, yaitu kegiatan posyandu lansia dihentikan sementara selama pandemi dan beralih menjadi kunjungan lansia terbatas oleh kader. Sehingga output posyandu lansia tidak tercapainya cakupan lansia yang mendapat skrining kesehatan dan akibatnya lansia tidak mendapatkan pelayanan dasar yang sudah menjadi haknya. Oleh sebab itu, disarankan kepada pemegang program untuk memperbaiki sistem dan kebijkan kegiatan posyandu lansia untuk mencapai target sasaran dan terwujudnya lansia sejahtera.

The increase in the elder population in the world and Indonesia made access to elderly posyandu needed to be pursued. Depok is one area in West Java Province that has an increasing number of elderly people, meanwhile, the working area of ​​the Pancoran Mas Health Center is one of the areas in Depok that has the highest number of active elderly posyandu. This research is qualitative aiming to dig information about elderly posyandu activity during the Covid-19 pandemic in terms of input, process, and output. Informants in this study were the head of the public health center, the person in charge of elderly posyandu, her staff, and the elderly there. Informants were selected purposively. The results showed the change in input components, like medical device damage, also policy changes like suspending the elderly posyandu activities temporarily during the pandemic and switching to limited elderly visits by cadres in the process. Thus the elderly posyandu output does not reach its goal for receiver health screening and resulting the elderly do not get their rights for basic services. Therefore, parties involved are suggested to improve the system and policies for elderly posyandu activities to achieve the targets and realization of prosperous elderly."

"Penelitian ini bertujuan untuk bertujuan untuk melihat peran-peran kader dalam melaksanakan Program Klaster Berdaya dan hambatan-hambatan yang ada dalam melaksanakan program tersebut. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif yakni dengan memaparkan hasil temuan lapangan terkait peran-peran kader dan hambatan yang ada dalam pelaksanaan Program Klaster Berdaya. Di dalam penelitian ini, teknik pemilihan informan akan menggunakan teknik purposive sampling dengan kriteria pemilihan informan dilakukan terhadap kader dan fasilitator berdasarkan keterlibatan aktif dalam program. Pengumpulan data dilakukan melalui wawancara dengan kader dan fasilitator yang sekaligus merupakan upaya triangulasi untuk meningkatkan kualitas peneltian. Hasil penelitian menunjukkan kader menjalankan peran dan keterampilan yakni fasilitatif, edukatif, perwakilan dan teknis yang membantu berjalannya program dalam upaya melakukan proses perubahan sosial untuk mendorong kemandirian dalam masyarakat. Di dalam pelaksanaannya, terdapat hambatan yang ditemui baik yang berasal dari internal maupun eksternal.

This study aims to describe roles of cadre in the implementation of Program Klaster Berdaya and the obstacles occurred during the program implementation. This research adapted qualitative method with descriptive approach by describing the findings related to roles of cadres and obstacles during the implementation of Program Klaster Berdaya. In this research, purposive sampling is used to select the informants of cadres and facilitator based on their active involvement on the program. Data collection was carried out through interviews with cadres and facilitators which also aims to conduct triangulation to improve research quality. The result of the research shows that cadres conducted roles of facilitative, educational, representative and technical to run program implementation to carry out social change in order to encourage self-reliance in society. During the implementation also found obstacles both from internal and external of the community.

