Abstrak :
The implementation of the Number 3 Act of 1997 about juvenile judicial process, it is provided a substantial role to Socialization Counseling Officer in relation with reporting of social research proposed as one of considering materials that will be mandatory used by a judge in concluding of juvenile case. However, a report of social research has actually not completely been made as one of considering materials by judge, thus it exist a special dilemma, and what it becomes their problematic factor that triggers such occurrence. The method used in this research is a qualitative approach, and its data collection was carried out by a depth interview. In this writing, author makes use juvenile deviational and delinquency concepts with respect to community-based building and social reporting concepts from a number of experts. From results of study, author finds out some constraints faced by Social Counselor in proposing of social research in relation with given recommendations. These constraints include : human resource conditions owned by social counselors, budgetary limitation, means and infrastructures as well as gap between social counseling officers and another law enforcement officials, therefore social counselors are remain underestimate and their recommendations do not obtain a sufficient good response.