"Prevalensi stunting di Indonesia masih cukup tinggi. Indonesia telah menerapkan berbagai upaya dalam pencegahan dan penurunan stunting namun belum optimal. Kota Depok merupakan kota yang berhasil menurunkan angka stunting. Salah satu intervensi penanganan stunting adalah pemberian pelayanan gizi berbasis masyarakat dan promosi kesehatan. Kader kesehatan berperan dalam upaya pendampingan balita stunting. Penelitian ini bertujuan untuk mengeksplorasi pengalaman kader kesehatan dalam melakukan pendampingan stunting di Kota Depok. Penelitian ini merupakan penelitian kualitatif dengan pendekatan fenomenologi. Partisipan yang terlibat di dalam penelitian ini yaitu 10 kader kesehatan. Metode analisis penelitian ini menggunakan analisis tematik. Berdasarkan data analisis yang dilakukan diperoleh 7 tema yaitu alasan menjadi kader, pemahaman kader terhadap stunting, tugas kader pendamping balita stunting, hambatan dan kendala kader dalam pendampingan stunting, respon kader dalam pendampingan balita stunting, manfaat pendampingan balita stunting, dan dukungan kader pendamping balita stunting. Kader kesehatan perlu mendapatkan peningkatan kapasitas melalui bimbingan dan pemantauan perawat untuk melakukan pendampingan balita stunting di komunitas.

The prevalence of stunting in Indonesia is still quite high. Indonesia has implemented various efforts to prevent and reduce stunting, but not optimal. Depok city is a city that has succeeded in reducing stunting rates. One intervention to handle stunting is the provision of community-based nutrition services and health promotion. Health cadres play a role in efforts to assist stunting toddlers. This research aims to explore the experiences of health cadres in providing stunting assistance in Depok City. This research is qualitative research with a phenomenological approach. The participants involved in this research were 10 health cadres. This research's analytical method uses thematic analysis. Based on the data analysis carried out, 7 themes were obtained, namely the reasons for becoming a cadre, the cadre's understanding of assisting stunting toddlers, the duties of cadres accompanying stunting toddlers, obstacles and obstacles for cadres in assisting stunting, cadre responses in assisting stunting toddlers, the benefits of assisting stunting toddlers, and cadre support in companion for stunting toddlers. Health cadres need to increase their capacity through guidance and monitoring of nurses to assist stunting toddlers in the community.

"Positive Deviance merupakan pendekatan yang dianggap sukses dalam menangani masalah gizi pada balita. Upaya penanggulangan masalah gizi melalui pendekatan positive deviance di Kelurahan Pancoran Mas merupakan alternatif kegiatan yang bersumber pada pemberdayaan masyarakat dengan fokus pada prilaku. Penelitian ini bertujuan untuk mendapatkan pemahaman yang mendalam tentang pengalaman kader dalam mengelola pos gizi dengan pendekatan positive deviance. Penelitian ini dilakukan melalui pendekatan kualitatif desain fenomenologi deskriptif dengan metode wawancara mendalam. Partisipan adalah kader yang telah mendapatkan pelatihan positive deviance dan sudah mengelola pos gizi minimal satu kali putaran. Data yang dikumpulkan berupa hasil rekaman wawancara dan catatan lapangan yang dianalisis dengan menerapkan teknik Collaizi.
Penelitian ini mengidentifikasi 14 tema. Motivasi kader dalam mengelola pos gizi di bagi menjadi dua jenis yaitu motivasi utama sebagai pendorong utama dan motivasi penunjang yang memperkuat kader dalam mengelola pos gizi. Perasaan yang dirasakan kader selama mengelola pos gizi terbagi dalam dua perasaan yaitu perasaan positif dan negatif. Kader merasakan kekuatan saat mengelola pos gizi karena keterlibatan peserta, tercapainya tujuan pos gizi dan motivasi dari pelaku pos gizi. Hambatan utama yang dirasakan kader adalah partisipasi masyarakat, kurangnya monitoring dan tidak tercapainya tujuan. Harapan yang diinginkan kader dalam pengelolaan pos gizi selanjutnya adalah perbaikan monitoring, perbaikan sarana prasarana dan perbaikan status gizi balita.
Hasil penelitian menunjukkan bahwa kader melakukan pos gizi dengan pendekatan positive deviance mendapat pengalaman beragam dan mengharapkan peningkatan dukungan dari sektor terkait dan partisipasi masyarakat. Pelaksanaan partisipasi masyarakat masih dalam tingkatan fungsional. Hasil penelitian diharapkan dapat memberikan gambaran model intervensi dukungan pada masyarakat dengan mengintegrasikan pemberdayaan masyarakat, partisipasi masyarakat dan kemitraan terbentuk dalam pos gizi pendekatan positive deviance untuk mengatasi permasalahan gizi di Indonesia.

Positive Deviance is an approach which considered successful in managing nutrition problem in under five years old children. Using positive deviance approach in nutrition program was one of activity alternatives which were originated from community empowerment with focus on behavior. This study was aimed to provide deep understanding of kader’s experience in organizing nutrition post with positive deviance approach. This study design was descriptive phenomenology with in-depth interview for data collecting. The participants were kader who were trained in positive deviance and had organized nutrition post for at least one session. Data gathered were interview recording and field note, which then transcribed and analyzed with Collaizi's analysis method.
This study identified 14 themes. Kader's motivation comprised of main promoter as main motivation and supporting motivation which strengthened kader in organizing nutrition post. The feeling of kader in organizing nutrition post were consisted of positive and negative feeling. Kader felt strength in organizing nutrition post because of participant’s involvement, accomplishing of nutrition post’s goal and motivation of participants. The main obstacle considered by kader was community participation, lack of monitoring and un-accomplished goal. Kader's expectation of organizing nutrition post in the future was improvement in monitoring, facilities in infrastructure, and increasing of nutritional status of under five years old children.
The result of study showed that kader organizing nutrition post with positive deviance gained various experience and expected increasing of support from community and related sectors. The performance of community participation was still in functional level. The results of study were expected to provide description of support intervention model for community with integrating community empowerment, community participation and partnership which were established in nutrition post using positive deviance approach for managing nutrition problems in Indonesia.

"Posbindu lansia merupakan pelayanan kesehatan yang bertujuan untuk meningkatkan derajat kesehatan para lansia. Keterampilan kader merupakan salah satu kunci keberhasilan pelayanan di posbindu lansia. Penelitian ini bertujuan untuk menganalisis peran kader dalam pemanfaatan posbindu lansia. Jenis penelitian yaitu deskriptif analitik dengan metode kualitatif. Informan utama adalah 17 orang kader dan informan kunci yang terdiri dari 1 orang Kepala Puskesmas Bantargebang Bekasi, 1 orang Pemegang Program Lansia, dan 3 orang Lansia yang memanfaatkan posbindu lansia di wilayah kerja Puskesmas Bantargebang Bekasi.
Hasil penelitian menunjukkan bahwa kader belum berperan besar dalam pemanfaatan posbindu lansia di wilayah kerja Puskesmas Bantargebang sehingga diperlukan adanya upaya pelatihan dan pembinaan untuk petugas kesehatan dan kader posbindu lansia, serta sosialisasi kepada seluruh sasaran posbindu lansia. Penyediaan fasilitas posbindu lansia yang lengkap diharapkan dapat memaksimalkan peran kader dalam usaha pemanfaatan posbindu lansia. Komunikasi sesama kader juga harus dibangun agar mereka dapat bertukar informasi dan pengalaman mengenai peran mereka dalam pemanfaatan posbindu lansia.

Elderly's integrated health care is health services which aims to improve the health status of the elderly. Skills of cadres is one of the keys to success in elderly's integrated health care. This study aims to analyze the role of cadres in the use elderly's integrated health care. This research is descriptive analytic with qualitative method. The main informants were 17 cadres and key informants consisting of 1 chief of Bantargebang Public Health Care Bekasi, 1 holder of elderly programs, and 3 elderly peoples who utilize elderly's integrated health care in Bantargebang Public Health Care Bekasi working area.
The results showed that the cadres have not played a major role in the utilization of elderly's integrated health care in Bantargebang Public Health Care Bekasi working area thus efforts are required in training and coaching for health workers and cadres elderly's integrated health care, and socialization to all elderly's integrated health care target. Provision of complete elderly's integrated health care facilities is expected to maximize the role of cadres in the utilization of it. Communication fellow cadres should also be constructed so that they can exchange information and experiences regarding their role in the utilization of elderly's integrated health care.
